Effective management and control of carbon emission from thermal power generation is essential for the development of low-carbon economy. In order to establish a comprehensive evaluation model for thermal power plant construction projects under the requirements of low-carbon economy development, this paper firstly analyzed the evaluation objects of thermal power plant projects based on low-carbon economy, then built the evaluation index system of thermal power projects based on that analysis, moreover, by applying Grey AHP method, the comprehensive evaluation model also was built. This evaluation system provides a reference to the evaluation of low-carbon development of thermal power projects.

The purpose of this study is to search for possibilities to capitalize on industrial waste, which occupies huge storage spaces. This paper presents an experimental study on the possibility and efficiency of this industrial waste in the composition of clay mixtures suitable for making unburned clay bricks. Living in harmony with nature is part of sustainable development. For this purpose, six compositions based on clay and industrial waste were made. The studied industrial wastes were: ash from the Mintia thermal power plant, Romania, limestone sludge, gypsum sludge, and damped waste from the processing of imported ore.

The article took thermal power plant for example, construct five industrial chains: heat and power cogeneration, sea water desalination, salt manufacturing, salt chemical and waste reuse. According to system analysis, the paper studied various factors of thermal circulation economy. It also use systematic function theory and analytic hierarchy process to construct the advantages function of cycle economic, and tries to explore a new comprehensive evaluation method for power plant circular economy. Research shows that desalination recycle economy mode will promote the utilization rate of resources and energy from each aspect for enterprises, it also improve ecological environment of power plant, so as to realize the sustainable development of thermal power plant.

This paper presents method for sustainability assessment of thermal power plant unit using multi-criteria analysis with aim to create base for business decision. Seven options of possible status of thermal power plant ?Kolubara A? unit No. 2 with energy indicators of sustainable development were shown. Energy indicators of sustainable development consists of sets of resource preservation, economic, environmental, and social indicators. Sustainability assessment often fails to account for social influence on energy system. Considering to this, special focus will be on social indicators, their definition, forming, and impact on multi-criteria sustainability analysis. Analysis of quality of the selected options (energy systems) in respect to sustainable development by compare of their general index of sustainability is presented. Methodology of multi-criteria analyse of thermal power plant unit can show decision makers how to find best available options when the social indicators impact is leading. The aim of this paper is to choose the criteria for the evaluation of the available options, determine the relative importance of specific criteria and present methodology of multi-criteria analysis in the decision-making process.
