Abstract A general plastic material under plane strain and plane stress is classified by a yield criterion that depends on both the first and second invariants of the stress tensor. The yield criterion together with the stress equilibrium equations forms a statically determinate system. This system is investigated in the principal lines coordinate system (i.e. the coordinate curves of this coordinate system coincide with trajectories of the principal stress directions). It is shown that the scale factors of the principal lines coordinate system satisfy a simple equation. Using this equation, a method for constructing the principal stress trajectories is developed. Therefore, the boundary value problem of plasticity theory reduces to a purely geometric problem. It is believed that the method developed is useful for solving a wide class of boundary value problems in plasticity.

To the extent that one subscribes to the proposition, by now a virtual principle of criticism (at least in some circles), that literary texts constitute sites for the negotiation, often vigorous, of power relations within a society, the reader of Catullus can hardly avoid some consideration of the poet's attitude toward contemporary political matters. It is a subject on which two principal lines of thought can be traced. Mommsen argued that Catullus responded to the enormities that followed the reinvigoration of the First Triumvirate at the conference of Luca in 56 by occupying a thoroughly optimate position. Wilamowitz, on the other hand, insisted that Catullus' lyrics reflect only moments of the author's individual experience, amongst which expressions of personal distaste for certain public figures naturally appear but nothing which can appropriately be taken as indications of a political stance. The approach of Wilamowitz has proved more influential, followed in spirit if not in specifics by numerous commentators. To the degree that Catullus has been assimilated to the Augustan elegists, whose poems have been deemed by a scholar of the stature of Veyne to be anti-political in nature, it has been all the easier to reject the idea that Catullus adopts a political position, an assessment strongly maintained in a recent study by Paul Allen Miller, for whom the rejection of all political engagement is the sine qua non of true lyric poetry. Mommsen's optimate Catullus has lately found his champion, however, in a careful article by H. P. Syndikus. Although Miller and Syndikus, like Wilamowitz and Mommsen, draw diametrically opposed conclusions concerning politics in Catullus' poetry, they are agreed nevertheless that politics can be regarded as a relatively straightforward term: it refers to statecraft, matters of government, and party strife. Other readers, however, have been more self-conscious in their theoretical concerns, a salutary consequence of which has been a shift by some to a less narrow conception of the field of reference appropriate to discussions of ‘the political’ in Latin literature.

In a paper communicated to the Royal Society in the year 1867, and printed in the Philosophical Transactions for 1868, I attempted the computation of the Lengths of Waves of Light for all the lines which Kirchhoff had observed in the Solar Spectrum, by adopting an algebraical formula of the fifth order, and substituting in it for every spectral line the value of Kirchhoff’s measure for that line, the numerical bases of the formula being derived from Fraunhofer’s and Ditscheiner’s measures of the wave-lengths for six principal lines. Subsequently I obtained the means of comparing many of my computed results with measures of wave-lengths by Ångstrȍm and Ditscheiner, and l found that the discordances were far larger than I had anticipated. I remarked, however, “By means of the comparison........ there is no difficulty in computing for any other line the correction that ought to be applied to the wave-length in the principal Tables, in order to exhibit the true wave-lengths on Ditscheiner’s scale, without appreciable error.” Want of leisure long prevented me from entering upon the examination necessary for preparing, in a form easy for applications, the correction which my numbers required. Lately, however, I have taken it up; and I have constructed a Table of corrections to the numbers of my Table generally, and I have applied them, both to the general Table of wave-lengths and to the values of wave-lengths for the spectral lines of the atmosphere and several metals (the accurate exhibition of which was, in fact, the first object of my computations). I now offer these corrections and corrected numbers for the acceptance of the Royal Society.

A recently released white paper on the Arctic policy emphasized the principal lines of China's activities in the Arctic, particularly development of resources, fishing and tourism, Arctic shipping routes, infrastructure, navigation security, scientific research, and environmental protection. Such priorities are in the best interest of China's strategy of the unified regional development and new architectonics of the extensive exploration of the potential of China's Northern provinces. Being the northernmost region of the country, Heilongjiang province has an opportunity to become China's outpost for the implementation of the national Arctic policy. This chapter assesses the challenges and perspectives of turning Heilongjiang province into a transport and logistics hub between Northeast Asia, Europe, and North America by China's participation in the development of the Arctic Blue Economic Corridor. The author elaborates an idea of the establishment of the Arctic Research and Industrial Cluster based on the scientific, technological, and industrial facilities of Heilongjiang province.

When your Secretary, shortly before Easter, wrote to ask me to give the Wilbur Wright Lecture he made me give him a title before writing the lecture. I therefore had to think of one which would fit any lecture I might conceivably want to give, so that when I came back after Easter I should be able to pick out one of those subjects connected with aeronautics with which I have been specially concerned, and discuss the results arrived at. When, however, I came to sit down to write the lecture itself it struck me that it might be more interesting to a general audience if I followed the line which is perhaps most obviously indicated by my title, and directed my remarks towards tracing and comparing some of the principal lines of argument which have been used in aeronautical research, without going particularly deeply into the results.
