By the methods of system dynamics, a model prediction of the potential of cleaner production (PCP) in Liao River Basin was constructed, and the dynamic trend of PCP in Liao River Basin was simulated by using this model. It was predicted that under the conditions of maintaining present development schemes, the CPC in Liao River Basin in 2000-2020 would be increased year by year. The result showed that selected 2007 as the base year, with the cleaner production, the emission of COD and NH3-N would be reduced 10.7% and 13.6% respectively in 2010. The emissions of these would be reduced 26.6% and 35.0% in 2015, 40.5% and 54.6% in 2020. Cleaner production had obvious effect on water saving and emission reduction in Liao River Basin.

Through the key industries identification process, this study identified seven of key industries in Liao River basin, to evaluate the cleaner production potential of industries in the basin. The results indicated that, without the adverse impact on the economic growth, by 2020, under the high cost cleaner production solution, COD and NH3-N production would be 17.02% and 19.17% less than that of 2012, so that industrial emissions of major pollutants in the basin could be 15% less in comparison with that in 2012, as long as the end-of-pipe treatment ratio maintains the level in 2012.

Cleaner production is one of sustainable development approaches for wastepaper papermaking industry. Current situation of a wastepaper papermaking enterprise was analyzed, and it showed that the unit product energy consumption, pollutant generation had large cleaner production potential. 16 cleaner production solutions were generated through material balance analysis, advanced technologies collection, experts consultation and other ways. After the plans were carried out, 7.83% of pollutants were cut down, 7.62% of energy was saved, 1.57% of waste paper was reduced, 1.68% of dry fiber raw material was decreased, and 8.80% of reused industrial water increased equally. Cleaner production was an effective way for wastepaper papermaking industry to save energy, reduce energy consumption, reduce pollution, and increase benefit.

The paper introduces the status and development trend of cleaner production in China and briefly summarizes present situation and the urgency of energy saving and emission reduction of cement products enterprises. Aimed at the problems of high consumption, heavy pollution and low efficiency in cement products enterprises, the paper puts forward the relevant cleaner production technology and scenario, and makes suggestions on developing cleaner production in cement products enterprises, and promoting energy saving and emission reduction.
