The ‘Problem’ of Maternal Filicide of Newborn Children

AbstractPontocerebellar hypoplasia type 1B is a severe autosomal recessive neurologic disorder characterized by a combination of cerebellar and spinal motor neuron degeneration beginning at birth. Pontocerebellar hypoplasia type 1B is caused by mutations in EXOSC3 gene. High prevalence of the p.Gly31Ala mutation was found recently, especially in the Roma ethnic minority. We present a young Bulgarian Roma family with two deceased newborn children manifesting severe neuromuscular disorder including severe muscle weakness, respiratory distress, and multiple joint contractures. Based on the clinical signs and family's population characteristics, DNA testing for the previously described EXOSC3 in Bulgarian Roma mutation c.92G > C; p.Gly31Ala was performed on blood samples of both parents and they were found to be heterozygous carriers. This finding indirectly confirmed the diagnosis of pontocerebellar hypoplasia type B in the deceased offspring. Knowledge of population-specific molecular bases of genetic conditions was the key to final diagnosis in the presented family. Designing of population-based clinical-genetic panels may be a powerful diagnostic tool for patients with such origin. Preconception carrier screening in high-risk population groups is a feasible option to discuss.

AbstractIn this paper, I explore the ways in which consideration of adolescent parents forces us to confront and question common presuppositions about parental rights. In particular, I argue that recognising the right of adolescent mothers not to be forcibly separated from their newborn children justifies rejecting the notion that parental rights are (a) all acquired in the same manner and (b) acquired as a ‘bundle’ of concomitant moral rights. I conclude that children and adolescents who conceive and give birth have some parental rights concerning their newborn children – in particular, the right not to be forcibly separated from those children – even if they do not have the ‘full complement’ of parental rights as we generally characterise these.

The overwhelming majority of researchers have proven the safety of the BCG anti-tuberculosis vaccine both by animal experiments and by observations of newborn children vaccinated with this vaccine. Since 1924, when the Pasteur Institute in Paris began completely free to dispense this vaccine, in France alone, over 258,000 children have been vaccinated with it by 1 / V1I-30 g. In addition to France, children are also vaccinated in Belgium, Romania, Spain, Greece, Holland, Italy, Norway, Poland, the USSR, America and other countries, which together with France have already given a solid number of vaccinated people about half a million.

The paper discusses the criminological characteristics of convicted women in penitentiary institutions. It is based on the authors own observations, the analysis of disciplinary practices and crimes of convicted women and the reports of various departments of the Russian Federal Penitentiary Service in 2015-2017. Due to the social function of women, the problem of female crime and its prevention is currently urgent and requires a prompt solution. Most incarcerated women are of child-bearing age, some of them enter the penitentiary system already being pregnant, others become pregnant after extended visits by their husbands. The authors identify and analyze personal and criminological aspects of convicted womens behavior in the context of their motherhood. The paper stresses the behavioral characteristics of convicted women connected with motherhood in the conditions of isolation (the phenomenon of motherhood in the conditions of penitentiary isolation). The penitentiary system should provide the necessary conditions for mothers and their newborn children, which puts an additional specific burden on penitentiary systems employees responsible for achieving the goals of punishment, correction of inmates, observance of regime and prevention of repeat crimes.
