PurposeThis study intends to map the supply chain and characterize the business processes of a cultural center in an aggregated and coordinated operation to serve families in need during the Covid-19 pandemic. This case study analyzes distinct aspects of humanitarian management capable of contributing to the management of commercial supply chains.Design/methodology/approachAdopting a case study approach, this research contextualizes the view on humanitarian supply chains related to the importance of participating organizations' engagement and the relationship and similarity with business organizations.FindingsThe study presents the model adopted to undertake the aid operations, maps the cultural center's humanitarian supply chain, clarifies the relationships and operations developed and compares the business processes with those of commercial chains. Possibilities and initiatives are discussed that can contribute to business organizations' greater engagement in humanitarian actions.Research limitations/implicationsRestricted to one case involving the cultural center and the other agents researched, the information and considerations are limited, and any generalization should be treated with caution.Practical implicationsThe study is a practical example that clarifies how business organizations can engage in the supply chain of humanitarian institutions. It also illustrates ways to help these institutions improve their fund-raising initiatives.Social implicationsThis study is justified by the representativeness of humanitarian actions in critical periods such as the Covid-19 pandemic. The study also presents potential ways to contribute to operations of this nature and to encourage business organizations to improve participation in humanitarian movements.Originality/valueMany studies on the subject have highlighted the importance of comparing humanitarian and business supply chains through real case research.

PurposeNumber of disastrous events are rising globally, and it is important to manage the humanitarian supply chain management process to assist the disaster affected individuals in terms of relief operations. Effective relief operations can help to recover the materialistic loss due to any disaster. But there is a paucity of studies regarding this issue for developing countries. This study, hence, inspected the factors that affect the disaster supply chain management (DSCM) processes for relief operations in Bangladesh.Design/methodology/approachThis study examined the factors affecting relief operations through a qualitative analysis. This study used thematic analysis. Interviews were conducted with related supply chain individuals who were triangulated by data from related publications and blogs.FindingsThe study showed that sustainable DSCM for relief operations in Bangladesh require addressing few factors as organizational capabilities, warehousing locations and inventory management, infrastructure facility, coordination among partners, government and local authority support to create a transparent, efficient, effective and sustainable DSCM process for relief operations in Bangladesh. The system loopholes can be identified and rectified on the base of these factors.Research limitations/implicationsThe number of interview respondents was limited to twenty who were selected randomly from four organizations. To create a sustainable disaster supply chain management (SCM) for relief operations few factors were considered as predominant factors in Bangladesh context to generalize the developing country contexts and other factors were not considered. Therefore, for farther humanitarian research, the model of this study can be used for quantitative research and the hypotheses can be tested empirically to get more acute findings.Practical implicationsAs this study identifies the factors which can help to create a sustainable DSCM system for relief operations, hence practically, Bangladesh humanitarian SCM agencies will be beneficial from this study. They can easily recognize the factors need to be considered to create a sustainable DSCM process for relief operations.Originality/valueThis is a unique study carried out to examine the factors affecting DSCM process for relief operations in Bangladesh.

PurposeOrganisations involved in relief delivery tend to have cross-boundary mandates, which cause ambiguity of roles during delivery of relief services to the targeted victims. Having no clear role, specialisation affects service timeliness and increases resource duplication among the relief organisations. The objective of this study is to understand how organisational networks and organisational learning as complex adaptive system metaphors improve both organisational adaptability and role clarity in humanitarian logistics.Design/methodology/approachUsing ordinary partial least squares regression through SmartPLS version 3.3.3, the authors tested the study hypotheses basing on survey data collected from 315 respondents who were selected randomly to complete a self-administered questionnaire from 101 humanitarian organisations. Common method bias (CMB) associated with surveys was minimised by implementing both procedural and post statistics methods.FindingsThe results indicate that organisational networks and organisational learning have a significant influence on organisational adaptability and role clarity. The results also show that organisational adaptability partially mediates in the relationship between organisational networks, organisational learning and role clarity.Research limitations/implicationsThe major limitation of the study is that the authors have used cross-sectional data to test this research hypotheses. However, this was minimised following Guide and Ketokivi's (2015) recommendation on how to address the limitations of cross-sectional data or the use of longitudinal data that can address CMB and endogeneity problems.Practical implicationsManagers in humanitarian organisations can use the authors’ framework to understand, first, how complex adaptive system competence can be used to create organisational adaptability and, second, how organisational adaptability can help organisational networks and organisational learning in improving role clarity among humanitarian organisations by collaboratively working together.Originality/valueThis research contributes to the existing body of knowledge in humanitarian logistics and supply chain management by empirically testing the anecdotal and conceptual evidence. The findings may be useful to managers who are contemplating the use of organisational networks, organisational learning and organisational adaptability to improve role clarity in disaster relief-related activities.

PurposeUnderstanding the supply network of construction materials used to construct shelters in refugee camps, or during the reconstruction of communities, is important as it can reveal the intricate links between different stakeholders and the volumes and speeds of material flows to the end-user. Using social network analysis (SNA) enables another dimension to be analysed – the role of commonalities. This is likely to be particularly important when attempting to replace vernacular materials with higher-performing alternatives or when encouraging the use of non-vernacular methods. This paper aims to analyse the supply networks of four different disaster-relief situations.Design/methodology/approachData were collected from interviews with 272 displaced (or formally displaced) families in Afghanistan, Bangladesh, Nepal and Turkey, often in difficult conditions.FindingsThe results show that the form of the supply networks was highly influenced by the nature/cause of the initial displacement, the geographical location, the local availability of materials and the degree of support/advice given by aid agencies and or governments. In addition, it was found that SNA could be used to indicate which strategies might work in a particular context and which might not, thereby potentially speeding up the delivery of novel solutions.Research limitations/implicationsThis study represents the first attempt in theorising and empirically investigating supply networks using SNA in a post-disaster reconstruction context. It is suggested that future studies might map the up-stream supply chain to include manufacturers and higher-order, out of country, suppliers. This would provide a complete picture of the origins of all materials and components in the supply network.Originality/valueThis is original research, and it aims to produce new knowledge.

PurposeThe aim of this research is to improve the responsiveness of the healthcare network of a large city to a major earthquake, by applying a combined methodology to reduce human suffering and death.Design/methodology/approachScenario analysis, a non-linear programming (NLP) model, and the analytical network process are sequentially applied to find the “best location pattern”.FindingsWhen considering the occurrence of major earthquakes in cities with high population density, as a rule of thumb, the location of healthcare facilities should prioritize areas characteristically overcrowded and/or that were built based on poor standards of seismic resistance.Research limitations/implicationsThe proposed research design does not include a cost criterion in the set of decision variables involved. Furthermore, the results derived from the NLP-model are restricted by the input simulation data.Practical implicationsThe performance of the “best location pattern” is compared with the current location of healthcare facilities in terms of their distances to the affected zones. Metropolis areas worldwide with similar conditions to the city under consideration could be benefited from applying the general methodology for relocation of healthcare facilities described in this research.Originality/valueThis research implements a diverse combination of methodologies to examine the problem of relocating of healthcare facilities in a large city in the wake of an assumed earthquake. In addition, to the best of authors' knowledge, this is the first study of its kind that proposes improvements in the responsiveness of the healthcare facilities' network in the city in question.

PurposeDue to the randomness and unpredictability of many disasters, it is essential to be prepared to face difficult conditions after a disaster to reduce human casualties and meet the needs of the people. After the disaster, one of the most essential measures is to deliver relief supplies to those affected by the disaster. Therefore, this paper aims to assign demand points to the warehouses as well as routing their related relief vehicles after a disaster considering convergence in the border warehouses.Design/methodology/approachThis research proposes a multi-objective, multi-commodity and multi-period queueing-inventory-routing problem in which a queuing system has been applied to reduce the congestion in the borders of the affected zones. To show the validity of the proposed model, a small-size problem has been solved using exact methods. Moreover, to deal with the complexity of the problem, a metaheuristic algorithm has been utilized to solve the large dimensions of the problem. Finally, various sensitivity analyses have been performed to determine the effects of different parameters on the optimal response.FindingsAccording to the results, the proposed model can optimize the objective functions simultaneously, in which decision-makers can determine their priority according to the condition by using the sensitivity analysis results.Originality/valueThe focus of the research is on delivering relief items to the affected people on time and at the lowest cost, in addition to preventing long queues at the entrances to the affected areas.

PurposeThis study explores the critical success factors (CSFs) in humanitarian supply chain management (HSCM) by focussing on flood disaster management (FDM) in Ghana.Design/methodology/approachAn in-depth semi-structured interview and questionnaire surveys in a sequential data collection approach were used to collect data from definitive stakeholders of humanitarian organisations. The data was analysed using exploratory factor analysis (EFA), confirmatory factors analysis (CFA) and structural equation modelling (SEM) techniques.FindingsSeventy-four factors were identified as success factors of HSCM of flood disaster management. However, 41 of these factors were statistically significant and considered as critical. In descending order, these factors relate to management practices, education and training, stakeholder involvement and cooperation, infrastructure, innovation and technology, materials and resources, administrative practices, socio-cultural and economic. Whilst some factors are internal to the humanitarian organisations, others are external factors that are beyond the control of humanitarian organisations.Research limitations/implicationsEven though this study offers empirical results that could guide policymakers in their decision-making about humanitarian operations, care needs to be taken since the data is within one country and within a specific disaster context – hence, policymakers need to consider the local contextual dynamics. Future studies could look at different disasters context to make a comparative analysis of various types of disaster operations.Practical implicationsInstitutions such as World Health Organization, Red Cross organisations and UN seeking to curbs global-warming-related disasters and the reduction of the effects of flood disaster can use findings as a guide during the formulation of HSCM policies and strategies.Originality/valueUnlike previous studies of humanitarian operations that focussed extensively on theoretical expositions, simulations, conceptual frameworks and models, this present study offers empirical evidence of humanitarian operations in the context of SCM. Further, by highlighting on the HSCM CSFs, this study contributes to disaster reduction and their effects on humanity in the context of FDM. This research could be used as guide by governments and FDM organisations to make informed decisions on SCM areas to focus the most during FDM.

PurposeHumanitarian logistics has for a long time been argued to be a new discipline. Now that even the Journal of Humanitarian Logistics and Supply Chain Management (JHLSCM) has existed over a decade, it is time to take a closer look at its evolution. This article provides some understanding for the developments of humanitarian logistics over the past decade, reveals current trends and discovers what lies behind the curtains in the humanitarian logistics and supply chain management discipline.Design/methodology/approachThis article brings in developments and discussions in humanitarian logistics practice into the research domain.FindingsThe article conveys the concerns of humanitarian logistics practitioners to research. These include the backlash from the COVID-19 pandemic as a prime current concern, and also other longer-term issues and developments.Research limitations/implicationsThe themes identified in the article can be used to inform a research agenda in humanitarian logistics and supply chain management. The article revisits a framework of global events and their cascading impacts to include non-linearities and multiple disruptions from evolutionary disasters such as the COVID-19 pandemic.Practical implicationsThe article argues for more collaborative and co-designed research to increase the relevance and impact of humanitarian logistics.Social implicationsWider societal views are brought into the area of humanitarian logistics.Originality/valueThe article highlights the gaps that remain in humanitarian logistics and supply chain management research.

PurposeThe purpose of this paper is to present a spatial decision support system (SDSS) to be used by the local authorities of a city in the planning and response phase of a disaster. The SDSS focuses on the management of public spaces as a resource to increase a vulnerable population’s accessibility to essential goods and services. Using a web-based platform, the SDSS would support data-driven decisions, especially for cases such as the COVID-19 pandemic which requires special care in quarantine situations (which imply walking access instead of by other means of transport).Design/methodology/approachThis paper proposes a methodology to create a web-SDSS to manage public spaces in the planning and response phase of a disaster to increase the access to essential goods and services. Using a regular polygon grid, a city is partitioned into spatial units that aggregate spatial data from open and proprietary sources. The polygon grid is then used to compute accessibility, vulnerability and population density indicators using spatial analysis. Finally, a facility location problem is formulated and solved to provide decision-makers with an adaptive selection of public spaces given their indicators of choice.FindingsThe design and implementation of the methodology resulted in a granular representation of the city of Lima, Peru, in terms of population density, accessibility and vulnerability. Using these indicators, the SDSS was deployed as a web application that allowed decision-makers to explore different solutions to a facility location model within their districts, as well as visualizing the indicators computed for the hexagons that covered the district’s area. By performing tests with different local authorities, improvements were suggested to support a more general set of decisions and the key indicators to use in the SDSS were determined.Originality/valueThis paper, following the literature gap, is the first of its kind that presents an SDSS focused on increasing access to essential goods and services using public spaces and has had a successful response from local authorities with different backgrounds regarding the integration into their decision-making process.

PurposeAt the inception of the Journal of Humanitarian Logistics and Supply Chain Management (JHLSCM), logistics coordination was identified as important, both in practice and research, but few studies on the topic had been published. Ten years later, many, if not most, papers in the journal mention the topic. So the picture has changed, but to what extent? This paper discusses how coordination research has followed humanitarian logistics practice and vice versa.Design/methodology/approachThe point of departure in the present article is the most salient topic from the study’s original papers (Jahre et al., 2009; Jahre and Jensen, 2010). The authors discuss how these topics have developed in research and practice. A recent literature review (Grange et al., 2020) enables us to pick relevant papers from JHLSCM and supplement them with more recent ones. The authors complement this approach with updated data on the cluster system, particularly the logistics cluster, to add insights from the empirical domain.FindingsIn practice, the cluster concept has developed from coordination within clusters in response to the inclusion of inter-cluster coordination in preparedness, and more recently a focus on localized preparedness. However, JHLSCM research does not appear to have kept pace, with a few notable exceptions. The majority of its papers still focus on response. To the extent that preparedness is covered, it is primarily done so at the global level.Originality/valueThe authors use a framework to discuss humanitarian logistics coordination research and identify important gaps. Based on developments in practice, the study’s key contribution is a revised model with suggestions for further research.
