Abstract. This paper focuses on how to establishment of project team highest efficiency in the single project which the relative complexity and human resource with relatively stable attributes exist. An attempt to model team organization in complex constraints was had. In designing this model, there are three steps:(1) the initialization of definition via four models, (2) the definitions of five variables of people, project, project factors, factors’ weights, and people evaluation indexes, and (3) the implementation of the model. Then the algorithm of problem was designed. The first thing is that all variables are evaluated quantitatively and the weights are obtained. That is performed by a table. The solution was acquired in a way of several iterations.It is paid much attention that not only the related factors involved in this algorithm are able to be either extended or cut according to the actual requirement but the method computing the weights is able to be replaced by others for instance the fuzzy evaluation
