EXPRESS: What Exactly Is Marketing and Public Policy? Insights for JPPM Researchers

In this JPPM article for the 40th Anniversary of the Journal of Public Policy … Marketing, the authors first share what is meant by “policy,” “public policy,” and “marketing and public policy” for researchers in our field. The authors then offer examples of JPPM research informing policy across different stages of the policy making process: problem identification, agenda setting, policy formulation, budgeting, implementation, and evaluation. They also discuss important sources of public policy (e.g., federal, state, and international agencies; self-regulation; the courts; nonprofits; society; industry standards; company policies; personal ethics) and their role in the marketing and public policy process. The authors then offer JPPM application examples (e.g., consumer protection; anti-trust/competition; vulnerability; diversity, equity, and inclusion; nutrition labeling; addiction, cannabis, and anti-drug research; tobacco warning labeling and education; and privacy and technology) and share ideas for developing research that contributes to the marketing and public policy discipline and in making a positive difference in society and people's lives.

Problem formulation is a critical step in the public policy process. Nonetheless, this importance is not listed in regular policy textbooks and is often overlooked. This study uses the case of sandstorm-combating in Minqin County, China, to illustrate the problem. Through statistical analysis of the data, the authors have demonstrated how policy formulation could be set on the wrong premise and lead to wrong policy consequences, particularly in the case of environmental issues for which full information is not readily available. In conclusion, the authors argue that conscientious attention to policy problem formation, careful empirical analysis, and collaborative participatory efforts are essential to ensure public policy success.

The aim of this paper is to evaluate the relationship between public policy which brings about within the concept of process model and political environment. In this descriptive study, the answers of three questions will be search which are 1) how do public policies proceed as a process 2) which partners are effective in this process; lastly 3) which kind of relation is available between political environment and public policy specifically. After a comprehensive literature review, the answers of aforementioned questions are supplied in the following; 1) the process flow of public policy includes firstly establishing public policy, secondly problem determination, agenda setting, policy formulation, implementation and lastly evaluation. 2) The main partners of this process are formal, informal and international organizations. 3) Political environment can be descripted as a combination of political systems, political culture and socio-economic conditions which have key determining role on public policy process.

This article aims to discuss the role of policy subsystems in the public policy process, highlighting maintenance and change in their implementation. In particular, it analyzes the process of agenda-setting and policy formulation of the Política Nacional de Juventude [National Youth Policy] in Brazil during the Lula government, emphasizing the symbolic and political disputes around ideas and values conducted by the different actors that permeated the subsystems of this sectoral policy.

Public policy is a decision to deal with a particular problem situation, that identifies the objectives, principles, ways, and means to achieve them. The ability and understanding of policy makers in the policy-making process is very important for the realization of public policy of rapid, accurate and adequate. The product to suit the needs of the public policy, public participation in the policy process is needed in the policy cycle, from policy formulation to policy evaluation. This paper attempts to review the importance of community participation and other forms of public participation in the policy process, in particular, policy areas.
