This paper presents a spatial-based decision support system (DSS) to assist public and private forest managers in the analysis of potential feasibility in payments for forest ecosystem services (PES) for the prevention of soil erosion. The model quantifies the maximum willingness to pay (WTP) of managers of a reservoir to prevent soil loss. The minimum willingness to accept (WTA) of forest owners for the activation of a private market is also computed. The comparison of WTP and WTA identifies the forest area where PES are ideally feasible with additional potential for compensation to enable the schemes. The DSS highlights forest idiosyncrasies as well as local socio-economic and geomorphological characteristics influencing PES suitability at a geographic level. The potential applications and future improvements of the model are also discussed.

The forest industry in Scotland depends for its economic survival on the efficiency with which it can get the felled timber to the mill. This efficiency is shown to depend on pavement quality, particularly the aggregates used; the truck fleet available to extract the timber; and the interaction of these two factors and the legislative regime, including taxation, under which the forest traffic operates. Although there is a high degree of cooperation within the forest industry—pavement constructors, haulage companies, public and private forest owners, and local government authorities—there is need for a more comprehensive assessment of the interaction of the various factors affecting the forest timber haulage operation. This interaction has been studied in a preliminary manner using a specific highway management tool, HDM-4. Vehicle use regulations and taxation and their application are shown to be particularly constraining on the overall efficiency of the operation.

The aim of this study is to describe the status and evolution of forest management in Romania in terms of forest regime, as well as to highlight the most frequent problems and common expectations of forest district managers. Underlying the presented results are an analysis of the compiled statistical indicators used in Romanian forestry and the outcome of a sociological survey conducted on a sample of 345 forest district managers. In early 2013, over 4.4 million hectares of state, public and private forest land were administered by state and experimental forest districts, and over 1.7 million hectares of forest land, other than state-owned, by private forest districts. Note that approximately 0.36 million hectares (over 5% of Romania’s forest area) are not in the care of specialized units, contrary to the legal provisions. The most frequent problems faced by forest district managers arise in relation to the owners of forests or are caused by illegal logging. This study is a contribution to making the concrete problems faced by foresters and especially the structure and ownership related characteristics of forestland the driving force of legislative changes in the forestry sector.

Education plays a special role for the development of economy and society. The financing mechanism of educational sector is imperfect and needs to be modernized. The article emphasizes the importance of understanding the content of financial rules in the field of education for effective decision making. One of the most problematic aspect of education is the financial aspect. Recently, there are more and more discussions about the effectiveness of the financial mechanism in the field of education, identifying the strengths and weaknesses of the national financing systems in different countries of the world. One of the tools for improving the financial mechanism in education can be policy rules..Despite constant criticism from various scholars about the underfunding of education, we can say that in Ukraine expenditures on education are adequate, and their share of GDP corresponds to the average for EU countries. Moreover, we agree with those researches who argue that the funding mechanism is not perfect. Today, there is a need to improve the financial mechanism in the field of education, in particular, higher in order to increase its efficiency. In the arsenal of funding models in world practice, there are a lot of quite successful examples and cases that can be used for creating an effective financial system in the field of higher education of Ukraine. In particular, it is worth to establish the rules of the funds’ distribution between the public and private sector, funding sources diversification, models of financial management in education and financial support of those who study (including lending). We are confident that well-formulated financial rules will promote long-term financial stability of the educational sphere and improve the quality of educational services. A substantiated rule in the field of education provides an answer to the question of how the financing indicators of education should change with changing of macroeconomic and other indicators that determine the state of the national economy and society.

The author of the article has been involved in the research, concerning such a funding mechanism as the agreements of public-and-private partnership for many years. This time, some regulatory legal acts, adopted in 2021, came under the spotlight. The article contains the brief review of the legal innovations and the reasoning on how they can influence the development of public-and-private partnership in our country as well as the implementation of the construction projects, financed through the public-and-private partnership agreements.
