Abstract. The Banggai cardinalfish Pterapogon kauderni is a species of national and international conservation concern. Established in November 2019, the Banggai marine protected area (MPA) in Central Sulawesi, Indonesia covers most of the endemic range of this ornamental fish. The third repeat survey (T2 monitoring) under the National Action Plan for Banggai Cardinalfish Conservation (NAP-BCFC) was carried out in October 2019 at eight sites in the Bokan Kepulauan region within the MPA. The T2 monitoring used the standard NAP-BCFC belt transect method. Data were collected on P. kauderni abundance (by size class: recruits, juveniles, adults) and microhabitat (sea urchins, sea anemones, hard corals, and others). Data were evaluated with respect to the T0 (2017) survey and T1 (2018) monitoring at the same sites, as well as previous surveys in 2004 (2 sites) and 2012 (4 sites). The data show wide between-site variation in P. kauderni and microhabitat parameters, with one subpopulation at very high risk of extirpation. Trends included declines over time in P. kauderni, sea urchin and sea anemone abundance, with an increase since 2017 in hard coral microhabitat use by adult P. kauderni. We recommend evaluation of other P. kauderni populations in Bokan Kepulauan and specific site or zone-based actions. However, we conclude that the most urgent priority for P. kauderni conservation in Bokan Kepulauan is protection of key microhabitat through a moratorium on sea urchin and sea anemone collection in P. kauderni habitat.  Keywords: Banggai cardinalfish, endangered species, marine conservation, microhabitat, monitoring, ornamental fishery, CITES

In Mediterranean benthic ecosystems of shallow water local-scale predation maintains a main control on both sea urchin population and the ecological structure of macrophyte community. The use of the habitat by local predator guild in dependence on the regional context shapes prey distributions across the environment. On rocky habitat, the sea urchin Paracentrotus lividus is widely known as prey of apex fish predators that indirectly shape the structure of benthic assemblages whereas, in structured Posidonia oceanica, P. lividus can find shelter from predators. In this study, we assessed survival rates of P. lividus in a Marine Protected Area (Sardinia) at the aim to evaluate the role of composition and configuration of landscape on its predation risk. Sites of different landscapes were selected in function of their heterogeneity estimated according to the different proportions and spatial interspersion of four classes of habitats defined on the basis of P. oceanica meadows arrangement: (1) continuous, (2) fragmented and (3) patchy meadows and (4) absence of seagrass (i.e. rocky bottom with macroalgae communities). In order to capture the domain of the ecological process a sampling grain 5x5 meters was used as minimal spatial resolution at which information is assessed. Specifically continuous sampling units in a grid of 7x7 cells yield landscape quadrats of 35 × 35 m and allowed a finer description of the spatial pattern. For each cell we also estimated structural variables of seagrass habitats such as unburied mat, shoot density, canopy height, cover percent, roughness and the natural abundances of prey and predators. After placing the tagged sea urchins, we daily observed the survival rates for twenty days. Predation risk was significantly higher in continuous and fragmented seagrass habitats and predator marks were typically produced by gastropod’s attacks. Landscape indices are used to correlate the amount of available habitat for gastropods movements with sea urchin’s predation risk. Interestingly, estimated predation rate also was negatively correlated with natural sea urchins density across grid cells. Results suggest that, although fishes are considered among the most important pressures on sea urchin population, especially in effective MPAs, bottom predators’ control can be relevant in structurally complex environment such as seagrasses.

Title (Bahasa Indonesia): Status dan strategi kawasan konservasi perairan daerah di Desa Uwedikan, Kecamatan Luwuk Timur, Kabupaten Banggai Marine Protected Area (MPA) in Uwedikan Village is a conservation area established through Banggai Regent’s decree since 2008. The establishment of a marine conservation area does not necessarily solve its management problems. The study aimed to examine the sustainability status of the MPA management of Uwedikan village and to formulate a managementstrategy. Research method  used wasa descriptive method through case study approach. Data collection employed questionnaires-basedinterviews on respondents. The data were analyzed by using Rapid Appraisal for Fisheries Status (Rapfish) to obtain the sustainability status of the MPA in Uwedikan. The Rapfish outcome wasthenanalyzed using Diagnosis and Therapy Analysis of Law (DTAL) to formulate a strategy for the existing management.Kawasan Konservasi Perairan Daerah (KKPD) di Desa Uwedikan merupakan kawasan konservasi yang telah ditetapkan melalui keputusan Bupati Banggai sejak tahun 2008. Penetapan suatu kawasan konservasi laut tidak serta merta dapat menyelesaikan permasalahan pengelolaannya. Penelitian bertujuan untuk mengkaji status keberlanjutan penatakelolaan kawasan konservasi perairan daerah Desa Uwedikan dan merumuskan strategi pengelolaannya. Metode penelitian adalah metode deskriptif melalui pendekatan studi kasus. Pengumpulan data melalui wawancara kuesioner mendalam terhadap responden. Data hasil kuesioner diolah menggunakan analisis yang ada pada Rapid Appraisal for Fisheries Status(Rapfish) sehingga didapatkan status keberlanjutan penatakelolaan KKPD Uwedikan saat ini.Hasil dari Rapfish di analisis menggunakan Diagnosis and Therapy Analysis of Law(DTAL) untuk merumuskan strategi terhadap penatakelolaan yang ada.

The Banggai cardinalfish Pterapogon kauderni is the Indonesian national marine ornamental fish mascot, and an object of national and international conservation concern. The endemic population of this species is limited to the Banggai Archipelago in Central Sulawesi, Indonesia and a few nearby islands in North Maluku. In addition, introduced populations have become established, mainly along ornamental fish trade routes. The National Action Plan for Banggai Cardinalfish Conservation (NAP-BCFC) calls for monitoring and management of all P. kauderni populations. A survey of the Luwuk introduced P. kauderni population was carried out in October 2021.   Data were collected at three sites with established P. kauderni populations: the ferry harbour, public harbour (Teluk Lalong) and a recreational area on the nearby coast (Kilo 5). P. kauderni were recorded by microhabitat association and size class (recruits, juveniles, adults). Data collected were compared with data from previous surveys where available. With the exception of one group in a sea anemone at Kilo 5, all P. kauderni were associated with Diadema sea urchins (D. setosum at all sites; D. savignyi at Kilo 5). At Kilo 5 P. kauderni the population structure indicates the possible capture of market-sized juveniles. Overall abundance was also lower compared to the polluted but unfished harbours. The proportion of recruits was significantly negatively correlated with the ratio of adult P. kauderni to Diadema urchins. The results will inform regional legislation currently in preparation to support sustainable management of P. kauderni populations, habitat and microhabitat in Central Sulawesi, as well as contributing to NAP-BCFC targets.Keywords:Banggai cardinalfishEndangered speciesDiademaMicrohabitat,MonitoringOrnamental fisheryLocal regulation

This study compares density and size structure of kelp Lessonia berteroana and sea urchins Loxechinus albus inside and outside a port concession area in Caldera. Greater abundance and larger adult individuals in populations of both benthic resources in this zone preliminarily indicates that this might be replicating a marine protected area. In the future, this port concession could contribute to the conservation of benthic resources as a reference site, without access to fisheries, useful for validating or implementing measures and actions in management plans or other instruments to support conservation.
