Legal feminist theories have troubled dominant conceptions of statehood, revealing the threat of the ‘Other’ as integral to the hegemonic masculinity of powerful states. In this paper I provide a critical gendered discourse analysis of the UN Security Council’s response to the Islamic State of Iraq and Syria (ISIL). I consider the role of personification in constituting legal subjects as states (persons) and excavate this from the Council’s resolutions concerning Iraq. In constituting ISIL as a barbaric, hypermasculine terror group in relational opposition to the state of Iraq, the Council draws on gendered normativities ordinarily veiled by seemingly objective legal criteria as to the creation of states. Whilst the state of Iraq is constituted through the hegemonic model of statehood, one premised upon democratic, liberal Westphalian ideals, it is still subject to the paternalism of the Security Council. In this way, the state of Iraq is framed as failing to reach a particular masculine standard of statehood, and is thus subject to the continuation of ‘civilising’ discourses. Thus, instead of asking whether ISIL is or is not a state under international law, it is revealing to consider how responses to it work to maintain and (re)produce a graded, hierarchical international community of states.

Анотація У статті проаналізовано діяльність Ради Безпеки ООН, визначено її роль у врегулюванні військових конфліктів. Проаналізовано історичний аспект діяльності Ради Безпеки ООН у даному питанні. The UN Security Council has 15 members divided into two types of membership, namely permanent members and non-permanent members. This research describes and analyzes phenomena, such as events, social activities, attitudes, beliefs, perceptions, thoughts of people individually or in groups. This study seeks to explore Indonesia's strategy and diplomacy to be elected as a non-permanent member of the UN Security Council (UNSC) for the 2019-2020 period. Indonesia is actively contributing to peace, humanity, and prosperity in the region and globally. This variable is the primary consideration for UN member states to support Indonesia. Another reason besides that is inseparable from the maturing of democracy in Indonesia. UN member states view Indonesia as a tolerant country, where Islam and democracy go together. Indonesia will strengthen the global peace and stability ecosystem. For this reason, Indonesia will encourage a culture of dialogue so that conflict resolution can always exist peacefully. Indonesia will also seek to increase the synergy between regional organizations and the UN Security Council in maintaining peace and increasing the capacity of UN peacekeepers, including the role of women.

This study investigates the storytelling discourse in Ireland’s public diplomacy campaign to win a seat on the UN Security Council. It dissects public relations materials to ascertain what system, identity, and issue narratives constructed the narrative component of Ireland’s UNSC campaign. Results of a strategic narrative analysis suggest Ireland built the campaign around themes of Empathy, Partnership, and Independence. System narratives featured Ireland as a revisionist actor seeking to rebalance the UN toward more equal and participatory representation. Identity narratives emphasized Ireland as a small island-state whose past of economic hardship and struggle for independence drives its desire to help those in need globally. Issues narratives highlighted Ireland’s commitment to global peacekeeping, fighting climate change, and promoting humanitarian aid through gender equality, food security, and refugee assistance. Findings elucidate the strategic storytelling role of public relations and public diplomacy communications within foreign affairs.

Among the women involved in international legal environments, there are women who are administrators of justice, and women who remain as recipients, consumers or petitioners of justice. The question of identity, be it national, cultural, ethnic, religious or otherwise may become crucial when positioning human beings in one side of justice or another. This article seeks to analyse the formation of identities and the characteristics of Roma women’s identity and specifically their roles in international justice together with some actual European political stances towards the Roma peoples. Part of the study will take into account the sequence of processes that take place from the appointment of international judges to the resolutions of the United Nations Security Council, and that lead to the granting of a certain place for women in the transitional/international justice scene. Nevertheless, there are also groups of women who hardly participate in the international legal scene and, although their role has historically been, and still is, reduced to being victims, their possibilities of action in the field justice are extraordinarily limited. This is the case of Roma women in Europe.

Freedom of speech and expression is one of the essential rights for humans; however, some people in the guise of right to freedom of speech and expression glorify the acts of terrorism. In India, there are several laws making certain speeches punishable, but these laws fail to take into consideration speeches that glorify terrorists or acts of terrorism. The objective of this article is to examine the scope of provisions or laws that may be introduced to prohibit speech glorifying acts of terrorism in India while maintaining a balance with the right to freedom of speech and expression granted under the Constitution of India, 1950. This article attempts to assess United Nation Security Council Resolution 1624 and laws enacted in the wake of terrorist attacks in European countries such as the United Kingdom and France, and how they deal with speech that glorifies terrorism. This article also discusses case laws on glorification of terrorism of the European Court of Human Rights.
