The article examines the evolution of migrant low-wage employment in the context of structural changes in the German labour market. By drawing on data from the Socio-Economic-Panel, it seeks to answer why low-wage jobs disproportionally rose among migrants since the late 1980s. It argues that while human capital characteristics mattered to some extent, institutional and organisational changes were more important to account for worsening earnings. When linking the findings to the broader debate about migration and labour market segmentation, several issues emerge. First, the extent of low-wage jobs is not fixed but shaped by historically specific segmentation patterns that may change over time. Second, whether less-skilled jobs are precarious and of low pay depend above all on the presence of inclusive labour market institutions and power relations between actors. Third, the growth of low-wage jobs cannot be considered independent of the available labour supply, including a rise in cross-border mobility.

In recent years, we have seen a growing body of literature with a strong focus on labour market inequalities. In the Anglo-Saxon literature, concepts such as the working poor and bad jobs have been applied to jobs in, for example, the US to describe jobs with low pay and inferior working conditions (Kalleberg 2011; Klein & Rones 1989). In the UK and other parts of Europe, the concept of the precariat is often used to capture the employment situations characterized by fragmented and insecure employment and low income (Standing 2011). Also in Germany, the discussion on labour market inequalities has been revitalised. The emergence of mini jobs and various forms of bogus self-employment (Scheinselbständige), etc. have gained momentum in the political and academic debates as part of a larger trend of labour market dualization in line with some of the early works on labour market segmentation (Brady & Biegert 2017) (...)

The aim of this critical literature review is to define the connection between immigration policies and the construction of a national identity, and to discuss what the implications of such connections may be. Tracing how the legal subjectivity of the migrant has developed throughout time and through policy reveals how messages about the nation and Others are created, sustained, and circulated through legal policies. What values are implicit within Canadian immigration policy? How does the migrant ‘other’ help ‘us’ stay ‘us’? How do nationalist ideologies construct the Other and how is this reflected in labour market segmentation? Constructing a national identity involves categorizing migrants into legal categories of belonging, a process in which historical positions of power are both legitimized and re-established through law. Discourses about temporary foreign workers provide examples of how the Other is framed in limited terms and in opposition to that of legitimate members of Canadian society.
