Aid cuts would hit US influence

Significance On January 18, a Gallup study found that global approval of US leadership had fallen to 30%, a record low, down from 48% in 2016 and 1 percentage point behind China; Germany has replaced the United States as the preferred global leader since Trump's inauguration. Many factors affect a country's 'soft power', including its role in international affairs; approach to trade; willingness to consider global threats; immigration policies; aid stance; and moral positions on issues such as human rights. All these foreign policy areas have undergone considerable change under Trump's 'America First' doctrine. Impacts Trump’s foreign policy will take a more Reaganite position on human rights, applying less pressure on US partners and allies. Money saved from aid cuts would not automatically boost US infrastructure development. Congress will try to mitigate the extent of the administration’s proposed aid cuts.

Significance The advent of a new US administration has presented Egypt with an opportunity to reaffirm its regional strategic importance, but also created new risks. Impacts The United States will remain an important factor in Egyptian foreign policy and military procurement, but it is no longer central. An accommodation between Egypt and Turkey may be feasible, and Saudi Arabia could support it, but the UAE might oppose it. Sisi will ignore Western criticisms of Egypt’s human rights record, calculating that the risk of any effective sanctions is low.


Subject Prospects for US foreign policy to end-2018. Significance The United States yesterday withdrew from the UN Human Rights Council, the latest in a series of foreign policy moves this year shaking up the international order.


Significance Although the Democratic Party remains broadly supportive, Israel can no longer assume unconditional support from Democratic politicians amid growing disagreements between traditional party stalwarts and younger, more liberal elements. Impacts Arms sales and military aid to Israel will continue but face increasing scrutiny from some Democrats in Congress. Democrats keen to apply principles of human rights and social justice to foreign policy will not exempt traditional allies. Polls suggest that younger Jewish Americans are less likely to feel deeply connected to Israel or supportive of its government. Democrats who have criticised Israel also have condemned violence by Hamas and recent attacks on Jews in the United States.

PurposeThe purpose of this study was to challenge the “single story” narrative the authors utilize counterstorytelling as an analytic tool to reveal the paradox of exploring human rights with incarcerated BIPOC teens whose rights within the justice system are frequently ignored. Shared through their writing, drawing and discussions, the authors demonstrate how they wrote themselves into narratives that often sought to exclude them.Design/methodology/approachThis paper centers on the interpretations of Universal Human Rights by Black adolescents involved in the juvenile justice system in the Southeastern region of the United States. Critical ethnography was selected as we see literacy as a socially situated and collaborative practice. Additionally, the authors draw from recent work on the humanization of qualitative methods, especially when engaging with historically oppressed populations. Data were analyzed using a bricolage approach and the framework of counterstorytelling to weave together the teens' narratives and experiences.FindingsIn using the analytic tool of counterstories, the authors look at ways in which the stories of colonially underserved BIPOC youth might act as a form of resistance. Similarly to the ways that those historically enslaved in the United States used narratives, folklore, “black-preacher tales” and fostered storytelling skills to resist the dominant narrative and redirects the storylines from damage to desire-centered. Central then to our findings is the notion of how to engage in the work of dismantling the inequitable system that even well-intentioned educators contribute to due to systemic racism.Research limitations/implicationsThe research presented here is significant as it attempts to add to the growing body of research on creating spaces of resistance and justice for incarcerated youth. The authors seek to disrupt the “single story” often attributed to adolescents in the juvenile justice system by providing spaces for them to provide a counternarrative – one that is informed by and seeks to inform human rights education.Practical implicationsAs researchers, the authors struggle with aspects related to authenticity, identity and agency for these participants. By situating them as “co-researchers” and by inviting them to decide where the research goes next, the authors capitalize on the expertise, ingenuity and experiences' of participants as colleagues in order to locate the pockets of hope that reside in research that attempts to be liberatory and impact the children on the juvenile justice system.Social implicationsThis study emphasizes the importance of engaging in research that privileges the voices of the participants in research that shifts from damage to desire-centered. The authors consider what it may look like to re-situate qualitative research in service to those we study, to read not only their words but the worlds that inform them, to move toward liberatory research practice.Originality/valueThis study provides an example of how the use of counterstorytelling may offer a more complex and nuanced way for incarcerated youth to resist the stereotypes and single-story narratives often assigned to their experiences.

Impacts Touadera’s ongoing offensive against rebel forces threatens to deliver a fatal blow to the peace deal he struck with them in 2019. Expanding Russian control over key mining sites could be a persistent source of frictions absent sophisticated local arrangements. Human rights concerns will deter some African leaders from engaging with Russia, but not all.

Oil is a highly political commodity and has more than once taken the centre of the stage in international affairs. This is not surprising in view of its importance in industry and transportation as well as for military activities. Mesopotamian oil was a crucial consideration in a number of the political settlements in the Middle East after the First World War, with the French, British and Americans playing the leading roles, just before that war the British navy had converted to oil, and Britain considered the security of her oil supplies to be an important objective of foreign policy. She had no domestic production. In the 1920s the United States began to fear that her oil reserves were becoming dangerously depleted and she also felt that her security as well as her prosperity depended on obtaining control of oil abroad. The United States sought access to oil concessions in the Middle East, and the diplomatic skirmishes were sharp as the British and Dutch tried to keep her out, not merely from the Middle East, but from south-eastern Asia as well, where production was dominated by the Dutch. Thus oil was an important source of controversy in the foreign policy of a number of countries in the inter-war period.

The Biden Administration has accepted the Trump Administration’s definition of China as a ‘strategic competitor’, and has retained Trump’s tariffs, the ‘Quad’, and the upgrade in Taiwan’s protocol status. But Biden’s China policy is different from Trump’s in being truly strategic. The key elements of that strategy are focused on improving the United States’ competitiveness domestically and in international affairs; cooperation with allies and partners; an emphasis on human rights; partial decoupling of economic and technology relationships; and a search for some areas of cooperation with China. Success for the Biden strategy would consist neither of bottling up China in its current global power position nor in achieving a negotiated condominium in Asia. The Biden Administration would succeed if the United States can maintain its alliance system, keep a robust military presence in East Asia and prevent the forcible integration of Taiwan into China while avoiding major war. Several features of the China challenge make it reasonable to hope that such success is possible.

No one is happy with the Reagan Administration’s southern Africa foreign policy strategy known as constructive engagement. Liberals object to the tilt towards South Africa, to the linkage of Cuban troop withdrawal from Angola to the Namibian negotiations; to the resulting moribund state of those negotiations; and to the deemphasis of human rights and development issues in favor of increased emphasis on military and security issues. Conservatives object to economic assistance packages for African socialist and self-styled states; to the declining U.S. support of Jonas Savimbi’s ostensibly pro-Western UNITA forces in Angola; to Administration efforts to improve relations between the United States and the Marxist states of Angola and Mozambique; and to the Administration’s apparent willingness to accept a SWAPO (i.e., communist guerrilla) outcome in Namibia.


Significance UAE military engagement abroad since the 1990s has earned it the nickname ‘Little Sparta’. Its activities included a lengthy mission alongside NATO forces in Afghanistan and special forces-led interventions in Libya and Yemen. Impacts Increased COVID-19 vaccine diplomacy could be an important component of the Emirati soft power approach. UAE purchases of expensive weapons and maintenance of Red Sea basing options will focus on the Iran threat. Defence industrial ties will strengthen with the United States and Israel.
