This study investigates the relationships between the use of various organizational ICTs, communication visibility, and perceived proximity to distant colleagues. In addition, this study examines the interplay between visibility and proximity, to determine whether visibility improves proximity, or vice versa. These relationships are tested in a global company using two waves of panel survey data. ESM use increases communication visibility and perceived proximity, while controlling for prior levels of visibility, proximity, and the use of other organizational ICTs. The influence of ESM on network translucence and perceived proximity is generally stronger than the impact of other technologies on these outcomes. These results highlight the importance of considering various aspects of the technological landscape conjointly, as well as distinguishing the two dimensions of communication visibility. Finally, the results indicate that perceived proximity has causal priority over communication visibility, indicating that communication visibility exists partly as an attribution of perceived proximity to distant colleagues, and is not solely inferred from the use of organizational ICTs.

This paper presents an empirical analysis of the impact of trade facilitation on international trade, as well as the effects of two dimensions: hard and soft infrastructure. Using 18 primary variables, we constructed four indicators of 30 lower-middle-income and 33 upper-middle-income countries over the period 2011-2017. After applying the system-generalised method of moments (GMM), the main finding is that all trade facilitation indicators have a significant effect on exports. However, improvements in physical infrastructure are more likely to increase exports than the efficiency of borders, transport, information and communication technologies (ICTs) and institutions, from the most significant to the least significant. It is also found that the effect of hard infrastructure on exports is virtually the same as that of soft infrastructure. Hard and soft infrastructure must therefore be considered at the same level, as the effectiveness of international trade depends on both.

Purpose – The purpose of this paper is to measure the cumulative, holistic impact of discrete information and communication technologies. It also provides a glimpse of applications and service adoption, which complements more traditional perspectives such as technology penetration. This approach is utilized to measure achievements in implementing a policy such as Europe's Digital Agenda. Design/methodology/approach – Measuring digitization should cover the transition to digitally intensive societies across multiple sets of metrics, capturing not only technology penetration, but also its use in order to understand the full impact of digitization. For this purpose, a composite index was developed based on six overarching components: affordability, infrastructure investment, network access, capacity, usage, and human capital. Findings – These concepts were utilized to assess Europe's performance in terms of its digitization. Significant gaps were highlighted both in terms of its uneven development, but also in terms of lags in the areas of infrastructure investment and digital technology usage. The economic payback to be generated by pro-actively addressing these gaps promises to be significant. Practical implications – From a policy standpoint, the paper raises an interesting hypothesis to be explored in the European context: while the implementation of the Digital Agenda could be tackled in an overarching continental manner, particularities in each member country digitalization might raise the need for a more differentiated approach. In particular, European countries at the transitional stage should emphasize the creation of necessary incentives to accelerate investment in telecommunications networks. Additionally, demand promotion strategies focused on digital literacy and content development appear to be a critical lever to enhancing digitization. On the other hand, the policy challenges for the advanced countries appear to cluster around investment in infrastructure and the development of human capital. Originality/value – Previous attempts to measure the impact of ICT have focused primarily on measuring and assessing the economic effects of widespread access to either wireless or broadband technology. This approach puts additional emphasis on two dimensions: cumulative impact of information and communication technologies and usage.

The impact and benefit that information and communication technologies (ICT) have in the educational field require new teaching skills. This fact has been increased by the recent crisis caused by COVID-19. This study tries to investigate the level of digital teaching competence (DTC) of Higher Education teachers of Health Sciences, and its relationship with several variables. For this, it has the participation of 300 teachers from the 9 universities of Andalusia (Spain). The research is structured through a descriptive (RQ1) and inferential (RQ2) design. The answers given to the DigCompEdu Check-In questionnaire adapted to the Spanish context are analyzed. The results, which show high levels of reliability of the questionnaire (Cronbach and McDonald) and validity (CFA), indicate that the level of competence is basic-intermediate. In addition, the area in which teachers excel is digital resources. For this reason, it is proposed to structure personalized training plans and continue expanding the characteristics of this study at an international level.

Purpose: To identify the current strategic stability problems associated with the destructive impact of information and communication technologies (ICT) on the basis of analysis and systematization according to various parameters of cyber risks and threats to international security and global stability that can reduce the level of strategic stability and to develop relevant proposals that can lay the foundation for creation of a deterrence policy in the ICT domain. Research method: analysis, synthesis and scientific forecasting, expert assessment, comparative analysis of the cyber domain within the framework of a systematic approach. Result: the article presents analysis and systematization risks and threats to international security and global stability emanating from the cyber sphere according to various parameters. The article proves the impact of the accelerated development of information and communication technologies (ICT) on strategic stability, and that ensuring the cybersecurity of nuclear weapons requires special attention. The global problems of strategic stability at the current stage are posed and the conclusions are that the protection of strategic weapons, early warning systems, air and missile defense, communications, command and control over nuclear weapons from harmful ICTs are the pressing global problems of our time. Specific scenarios of cyber threats leading to a decrease in the level of strategic stability below the necessary and sufficient level have been elaborated, and proposals have been formulated to minimize the corresponding escalation threats. Proposed measures can become a basis for a deterrence policy in the ICT domain, as it was done during the period of bipolarity with regard to nuclear weapons, and become the foundation for broader international agreements on arms control in the so-called nuclear information space of the future.

The purpose of this research was to study the impact of project-based learning and information and communication technologies on students’ motivation. Two second-year classes in electrical engineering at the University Tahri Mohamed in Béchar, Algeria, were involved in the study. The experiment compared the level to which one class of students mastered goals without the use of information and communication technologies, to the mastery achieved by a second class which participated in a tutorial that has a technological tool built into the project-based approach. The subject of power electronics was chosen for this study because of its different knowledge, which is strongly represented in difficult learning contents for students. A questionnaire about motivation was used to collect data within an experimental research plan. After three months of conducting the study, the results demonstrated that the integration of the tutorial with the project-based approach is likely to increase students’ motivation to learn and to master the subject of power electronics.
