Acid rain and greenhouse effect are the major air pollution problems in China, and the goals for the total emission control of NOx and total energy consumption control begin to move forward in the 12th five-year plan. NOx emission reduction and energy saving of coal-fired power plants are still put in a strategic position. Accordingly, it is of great significance to carry out power planning work, considering effect of NOx emission index and energy saving on power industry. In this study, a mixed 0-1 integer linear power generation expansion model based on total emission control of NOx and low carbon economy effect is developed for the first time, which can be used for studying the change of power structure, confirming the releasing emissions of NOx from power system for development and reducing energy consumption by total amount control of power coal consumption and CO2 emission growth rate. The model is applied to the power system in Heilongjiang province and the results indicate that the proposed model not only can meet the requirement of power generation expansion management, but also can help the power industry clear the economic impact of NOx emission reduction on self-development and achieve the energy saving target.

Despite China's significant progress in energy saving renovations, during the past 10 years, problems about inefficiencies remain. In the Netherlands, the energy labeling system (ELS) effectively linked policy objectives and market forces, combined with the stepped tariffs aimed at the performance of energy-saving renovation, generating a virtuous cycle of housing energy efficiency upgrading. China may draw the experience from Netherlands. In this regard, the authors probe the market effect and operating mechanism of the Dutch ELS and the stepped tariffs. The theory of multi-level governance (MLG) is introduced to the filed investigations both in China and the Netherlands. Based on the group-interviews and depth-interviews with the officials in related agencies and the residents of retrofitting housing, the authors obtained first-hand information to ensure a close case study on Netherlands' housing ELS and its implementation, in order to provide some enlightenment for China's existing housing renovation and low carbon development.

AbstractTo help avoid the most catastrophic effects of climate change, society needs to achieve net-zero greenhouse gas emissions by mid-century. Wind energy provides a clean, renewable source of electricity; however, improperly sited wind facilities pose known threats to wildlife populations and contribute to degradation of natural habitats. To support a rapid transition to low-carbon energy while protecting imperiled species, we identified potential low-impact areas for wind development in a 17-state region of the central U.S. By combining maps of sensitive habitats and species with wind speed and land use information, we demonstrate that there is significant potential to develop wind energy in the Great Plains while avoiding significant negative impacts to wildlife. These low-impact areas have the potential to yield approximately 1,099-1,832 GW of wind capacity. This is equivalent to 10-18 times current U.S. installed wind capacity. Our analysis demonstrates that ambitious low-carbon energy goals are achievable on sites with minimal risk of wildlife conflict.

A new type of energy-saving magnetic amplifier controlling current and voltage of inductive load has been designed. The energy-saving magnetic amplifier with two windings wrapped across one iron core column can change impedance of the main winding by means of PWM controlling AC excitation current. The energy-saving magnetic amplifier has not used a special adjustable DC voltage circuit, has overcome disadvantages of complicated manufacturing process for the traditional excitation amplifier.The application shows the energy-saving excitation amplifier can achieve stepless dimming for high pressure sodium lamp to good energy-saving effect. The use cost of excitation amplifier is lower as simple production process, so its promotional value is great.

In order to research the cold deformation work hardening characteristic of new type low carbon bainitic steel, this article studies the effect of different degrees of cold deformation (elongation and compression) and different tempering temperatures on microstructure and mechanical properties of 15SiMn2Mo low carbon beinaitic steel. The results showed that with the tempering temperature increasing after 10% pre-tension deformation, the tensile strength and yield strength of the test material increased first and then decreased, and reached its peak value at 300°C, roughly the same as the strength of hot-rolling and 300°C tempering. With the compression deformation degree rising, the hardness of test material increased and showed the test material has good work hardening performance. Streamline and "z" shape ferrite banding appeared in microstructure. With the tempering temperature increasing, the microstructure of compressed deformation steel recoveried and recrystallized, the tendency of ferrite along the streamline was weakened, the new refining granular phase was enhanced and uniformity of microstructure was improved. The microstructure refinement was significantly increased with the compressive deformation degree rising.
