The “Open Government Reform” Movement

Open government initiatives, which include not only transparency but also participation and collaboration policies, have become a major administrative reform. As such, these initiatives are gaining cohesiveness in literature. President Obama supported open government through a range of policies including the Open Government Partnership (OGP), a multinational initiative. The OGP requires member organizations to develop open government national action plans, which are used as the basis for my analysis. To frame this paper, I use and expand upon David Heald’s directions and varieties of transparency framework. A content analysis of the 62 commitments in the US Second Open Government National Action Plan was conducted. The analysis provides two findings of note: First, the traditional view of transparency was indeed the most prevalent in the policies proposed. In that respect, not much has changed, even with the OGP’s emphasis on a range of approaches. Second, openness among and between agencies played a larger than expected role. While the OGP pushed an array of administrative reforms, the initiative had limited impact on the type of policies that were proposed and enacted. In sum, the OGP is an administrative reform that was launched with great fanfare, but limited influence in the US context. More research needs to be conducted to determine if the “open government reform” movement as a whole suffers from such problems in implementation.

Roma segregation in Albania has been causing growing concern since the fall of the communist regime. In this study, we analyze the effectiveness of the Albanian national action plan for Roma inclusion 2016–2020, in 2018, halfway in its implementation period. We gathered data on education and employment from the pre-implementation period (2015) and compared it with the latest available data in 2018. Interviews with local experts and surveys by the Balkan Barometer will provide background information to assess the current state of Roma integration in Albania. Moreover, descriptive statistics from national and international institutions and structured interviews will draw an independent narrative of Roma affairs. In our conclusion, we suggest moving beyond the “us and them” approach with programs run on inertia; our findings highlight that although encouraging achievements have been reached under the 2016–2020 action plan, real inclusion is still far, as statistical achievements do not say much about the quality of the education or job training provided under the 2016–2020 action plan.

Scholars and policymakers claim open government offers a panoply of good governance benefits, but it also risks political abuse as window dressing or a smokescreen. To address this risk, this article builds on the meaning of openness through an examination of closed and open society in Karl Popper’s theory. Four historic trends in open government reform are analyzed. The findings suggest a need for new attention to Popperian notions of the social technologist’s piecemeal change and mechanical engineering aimed at serious policy problems. Without appreciation of these open society linkages, open governments will continue to paradoxically co-exist alongside closed societies.

This chapter is one of three which examines a key U.S. department or agency which played a fundamental role in an 'all-of-government' approach to countering terrorism. The US Department of State is the designated lead agency on all foreign policy matters. This chapter looks at democracy promotion in the GWOT and the rights and empowerment of women to challenge extremism. It highlights increasing efforts in State to consider and integrate women into its counterterrorism strategy, and broader initiatives such as the Middle East Partnership Initiative (MEPI), Quadrennial Diplomacy and Development Review, and the National Action Plan on Women, Peace and Security. It highlights the growth CVE initiatives, as well as how State had to increasingly respond to sexual and gender-based violence committed by terrorist groups. Finally it considers how key discourses emphasized in State around women's rights and victimhood were also being utilized by terrorist groups.


Subject Outlook for the women, peace and security agenda. Significance In 2018, President Donald Trump signed the US Women, Peace and Security (WPS) Act. That legislation codified the National Action Plan signed by President Barack Obama in 2011 for implementing the WPS agenda passed as UN Security Council Resolution 1325 in 2000, and supplemented since by additional related resolutions and policies. Impacts The WPS agenda is only now slowly filtering into mainstream academic considerations of international relations. US healthcare funding cuts will affect the lives of millions of aid-dependent women. Women’s issues in US politics are likely to be highlighted most by the House of Representatives Speaker Nancy Pelosi.

The international framework of anti-human trafficking has become the main guiding framework for countries around the globe in combating the crime. The issue of human trafficking was brought to global attention mainly by the Protocol to Prevent, Suppress and Punish Trafficking in Persons especially Women and Children. The UN Protocol provides a standard approach to state parties in combating human trafficking. The approach is known as “3Ps” model which aim to prevent the crime, to protect the victim and to prosecute the perpetrator. In spite of the creation of Anti-Trafficking National Action Plan (NAP) in 2012 and the passing of the Anti-Trafficking in Persons and Anti-Smuggling of Migrants Act 2007 (ATIPSOM 2007) by the Malaysian government in the US Department of State Trafficking in Persons Report 2014 (TIP) it is stated that “3Ps” approach is lacking in the Malaysian legal framework. This paper analyses whether Malaysia’s legal response through its Anti Trafficking in Persons and Smuggling of Migrants Act 2007 and other relevant legislation are in compliance with the Protocol. In this study it is found that there are many aspects of rights and protection still wanting within the legal framework of human trafficking in the country. Reformation of Malaysia’s legal framework in combating human trafficking is much needed to ensure its compliance with the international framework and in order for the local enforcement agencies to be more successful in combating the crime.

This chapter is one of three which examines a key U.S. department or agency which played a fundamental role in an 'all-of-government' approach to countering terrorism. The Department of Defense engages most visibly in direct action and is the US agency most often associated with counterterrorism-specific and broader security efforts abroad. This chapter considers women first as U.S. security actors in Iraq in units such as Team Lioness, and discusses controversy around women. Women in relation to counterinsurgency stabilization efforts counterterrorism and the National Action Plan on Women, Peace and Security are discussed, as are specific initiatives such as Human Terrain Systems Provincial Reconstruction Teams Female Engagement Teams and Cultural Support Teams. Second, it examines female security personnel the U.S. trained, equipped and otherwise supported in Yemen, Iraq and Afghanistan. Finally, it considers women's militant roles in al-Qaeda and ISIS to consider if or how these impacted on defense efforts.
