This chapter looks at Strenæ Natalitiæ, a volume of poems produced by the University of Oxford to celebrate the events of the birth of the Prince of Wales in 1688. The University of Oxford's Strenæ Natalitiæ was a volume of over a hundred poems, with an obligatory introductory poem contributed by vice-chancellor Gilbert Ironside. The contibutors to Strenæ Natalitiæ were not simply a cross-section of the university's membership and poetic talent, but also of its politics. In some respects, youthful naivety might have been a cause of some of the authors' willingness to embrace the birth of James Edward, despite the anxiety felt by some of their fellow authors. Some of the verse was simple, and naïve in tone. Other verses were marked by a more mystical and prophetic tone. Ultimately, the verses in Strenæ Natalitiæ were predictable in their expressions of congratulation and celebration, though some also contained carefully muted expressions of equivocation.

Struther Arnott worked tirelessly as a researcher, teacher, leader and maker and implementer of policy in universities in Britain and the USA, always carrying his colleagues along with him through his infectious energy and breadth of academic enthusiasms and values. His outlook was shaped by the stimulus of a broad Scottish education that launched wide interests inside and outside science, including the history and literature of classical civilizations. His early research, with John Monteath Robertson FRS, was into structure determination by X-ray diffraction methods for single crystals, at a time when the full power of computers was just becoming realized for solution of the phase problem. With tenacity and originality, he then extended these approaches to materials that were to a greater or lesser extent disordered and even more difficult to solve because their diffraction patterns were poorer in information content. He brought many problems to definitive and detailed conclusion in a field that had been notable for solutions that were partial or vague, especially with oriented fibres of DNA and RNA but also various polysaccharides and synthetic polymers. His first approach was to use molecular model building in combination with difference Fourier analysis. This was followed later, and to even greater effect, by a computer refinement method that he developed himself and called linkedatom least-squares refinement. This has now been adopted as the standard approach by most serious centres of fibre diffraction analysis throughout the world. After the 10 years in which he consolidated his initial reputation at the Medical Research Council Biophysics Unit at King's College, London, in association with Maurice Wilkins FRS, he moved to Purdue University in the USA, first as Professor of Biology then becoming successively Head of the Department of Biological Sciences and Vice-President for Research and Dean of the Graduate School. As well as continuing his research, he contributed to the transformation of biological sciences at that university and to the development of the university's general management. He finally returned to his roots in Scotland as Principal and Vice-Chancellor of the University of St Andrews, to draw on his now formidable experience of international scholarship and institutional management, to reshape the patterns of academic life and mission to sit more happily and successfully within an environment that had become beset with conflict and change. He achieved this without disturbance to the harmony and wisdom embodied in the venerable traditions of that ancient Scottish yet cosmopolitan university.

Mr Vice-Chancellor,May I thank you for coming to preside at this occasion, and thank everyone else for coming to be presided over – most especially my colleagues in the Faculty of Classics. You were not all here when I joined the Faculty eighteen years ago, but you have all helped to sustain the atmosphere of cooperation, good will, and intellectual adventure, which has made this Faculty such a wonderful place to work and teach in. There is much that I shall miss when I go. But that is not what I want to talk about now. To borrow the words of our Chairman, Ian DuQuesnay, I should like this occasion to be a party rather than a wake.What I want to say is this. It is too late now – twelve years too late – to apologize for not having given an Inaugural Lecture. There was no particular moment when I decided not to, just many many moments when other work seemed both more urgent and, to be honest, more interesting. The trouble with Inaugural Lectures is that you are expected to define your subject and say how it ought to be done. You begin by paying respectful tribute to your predecessor – in my case G. E. L. Owen, so the tribute would have been sincere and a pleasure to compose. But then comes the hard part, in which you set out ‘the aims and objectives’ (as the managerial language of our present rulers would have us call them) of your discipline. In other words, I would have had to tell myself and my colleagues where ancient philosophy in Cambridge ought to go and how it ought to get there.

My Lord Chancellor, Mr. Vice-Chancellor, Dr. Campbell, Ladies and Gentlemen: It would be an impertinence on my part to try to add anything to the Cambridge welcome which the Chancellor has offered you, but it is my privilege to be allowed to offer you a few words of welcome from a somewhat different angle. As the Chancellor has said, it is my good fortune to be officially connected with the two learned societies to whom, I suppose, your visit to this country means most: the Royal Society, which takes all natural knowledge for its province, and which is especially interested in international co-operation in the pursuit of such knowledge, and the Royal Astronomical Society, which takes astronomical knowledge for its special care. I am sure that both these bodies would wish that I should seize this opportunity to offer a most cordial welcome to our astronomical visitors from other countries; a welcome not only to Cambridge, but to this country in general. We feel it right that your visit should begin at Cambridge, but we are sure it is not right that it should end there; we hope you will remember that, after Cambridge, London also exists.

The MIMI project was initiated by the DSI in partnership with the South African Local Government Association (SALGA), the HSRC and UKZN. The purpose of this initiative was to develop an innovative tool capable of assessing and measuring the innovation landscape in municipalities, thus enabling municipalities to adopt innovative practices to improve service delivery. The outcome of the implementation testing, based on the participation of 22 municipalities, demonstrated the value and the capacity of MIMI to produce innovation maturity scores for municipalities. The digital assessment tool looked at how a municipality, as an organisation, responds to science, technology and innovation (STI) linked to service delivery, and the innovation capabilities and readiness of the municipality and the officials themselves. The tool is also designed to recommend areas of improvements in adopting innovative practices and nurturing an innovation mindset for impactful municipal service delivery. The plan going forward is to conduct learning forums to train municipal officials on how to use the MIMI digital platform, inform them about the nationwide implementation rollout plan and support municipal officials to engage in interactive and shared learnings to allow them to move to higher innovation maturity levels. The virtual launch featured a keynote address by the DSI Director-General, Dr Phil Mjwara; Prof Mehmet Akif Demircioglu from the National University of Singapore gave an international perspective on innovation measurements in the public sector; and messages of support were received from MIMI partners, delivered by Prof Mosa Moshabela, Deputy Vice-Chancellor (DVC) of Research at the University of KwaZulu-Natal (UKZN) and Prof Leickness Simbayi, Acting CEO of the Human Sciences Research Council (HSRC).
