This article examines ethical implications of the growing AI carbon footprint, focusing on the fair distribution of prospective responsibilities among groups of involved actors. First, major groups of involved actors are identified, including AI scientists, AI industry, and AI infrastructure providers, from datacenters to electrical energy suppliers. Second, responsibilities of AI scientists concerning climate warming mitigation actions are disentangled from responsibilities of other involved actors. Third, to implement these responsibilities nudging interventions are suggested, leveraging on AI competitive games which would prize research combining better system accuracy with greater computational and energy efficiency. Finally, in addition to the AI carbon footprint, it is argued that another ethical issue with a genuinely global dimension is now emerging in the AI ethics agenda. This issue concerns the threats that AI-powered cyberweapons pose to the digital command, control, and communication infrastructure of nuclear weapons systems.

In such a complex and uncertain world, it may help to think like a Hindu, and accept contradiction as more in keeping with social and political reality than is finding a right answer to complex policy puzzles. What is almost impossible for those trained within Western frames of reference is to grasp that there are diverse perspectives of understanding that may result in seemingly contradictory recommendations despite shared values and goals. Civilizational perspectives and personal experience inevitably color what we feel, think, and do, and so being likeminded when it comes abolishing nuclear weapons is often coupled with somewhat divergent views on what to advocate when it comes to tactics and priorities. In this spirit, this paper tries to depict a set of reasons why the goal of nuclear disarmament will never be reached so long as arms control and nonproliferation of nuclear weaponry are seen as the pillars of global stability in the nuclear age.

Abstract Why do nuclear weapon-free zones (NWFZs)—areas which prohibit nuclear weapons—emerge in some contexts, and not others? Focusing on the African case, this article introduces the concept of ‘obedient rebellion’ to explain the African NWFZ's early conception. ‘Obedient rebellion’ is an attitude of ambivalence toward global nuclear order. To newly-decolonizing African states, the African NWFZ symbolized both postcolonial anti-nuclear solidarity and nuclear responsibility; it represented both ‘obedience’ to—and ‘rebellion’ against—global nuclear order. This ambivalence, between ‘obedience’ and ‘rebellion’, paradoxically accommodated multiple conflicting audiences simultaneously, thereby stabilising the zone. The African NWFZ's ambiguous meanings made it viable, even though those meanings conflicted. The zone's early conception offers insight into the complex, contending forces that continue to bind the world's NWFZs—and indeed nuclear order itself—to the present. NWFZs epitomize the tensions which stabilize nuclear order: between sovereign equality and nuclear inequality; between local solidarities and global loyalties; and between contestation and compromise. At first, these tensions seem to imperil NWFZs; in fact, these tensions stabilize NWFZs. The African zone also poses challenges to the African blind spot that continues to exist in International Relations theory.

This study aims to examine the development status and technical characteristics of low-yield nuclear weapons initiated by the Trump administration, predict the development trend in the Biden administration, analyze strategic implications that have affected the R.O.K.-U.S. Tailored Deterrence Strategy, and seek future countermeasures. Regarding deterrence theory, low-power nuclear weapons are evaluated as a means of simultaneously expanding deterrence by denial and by retaliation. Additionally, low-yield nuclear weapons can be evaluated as having the capability, communication of nuclear retaliation wills and possibilities, and credibility for these wills and capabilities, which are 3C elements of deterrence in that they are “possible-use nuclear weapons.” Hence, they can be evaluated as highly-applicable deterrence means. As North Korea's nuclear and missile capabilities have advanced and the U.S. is developing and deploying low-yield nuclear weapons, this article intends to make several suggestions regarding deterrence and response. First, because North Korea's policy to strengthen its tactical nuclear capabilities in 2021 is inevitably closely related to the technical characteristics of the development of low-yield nuclear weapons, it should be evaluated and prepared in connection with this. Second, it is necessary to understand the Biden administration's nuclear strategy regarding the extended deterrence strategy of the U.S. and discuss it closely based on the 5th NPR unveiled in early 2022. Third, to ensure the credibility of the R.O.K.-U.S. tailored deterrence strategy, “multilateral deterrence measures” must be considered at the regional level, including low-yield nuclear weapons.

The arrival of nuclear weapons was detrimental in changing the nature of warfare; duringWWII, we used nuclear weapons on two Japanese cities. The catastrophic effect of nuclear weapons made the pioneers apprehensive about the spread of nuclear technology across the globe. The Nuclear Non-Proliferation Regime (NNPR) is a set of international rules, norms, initiatives, agreements, arrangements, bilateral and multilateral treaties to curb the spread of nuclear weapons and technology. The Nuclear Non-Proliferation Treaty (NPT) is the backbone of NNPR. This paper discusses the significance of NNPR and will focus on how Pakistan fits into the bigger picture of the NNPR as a nuclear state. This research study will further analyze the prospects and challenges for Pakistan viz a viz the NNPR. It will specifically focus on Pakistan's official position on joining the Nuclear Non-Proliferation Treaty (NPT), Comprehensive Test Ban Treaty (CTBT), Fissile Material Cut-off Treaty (FMCT), and the two relevant Export Control Regimes (Nuclear Suppliers Group and Missile Technology Control Regime). Moreover, the challenges Pakistan faces viz-a-viz these treaties and arrangements will be highlighted. Recommendations will be provided based on the prospects of how Pakistan can overcome these challenges.
