The traditional Balabe or Nolabe in the thanksgiving event is an asset of cultural wealth in Central Sulawesi, Indonesia. The Balebe or Molabe custom is carried out every time there are celebratory activities such as weddings, mourning, childbirth and others. This study aims to provide knowledge and understanding of the process of using incense in the implementation of the Balabe custom and how to review Islamic law on the tradition. This study uses a qualitative approach, namely research procedures that produce descriptive data in the form of written or spoken words from people related to the people in Palupi, especially the Kaili tribe. The data collection techniques used in this research are observation, interview, and documentation techniques. Furthermore, after the data is collected, the data obtained needs to be analyzed in three stages that run in cycles: data reduction, data presentation, and drawing conclusions or verification. The results of this study indicate that basically, the major schools of jurisprudence agree to accept customs as the basis for the formation of law. However, in terms of numbers and details, there are differences of opinion between these schools, so that 'urf is included in the group of disputed arguments among scholars. The research implies that it is hoped that all leaders, the community and local government officials will maintain and preserve the bolabe tradition in order to survive even in the face of today's times.

Sustainable development has become one of the strategic issues in the tourism industry. Sustainability is an action that combines environmental, sociocultural, and economic concepts. The tourism industry has had good benefits on economic and social growth. Still, if it is not adequately planned and managed, it can have harmful consequences on the environment. This research aims to present a sustainable development strategy for Palu Bay Marine Tourism following a natural disaster. The A'WOT hybrid method (AHP-SWOT) was used to achieve the research objectives. The A'WOT method is a combination of a SWOT analysis and the AHP method. This research was done on Palu Bay tourism, Central Sulawesi Province, Indonesia. This research resulted in a sustainable development strategy for Palu Bay tourism related to the diversity of products and improvement of event management, an improved image of Palu Bay tourism, improvement in the visitor management system to minimize environmental impacts, and efficient and effective promotion and branding.   Received: 14 October 2021 / Accepted: 29 November 2021 / Published: 3 January 2022

Abstract The National Fish Logistics System or often called SLIN is an Indonesian Ministry of Maritime Affairs and Fisheries program that aims to maintain the stability of the production and marketing systems and control the disparity in national fish prices. Central Sulawesi is the Province that becomes the main corridor of this program. The inefficient distribution monitoring process generally causes several problems in the field of fisheries distribution management that still often occur today by the regional Ministry of Maritime Affairs and Fisheries. It indicates that SLIN is not yet running optimally. This study purpose a prototype design of fish distribution tracking based on a mobile agent that can use to help consumers to track distribution channels and get information about the origin of the fish to be purchased. The data will further process for monitoring fish distribution in a real-time manner by the regional Ministry of Maritime Affairs and Fisheries. A proper monitoring mechanism will undoubtedly help the government in making policies and conducting supervision to make the SLIN implementation successful in Central Sulawesi. By the research, we found that the proposed method can gather data from every level fish distribution agent then processed the data to inform about distribution line and the origin of the fish for the consumer. The proposed solution framework could be implemented and nearly fit with current implementation criteria. The framework later can be a base framework for developing a more advanced information system for SLIN in Central Sulawesi Region.

The spread of the Corona Virus (covid 19) in Indonesia is increasing. Throughout 2020 the number of confirmed positive increases every day to reach hundreds of thousands of people. In Central Sulawesi, the number of confirmed positive fluctuates so that it becomes a serious concern for local governments. In a crisis situation, the provincial government has also taken a number of steps in terms of handling covid 19, especially in minimizing public concerns and anxiety in dealing with the Covid 19 pandemic. Crisis communication facing the Covid-1 pandemic in 2020. At the beginning of the emergence of Covid 19. The results of this study indicate that the Public Relations of Central Sulawesi Province has done a number of things, especially in the pre-crisis, during the crisis and a number of planning steps in the post-crisis. Several steps were taken in accordance with the technical guidelines of the central government and adapted to regional conditions and situations because they do not yet have a standard crisis planning model

Corona virus infection (COVID-19) is still an unsolved problem in Indonesia until this year. Apart from Java, other islands, including Sulawesi, were also badly affected. The very high mortality rate in Central Sulawesi (3.36%) poses a challenge for health workers; therefore, they should be well informed and with up-to-date information about correct therapeutic decisions. One of the most common comorbidities that often occurs with the severity and mortality of COVID-19 is hypertension. This study aims to determine the clinical characteristics and severity profile and their relationship with the mortality rate of COVID-19 patients with hypertension in Palu, Central Sulawesi. A total of 185 data on COVID-19 patients undergoing treatment at the Palu City Hospital during 2021 and meeting the criteria were recruited as research samples. Patients were divided into two categories, hypertensive (43%) and non-hypertensive (57%). The results showed that the age group, comorbid diabetes mellitus, cardiovascular, blood pressure, and blood glucose levels showed a significant relationship between the two groups (p < 0.05). The median length of stay was 12 days, with conditions leading to discharge (83%) and death (17%); patients who died were hospitalized in moderate and severe clinical conditions. Age group, liver function, and kidney function were positively correlated with severity and mortality. However, hypertension did not show a significant relationship with the severity and mortality of COVID-19 patients.

This article is based on the spread of the Covid-19 outbreak in Indonesia, including in the Central Sulawesi Province. In response to this, the government took various steps to handle and prevent the outbreak, one of which was implemented through the establishment of the Task Force for the Acceleration of Handling the Covid-19 Outbreak at the District and District Levels. In the Sigi Regency area, this task force works under the auspices of the Safe Operations Task Force Nusa II Madago Raya. Involving elements of the Police, TNI, and other related elements, this operation program has carried out various activities in an effort to deal with Covid-19 in the Sigi Regency area. Using qualitative methods, this study aims to see how the communication management of the Aman Nusa Madago Raya II operation of the Sigi Police Station is. The results of the study found four important stages in communication management which were described quite well in the implementation of the program.

This paper analyzes how resource of past and prospective great earthquake on the Central Sulawesi Arm, adhere on topography analysis from several space-based source. To answer the question, we analysis the tectonic geomorphic, stream pattern, exhumed fault, geological mapping and seismicity data. Detailed tectonic geomorphic studies in Sulawesi still lacking due to tectonic and fault obscures.  For instance, Palu Koro Fault (PKF) was unpredictable, because the historical seismic records inevitably remain poorly documented and unrecognized fault strand, which was buried beneath abundant Quaternary alluvium subsequently obscured the fault trace. In other hand, the faults have been active during Quaternary must take into account because potentially dangerous, also the inactive faults during instrumental period  must be re-evaluated in order to have awareness for large future large earthquake. Surprisingly, recent seismic activity of PKF generate super shear rupture a Mw 7.5 earthquake on 28th September 2018 with average slip 41 mm/year, which over the past two decade quiet from any seismic activity. The seismic potential for large fault is essential, since it has been silent during the instrumental period. Therefore, our motivation in this study to produce detail tectonic geomorphic map of the region in local scale, which is currently not available to prepare better knowledge and awareness for the large future earthquake. We have use Shuttle Radar Topography Mission (SRTM) with resolution ~30m, which run by ArcGIS software to observed tectonic geomorphic evidence of fault system and supplement with structural, geological and bathymetric data’s as ware available to us. We relate this analysis with seismicity data from Centroid Moment Tensor Solution (CMT) to recognize the seismic source. Our results show the tectonic geomorphic of Central Sulawesi Arm due to nature extension of NNW-SSE left-lateral slip curving to WNW-ESE of Palu-Koro Fault (PKF), then transcript to N-S circular normal fault of Poso Fault (PF). The PF indicate replica of PKF curving, where has not been mapped previously. We have mapped 60 major onshore fault systems, 10 faults showed evidence maximal to rapid rate tectonic activity along instrumental periods. Based on our CMT analysis, Sulawesi Island is greatly dominated by oblique fault.

Watershed delineation is the process of determining an area that contributes to the flow of rainfall (precipitation) into runoff to the outlet. The watershed delineation analysis in this study used the HEC-HMS version 4.4 and QGIS 3.16 . HEC HMS version 4.4 has GIS tools that have been directly integrated to facilitate the watershed delineation process. The study area in this research is the Tojo watershed which is located in Central Sulawesi Province. The digital elevation model (DEM) data source used is DEMNAS BIG with a spatial resolution is 8,1 meters. The results of watershed delineation using HEC-HMS 4.4 software are the same as the results of watershed delineation using QGIS 3.16 software. There is a slight difference in the watershed boundary in some parts when zoomed in. The watershed area produced by each GIS Softwares are HEC-HMS 212,583 km2, QGIS 212,5404 km2. The HEC-HMS 4.4 software gives quite good results on the boundary analysis of the Tojo watershed, so the HEC-HMS 4.4 software can also be used in other researches in the field of water resources.
