Abstract Disaster response planning for laboratory animal facilities is a time- and personnel-intensive undertaking. This article outlines numerous considerations in formulating a plan for disaster response in a high containment animal unit. The planning process is discussed around a set of elements: planning team formation, situational understanding, goal and objective determination, plan development, preparation, and rehearsal or implementation. The importance of an appropriate planning team and personnel development is explored in relationship to exemplary disaster scenarios such as natural disaster and terrorism. Specific risks such as hazardous agent and animal species type serve to delineate goal-setting methods. These goals provide the framework for an institutional disaster plan. The review further uses elements of the planning process to explore the difficulties of euthanasia of animals treated with hazardous agents. Ultimately, the pitfalls of handling media relations following disaster are examined. Proactive measures for preparing to speak to the media and mitigate negative perceptions of research are presented.

AbstractThe most recent tragedy in Manitoba illustrates that disasters can strike any community. Within Canada, a tiered disaster response system exists. Even though physicians often play an integral role in the disaster plan, few participate in the planning process or even appreciate their potential role in the event a disaster should occur. Physician involvement would guarantee health matters be appropriately addressed resulting in reduced mortality and decreased morbidity. There are ample opportunities to become involved in disaster planning and response at all levels government. The objective of this paper to inform physicians about the disaste planning infrastructure that exists in Canada, show them where they may get involved, and urge them to do so.

The number and the scale of natural disasters have drastically increased over the last decades. One of the most vital stages of disaster preparedness is disaster response planning, and it plays an important role in limiting material and immaterial consequences, such as those caused by large scale earthquakes. In order to minimize human suffering and death, the aim of establishing a well-designed humanitarian relief chain must be to provide medicine, water, shelter, emergency food and supplies to the affected areas. From a holistic perspective, providing timely first aid and rapid transfer of injured victims to a medical facility is one of the most essential component of such chain. Thus, the location of first aid hospitals must be determined following a careful thought and planning process. This study presents a fuzzy integer programming model to determine the best location of the temporary hospitals which are expected to support extant state hospitals after a major earthquake. This study applies the proposed fuzzy model to the Üsküdar province of Istanbul and identifies optimum number and locations of field hospitals for a severe earthquake scenario.

AbstractIntroduction:The discussions in this theme provided an opportunity to share specific experiences with disasters that occurred outside of the Asia-Pacific Rim.Methods:Details of the methods used are provided in the preceding paper. The chairs moderated all presentations and produced a summary that was presented to an assembly of all of the delegates. Since the findings from the Theme 7 and Theme 3 groups were similar, the chairs of both groups presided over one workshop that resulted in the generation of a set of action plans that then were reported to the collective group of all delegates.Results:The main points developed during the presentations and discussion included: (1) disaster response planning, (2) predetermined command and organizational structure, (3) rapid response capability, (4) mitigation, and (5) communications and alternatives.Discussion:The action plans presented are in common with those presented by Theme 3, and include: (1) plan disaster responses including the different types, identification of hazards, training based on experiences, and provision of public education; (2) improving coordination and control; (3) maintaining communications assuming infrastructure breakdown; (4) maximizing mitigation through standardized evaluations, creation of a legal framework, and recognition of advocacy and public participation; and (5) providing resources and knowledge through access to existing therapies, using the media, and increasing decentralization of hospital inventories.Conclusions:Most of the problems that occurred outside the Asia-Pacific rim relative to disaster management are similar to those experienced within it. They should be addressed in common with the rest of the world.

The perceptions and values that local communities have towards protected areas are of great value for the improvement of these territories’ management. Such perceptions and values are often absent in the conservation planning process, particularly in those privately protected areas that are established in areas where the land tenure system is based not only on ownership but also on customary uses. Drawing on qualitative and quantitative data obtained through semi-structured interviews with key stakeholders and members of communities surrounding a privately protected area in southern Ecuador, we identify that the level of collaboration with the managers, the distance to the protected area, the percentage of untitled land, and the dependence on the resources (customary uses) are among the variables affecting these perceptions and values. Positive perceptions towards protected areas and naturalistic values are developed among those who collaborate with the protected area managers, whereas negative perceptions, and a mix of naturalistic and biospheric values are developed among those who have a sense of a lack of attention to social needs although supporting nature conservation at the same time. The evidence presented shows the importance of matching local peoples’ expectations with conservation goals during the establishment of a protected area.

Media Relations merupakan salah satu kegiatan seorang Humas dalam menciptakan dan menjaga hubungan baik dengan media. Kegiatan ini sangat diperlukan untuk mempermudah dalam mempublikasikan informasi kepada masyarakat luas. Upaya yang ditempuh PEMDA Purwakarta yaitu dengan menggunakan pendekatan informal. Penelitian ini bertujuan untuk mengetahui bagaimana proses media relations dilihat dari konsep proses media relations yang terdiri dari perencanaan, implementasi dan evaluasi (Iriantara:2011). Penelitian ini menggunakan paradigma konstruktivime, Pendekatan kualitatif dan metode studi kasus. Hasil penelitian menunjukkan bahwa perencanaan media relations dilakukan dengan beberpa cara yaitu memetakan program dinas, membentuk hubungan personal, mengelola relasi, memberikan pelayanan kepada media, memberikan fasilitas kepada media, melakukan proses koordinasi berita, mengadakan pelatihan jurnalistik, dan melakukan kegiatan media relations. Implementasi dilakukan menggunakan komunikasi persuasif, koordinasi dengan pihak terkait, pengelolaan konten dan mengacu pada peraturan yang telah disepakati. Evaluasi dilakukan dengan cara briefing internal, meminta klarifikasi terhadap kesalahan yang dilakukan media, bekerjasama membuat tim media monitoring, dan mengupdate database media. Proses media relations guna menunjang keberhasilan dalam pencapaian publikasi melalui pendekatan informal ini dirasa efektif karena hasil dari proses media relations sesuai dengan apa yang diharapkan Pemda Purwakarta, namun kurang efisien karena memerlukan waktu yang tidak bisa ditentukan. Media Relations is one of the activities of a PR in creating and maintaining good relations with the media. This activity is very necessary to make it easier to publish information to the wider community. The efforts taken by the Purwakarta Regional Government are using an informal approach. This study aims to find out how the media relations process with the selection of the concept of media relations process consisting of planning, implementation and evaluation (Iriantara: 2011). This concept was chosen because it can construct reality in accordance with the interpretation of media relations activities carried out by the Purwakarta Regional Government. This study uses constructivism paradigm, qualitative approaches and case study methods. Data collection techniques used are passive participatory observation, in-depth interviews and documentation. The results showed that media relations planning was carried out through eight activities, namely, mapping service programs, forming personal relationships, managing relationships, providing services to the media, providing media facilities, conducting news coordination processes, conducting journalistic training, and conducting media relations activities such as personal contact or press calls, press releases, press conferences, press interviews, press gatherings, media facilitators, media visits, and entertainment media. Implementation is carried out using persuasive communication, coordination with related parties, content management and referring to agreed rules. Evaluation as the final stage of the media relations process was carried out based on four activities namely internal briefings, asking for clarification of errors made by the media, collaborating to make media teams monetize, and updating media databases. The media relations process to support success in achieving publications through this informal approach is felt to be effective because the results of the media relations process are in accordance with what the Purwakarta government hopes, but it is less efficient because it requires an indefinite amount of time.
