The Web is present in all fields of our life, from information and service Web pages to electronic public administration (e-government). Users of the Web are a heterogeneous and multicultural public, with different abilities and disabilities (visual, hearing, cognitive, and motor impairments). Web accessibility is about making websites accessible to all Internet users (both disabled and non-disabled). To assure and certify the fulfillment of Web accessibility guidelines, various accessibility evaluation methods have been proposed, and are classified in two types: qualitative methods (analytical and empirical) and quantitative methods (metric-based methods). As no method by itself is enough to guarantee full accessibility, many studies combine these qualitative and quantitative methods in order to guarantee better results. Some recent studies have presented combined evaluation methods between qualitative methods only, thus leaving behind the great power of metrics that guarantee objective results. In this chapter, a combined accessibility evaluation method based both on qualitative and quantitative evaluation methods is proposed. This proposal presents an evaluation method combining essential analytical evaluation methods and empirical test methods.

In this chapter, a unified web accessibility assessment (UWAA) framework and its software has been proposed. UWAA framework was developed by considering Web Content Accessibility Guideline 2.0 to evaluate accessibility of web sites by integrating more than one evaluation approach. Achecker tool as an automated evaluation approach and barrier walkthrough (BW) as an expert-based evaluation approach were integrated in the UWAA framework. The framework also provides suggestions to recover from the problems determined to the evaluators. The websites of three universities were evaluated to determine the framework's accuracy and consistency. It was revealed that the results obtained from automated and expert-based evaluation methods were consistent and complementary with each other. Furthermore, it has been demonstrated that problems which cannot be determined by an automated tool but which can be detected by an expert can be identified by BW method.

Web design and evaluation are currently framed by legal restrictions and social demands for full accessibility. The main reason is that currently most web sites are not accessible for people with physical, sensory or cognitive restrictions due to diverse causes, such as disability, use of non-standard equipment or special work conditions. Accessibility awareness has advanced considerably in recent years, but designers are still having difficulties in updating or creating new accessible pages. Even though useful tools and sound evaluation methodologies are being designed, they are of no use if they are not integrated into the standard web design lifecycle, interacting naturally with common design and authoring tools. This chapter introduces the basic concepts related to web accessibility and proposes a method for including accessibility in standard web engineering methodologies. The key phases, accessibility, evaluation and maintenance, are described in detail. Finally, a model is proposed for implementing accessibility policy in organizations.
