PurposeOne of the most significant threats of COVID-19 in the world is the closure of universities, schools, training courses and even companies and organizations. In such a situation and with the free time that has arisen, this threat of education closure can become a golden opportunity for learning and progress in virtual education. E-learning uses information technology (IT) to distribute knowledge and information for training and education. Also, cloud computing is a technology utilized in the IT domain. It can be employed in performing e-learning. Therefore, the main goal of this study is to assess the impact of cultural characteristics, economic situations, skills and knowledge on the development and success of CELS in the COVID-19 era.Design/methodology/approachCloud-based e-learning system (CELS) provides all e-learning requirements like software and hardware resources to promote conventional e-learning technologies. The CELS stands on several factors of diverse aspects that have been of high significance in CELS success. So, these systems must be checked to analyze their significance rate and successfully carry out their effectiveness. On the other hand, these days, the 2019 coronavirus disease (COVID-19) changes our daily lifestyles. Therefore, the present investigation provides a new model investigating the development and success of CELS in the COVID-19 era. Also, an online questionnaire was used to gather the data. The content validity of the questionnaire was obtained by applying the opinions of ten experts from e-learning specialists. The collected data are analyzed using LISREL and Smart PLS software.FindingsThe results from the path coefficient and the sample t-test have implied that skills and knowledge positively influence CELS in the COVID-19 era. In addition, the relationship between cultural characteristics and CELS in the COVID-19 era has been positive and significant. The relationship between the economic situations and the CELS in the COVID-19 era is positive and significant.Practical implicationsThe proposed model helps managers get a big picture of CELS necessities and more effectively in the COVID-19 era. This research has a unique impact on universities to develop an e-learning platform to facilitate the education process in the COVID-19 era. It provides guidelines for educational institutions to effectively implement the learning management system to facilitate students' education.Originality/valueCELS are getting increasingly essential to offer training courses more efficiently in educational institutions. Although the intersection between cloud computing and e-learning has increasingly grown in both practical and academic contexts, few studies on the impact of cultural characteristics, economic situations, skills and knowledge on the development and success of CELS in the COVID-19 era. This paper explores the ignored but critically important subject of CELS. This paper's main contribution is to present a new and integrated model containing the essential aspects of the development and success of CELS in the COVID-19 era. The proposed framework comprises cultural characteristics, economic situations, skills and knowledge aspects simultaneously, as well as sub-criteria denoting each element.

The teaching-learning process, especially in higher education has always been a matter of great concern in developing countries as it makes the nation’s youth capable and is a mainstay towards its development. With the introduction of ICT, it has become even more important to change the learning methodology using the latest technologies like e-Learning, m-Learning, Cloud Computing etc., to match with the education standards of developed countries. This aim of this paper is to provide an insight about the use of e-Learning and cloud computing in HEIs. The paper also discusses the various cloud based adoption technologies used for HEIs and illustrates the comparative analysis of the web based and cloud based e-Learning system.

The student habit of using the digital platforms can be used to compliment the traditional learning methods. Specifically, designed digital learning platform can support the learning with convenience of time, place, and pace. They can increase the engagement of students and produce higher learning outcomes with increased satisfaction and competence. With a number of embedded features, cloud computing technology-based platforms can deliver the convenience and flexibility in learning environment to compliment the traditional learning pedagogies. The present work identifies the essential learning components that comprise the e-learning environment and categorizes them according to the established learning theories. Further, the prominent cloud-based learning platforms have been mapped to these platforms to see their effectiveness through the existing theories. The work is targeted to form a basis for the development and implementation of successful e-learning tools using the cloud-based platforms.

ABSTRACTThe use of e-Learning systems in schools and universities in Mexico is increasing every day, because the demand by people of low income, few available time or disperse and distance geographic locations is growing; Other important factor in education is the effort for content standardization of programs that specialize entities within universities are making to create course material for basic, intermediate and higher education. All these courses must be handled with strategic vision, so that sessions, exams and student follow-up are supervised by an automated and systematic centralized management. Allowing evaluations and feedback to be carried out in an agile and precise way, so that the students can correct their knowledge and advances with the help of a local couch. Information technology, hardware, software and knowledge management are required, as well as the optimization of communication design to provide a permanent link independently of physical location. This work presents a strategy to use these technologies in conjunction with cloud computing techniques and tools that in an easy, fast and above all intuitive way for tutors and students, creates interest in the students for the material and generates a significant learning experience. This is done with an open e-Learning platform like Moodle, which allows several tools and techniques to create content, multimedia, text and exams, as well as dynamic and eye-caching elements for the user.RESUMENEl uso de los sistemas de e-Learning en las escuelas y universidades en México va en aumento cada día, debido al gran número de personas de bajos ingresos, así como el poco tiempo disponible que ellos tienen para el estudio aunado a su ubicación geográfica que puede estar muy distante de los centros educativos. Otro factor importante para el incremento en la educación es el esfuerzo que se hace para normalizar los contenidos (Homogeneidad) de los programas, las universidades en México están creando material didáctico para la educación básica, media y superior que dé resultados bajo un esquema de “Computación en la Nube”. Todos estos programas deben ser manejados con una visión estratégica, de manera que las sesiones, los exámenes y los estudiantes sean supervisados por una gestión centralizada automática y sistemática, permitiendo evaluaciones y comentarios que se lleven a cabo de una forma ágil y precisa, de manera que los estudiantes puedan corregir sus conocimientos y avanza con la ayuda de un staff  local. Tecnología de información, hardware, software y la gestión del conocimiento se requieren, así como la optimización del diseño de comunicación para proporcionar un enlace permanente independientemente de la ubicación física. El trabajo presenta una estrategia para usar estas tecnologías junto con las técnicas y herramientas de computación en la nube (Cloud Computing) que de una forma fácil, rápida y sobre todo de forma intuitiva para los tutores y alumnos, cree interés en los estudiantes con los diferentes materiales y genera una experiencia de aprendizaje significativo. This study will present an application design process in the style of Representational State Transfer (REST) architecture to support the E-Learning platform in the cloud computing ecosystem. An application optimization process will be presented to provide E-Learning applications for schools, faculties or universities that in most cases need manual deployment and require more time for server provisioning.This process is optimized by providing application solutions that can provide speed of provisioning.The core system used Kubernetes containerization technology to provide scalability of growing E-Learning tenants. Evaluation of the core system architecture uses the Architecture Trade-off Analysis Method (ATAM) to evaluate aspect of performance and scalability as quality attributes. From the experimentalresults, the process of making new tenants for schools requires an average time of around 173.4 seconds. This meets the expectations of the set time limit of 5 minutes. The results of stress tests for 250 concurrent users show that the system has availability above 98%.Thus,education stakeholders such as schools and universities, no longer need to provide expensive e-learning infrastructure in the form of hardware or manpower to deploy the e-learning application on premise. In the future, this solution will provide a scalable E-Learning system that can spread at scale on the cloud computing ecosystem and support a Software as a Service solution in educational technology.

With the increasing development of the Internet, students began to learn quickly through information technology and Internet technology. E-learning is not only an important part of China's higher education, but also is an important means to improve the quality of education, expand the scale of education, deepen educational reform, and realize the educational equity among different classes in society. However, the problem of E-learning is becoming increasingly obvious, which is how to ensure students' effective learning, an important topic in the field of online education. In order to solve this problem, we first build an E-learning platform based on cloud computing, and introduce the software interface and function. The platform is different from the traditional teaching platform, having a strong interaction. Secondly, the data mining technology is used to analyze and collect the record data in the process of E-learning, so as to establish the evaluation system of the E-learning comprehensive capability. Then, we propose an E-learning ability evaluation model based on an AHP-BP neural network algorithm. We use a BP neural network to predict the evaluation results of 1000 students, and compare them with the results obtained by the AHP method, so as to illustrate the effectiveness of the method proposed in this article. Finally, through experiments we can see that the prediction results of the BP neural network and the evaluation results obtained by the AHP method are similar. This proves the effectiveness of the AHP method on the evaluation of the E-learning comprehensive capability. At the same time, the BP neural network method can be used to deal with a large number of evaluation results, which can save time, without losing accuracy.
