Abstract Background The number of seriously injured unprotected road users has increased during implementation of a road safety policy Vision Zero. The aim of the study is to identify factors associated with the increase in serious injuries among cyclists and pedestrians (even single pedestrian accidents) that occurred in an urban road space in a Swedish region 2003–17. The urban road space includes roads, pavements and tracks for walking and cycling. Methods Data were retrieved from STRADA (Swedish Traffic Accident Data Acquisition) and NVDB (National Road Database). Descriptive statistics and logistic regression with odds ratios for sex, age and part of road space were assessed. Results The number of seriously injured cyclists and pedestrians more than doubled from 2003 to 2017, with the greatest increase for pedestrians. Older age increased the probability of serious injury since 2012 for the group ≥ 80 years and since 2015 for the group 65–79 years. No significant effect of sex. Most injuries occur in areas not transformed by Vision Zero. Conclusions An increasing number of elderly persons in the generation born in the 1940s and increased life expectancy are important factors. There is a need to increase road safety measures that also promote active mobility.

Given that Vision Zero is mainly used to reduce fatalities among car occupants, the question has been raised by the research community whether a Vision Zero approach promotes health for all road traffic users. The objective is to measure target fulfilment of the national road safety policy for a Swedish region by examining incidence of serious injury during 2003–2014 in rural and urban road spaces with or without implemented measures. Methods Data on seriously injured road users, defined as ISS>8 (Injury Severity Scale), were retrieved from STRADA (Swedish Traffic Accident Data Acquisition) together with data from NVDB (National Road Database). These data are used to describe where road users are seriously injured in relation to implemented national policy and using a conceptual model of a road space comprising roads, pavements and tracks for walking and cycling. Seriously injured road users in single and multiple crashes with and without vehicles are included. The development of the incidence is analysed for different road users and places in the road space. Results Seriously injured road users increased in rural areas from 7.8 per 100,000 inhabitants in 2003 to 9.3 in 2014, and in urban areas from 8.0 to 16.3 respectively. In areas not transformed by Vision Zero, only 36% were injured in rural areas while 64% were injured in urban areas. In contrast, in transformed areas 61% of injuries occurred in rural areas, whereas 39% occurred in urban areas. Conclusion Despite implemented road safety measures in the region, the incidence of seriously injured road users doubled in urban areas during 2003–2014, while the incidence decreased for car occupants on transformed national roads in rural areas. In urban areas, more people were seriously injured on pavements and tracks for cycling and walking than on the roads where Vision Zero had been implemented. The reduction in the incidence in the region may not be adequate to contribute to fulfilling the national target. More needs to be done, especially in the urban areas, where more active mobility is desired.

As the road authority for the unclassified (i.e. local) roads in their local government area, councils have the legislated responsibility to manage their road infrastructure; this fundamentally includes the safety of road users on their networks. Almost 70% of the 392 fatalities on NSW roads in 2017 occurred on country roads (Transport for NSW, 2018). The contribution of the local road network to road trauma across Australasia is significant with over half (52%) of all fatal and serious injuries recorded on roads that are the sole responsibility of local government (McTiernan et. al., 2016). Governments at all levels - Local, State and Federal – can no longer ignore the contribution of local roads to the national tragedy and trauma occurring each year. Without a concerted effort by all tiers of government to address road safety performance on the vast local road network, Australia will not achieve the 30% reduction target in fatal and serious injuries as set out in the National Road Safety Plan. Unfortunately, the current status for managing safety on local roads sees a myriad of systemic hurdles and failures that ultimately result in local government not making road safety a genuine priority. But what is required to change this situation? Two case studies are presented to assist a discussion about some of the systemic failures that contribute to local councils not taking, or not being able to take, action to make road safety a genuine priority.

According to the UN, road safety is the key to achieving sustainable development goals, yet the complexity of how road accidents happen makes this a difficult challenge leaving many countries struggling with the problem. For years, Poland has infamously been one of the EU’s top countries for road-accident fatality rates. Despite that, it has made significant progress in the last thirty years with a fatality reduction of more than 60%. A number of factors have contributed to this result: improving the socioeconomic situation, improving road safety measures, changing road user behaviour and changing national road safety programmes. This article presents Poland’s approach to road safety and, in particular, Vision Zero, adopted in 2005. Poland’s road safety changed over the years as the country learned from its successes and failures. Tools for forecasting fatalities were developed and used to identify the main factors that have helped to reduce deaths. An assessment was conducted on how Poland could implement Vision Zero until 2050 under different road safety scenarios. It was found that in order to achieve the EU’s goal for 2030, Poland must reduce fatalities to 1200. While it is an ambitious goal, it is also an important step towards zero fatalities in 2050.

Vision Zero (VZ) is a systematic approach whose goal is to reduce the fatalities and serious injuries suffered in road accidents to zero, which was first adopted in Sweden in 1997. Besides assessing the policy implementation in the Polish town of Jaworzno, this paper applies VZ as a framework to describe transport policy development in Jaworzno. It concludes, that even without an explicitly defined strategical VZ document, the action taken by city officials in Jaworzno clearly overlaps with VZ, as evidenced in Sweden. Also, strong political commitment, clear leadership and a dynamic approach to adjust the development according to new evidence, show the city of Jaworzno to be a learning institution in its enhancement of road safety and its support of sustainable development.
