PurposeThe purpose of this paper is to identify the issues and challenges in humanitarian logistics and to develop a framework for effectively managing the humanitarian logistics in disaster relief supply chain operations in India.Design/methodology/approachThis paper presents a framework to manage humanitarian logistics effectively in disaster management through qualitative analysis. First, the author examines the challenges facing the humanitarian logistics and supply chain through the reviews of the literature on various disasters. Then, the author presented a framework based on the best practices and initiatives taken worldwide in the preparedness and response stage of the humanitarian supply chain to manage and reduce the aftermath of any disaster in context to India.FindingsA framework has been developed to manage humanitarian logistics in the disaster relief operation, which would improve the humanitarian supply chain in India and help to effectively manage natural disasters in the preparedness and response stage at the state and district levels.Research limitations/implicationsThe paper mainly emphasises on the preparedness and response stage of disaster supply chain management in Indian context.Practical implicationsNone of the disaster incidents can be stopped from taking place, but the impact can be minimised by proper preparedness and effective response during the operations of humanitarian logistics. With this hope, the framework has been developed, which if implemented would help to plan and manage any disaster incident in an effective manner, which ultimately would save millions of lives and cost in terms of infrastructure, property, assets etc.Originality/valueAs natural disaster incidents are occurring frequently in Indian states, there is an urgent need for a framework to manage the logistics operations effectively and efficiently during any disaster relief operations. Limited literature is found on developing and presenting a framework focusing on the preparedness and response phase of disaster supply chain management in context to India. Hence, this paper is believed to be the first to fulfil this gap with main emphasis on the preparedness and response stage of disaster supply chain management in Indian scenario.

Relief supply chain (SC) management is a relatively unexplored field. In this field, practitioners have shown some interest in greening practices, but little practical or academic literature exists to help provide insights into combining the two fields. Adoption of green SC principles in the relief SC requires a systematic study of existing barriers in order to remove these barriers and allow introduction of green practices. The aim of this chapter is to explore barriers to implementation of green practices in the relief SC. Expert opinions and literature from humanitarian logistics and green supply chain management are used to establish a list of barriers and to propose a categorization of barriers. Further research to evaluate the relationships and importance of these barrier factors is identified.

Abstract In recent years, an increasing number of natural and man-made disasters has demonstrated that a working relief supply chain management (RSCM) is crucial in order to alleviate the suffering of the affected population. Coordination, cooperation and collaboration within RSCM is essential for overcoming these destructive incidents. This paper explores the research undertaken in recent years, focusing on coordination, cooperation and collaboration in the field of supply chain management (SCM) and RSCM in order to provide unique definitions of these concepts taking the disaster setting into consideration. A systematic literature review including 202 academic papers published from 1996 onwards in top journals dealing with commercial supply and relief supply chain coordination, cooperation and collaboration is applied. In order to answer the underlying research questions in a proper way, a descriptive analysis and qualitative and quantitative content analysis of the papers are conducted. Descriptive results indicate that RSCM coordination, cooperation and collaboration have increasingly shifted into the focus of scientific research since 2001/2004 (i.e., 9/11 and the Indian Ocean Tsunami). Based on the qualitative content analysis, clear definitions of the terms coordination, cooperation and collaboration in SCM and RSCM were elaborated. The research landscape, as a result of the quantitative content analysis, allowed the identification of three issues that need to be addressed in future research work.
