Instrumental and methodological approach to the adaptation of the Triple helix model for the conditions of Russia, taking into account historical retrospect

The monograph presents the results of a scientific study, the novelty of which lies in a meaningful methodological reinterpretation of the Itskovitz triple helix model for Russian conditions and mentality with the filling of economic and mathematical tools. The main three components of the study are: the adaptation of the CU model to Russian conditions, taking into account historical retrospect, and the tasks of the economic environment. It can be used by students, postgraduates, teachers as a textbook; by researchers and specialists of practical economics - to solve complex methodological practice-oriented problems.

Purpose This study aims to compare the techno-scientific systems of four Latin American countries: Panama and Costa Rica for Central America and Uruguay and Paraguay for South America. The overall objective is to explore their performance in terms of generation of knowledge in science and technology using the triple helix model as a framework. Design/methodology/approach The methodological approach applied was scientometric and bibliometric. The management of the techno-scientific governance in each country was analysed; input, process and output indicators were applied and a table of correlated factors was generated to determine the capabilities of each. The triple helix was used as a framework, as the study assessed the capabilities of the three actors in this model (academia, industry and government). Findings By studying this type of small Latin American techno-scientific worlds and the interrelationships between the three actors examined, it can be seen that there is a limited supply of certified knowledge and weak interactions between these helixes and this restricts the development of innovation initiatives. Originality/value There is little evidence of evaluations of the techno-scientific systems of peripheral countries and even less of the smaller ones. By cross-referencing governance information with indicators and generating a multi-factorial matrix, new knowledge is being generated that will contribute both to the general knowledge and to the improvement of public policy decisions in these countries.

The article is devoted to the methodological aspects of assessing the sustainability of the regional innovation system and assessing the contribution of the triad participants (education / science, business, government) to the overall region innovative development based on the Triple Helix model. The system of indicators has been determined, which allows to study the region innovative development as a whole and separately pursuant to the blocks of indicators of the triad. Integral rating assessments of the innovative development of the northern regions of Russia of the resource type for the period from 2010-2019 were performed, on the basis of which the levels of innovative sustainability of the regions were calculated and the shares of the contribution of the triad participants in the overall region innovative developmental economy were determined. The authors believe that the proposed methodological approach (algorithm) based on the Triple Helix model adequately solves the assessment of the level of sustainability of the innovative development of regions and the assessment of the contribution of the Triad participants to the overall region innovative development. In order to identify the strengths and weaknesses of the activities of the participants of the triad, innovative profiles of the regions have been built, which allow the executive bodies of local government to make appropriate regulatory and managerial decisions aimed at improving the weak positions of the activities of the participants in the triad. The main advantages of using this method include the simplicity of performing numerical calculations based on the standard Microsoft Excel platform, the use of official statistics that exclude the effect of subjectivity arising from the use of various weight coefficients. The obtained study results may be used by regional authorities to adjust the existing program documents in the field of innovation policy, as well as by various economic and social actors for monitoring and predictive assessment of the innovative development of their industry.
