AbstractRisk and human rights discourses have become dominant features of the UK criminal justice arena. However, there has been little critical scrutiny of the ways in which these discourses relate to each other. In this article, I focus on different accounts of the case of Anthony Rice, a 48-year old ex-offender who committed a murder in August 2005 whilst under the joint supervision of English probation and police services. Drawing upon official reviews by the Inspectorate of Probation and the UK Parliament Joint Committee on Human Rights, as well as media coverage, I use the Rice case to problematise some common assumptions about the relationship between risk and human rights.

This article reflects upon recent developments in sex offender tracking and monitoring. Taking as its focus a suite of mobile applications available for use in the United States, the author explores the impact and consequences of remediating the data held by State offender databases. The article charts the recent history of techno-corrections as it applies to this category of criminal, before then undertaking an analysis of current remediation of this legally obtained data. In doing so, the author identifies how the recontextualizing of data serves to (re)negotiate the relationship between the user, the database and registered sex offenders. The author concludes by arguing that the (mobile) mapping of offender databases serves to obscure the original intentions of these recording mechanisms and might hinder their effectiveness in reducing sex offending.

The current study investigated personality differences between adolescent sex offenders and nonsexually offending adolescents on the Jesness Inventory. Subjects were 50 adolescent males charged with a sexual offense, 50 adolescent males charged with nonviolent offenses, and 50 adolescent males charged with violent offenses. The adolescent sex offender group generally displayed the least deviant personality and historical characteristics among the groups examined. These findings, inconsistent with the adult sex offender literature, suggest that sex offenders may be more amendable to treatment during adolescence than during adulthood and that early intervention may have preventive value.
