Abstract The paper examines the issue of whether the process of policy formulation and implementation on urban regeneration in Poland is done pursuant to the rules of a cycle of public policy-making. This is carried out through the use of the functioning cycle of public policy in Poland proposed by Zybała (2015) that stresses the specificities of Polish conditions in the public policy-making. Hence, the aim of the study is to provide an overview of public policy-making on urban regeneration in the context of legislative and institutional-administrative practices. In the light of increasingly complex challenges faced by cities, there is a need for the necessary counter-balancing regeneration measures taking a form of state sponsored public policy. Therefore, the Act on Regeneration was adopted in 2015. The paper concludes that the adoption of this Act was dominated by the legislator which, with relatively little contribution from other stakeholders, resulted in a rather unambitious set of legal provisions on regeneration that have not substantially changed the instrumental approach of local authorities to urban regeneration.

In carrying out its function as people's representatives, the Regional People's Representative Council has a function in the process of making public policies to increase knowledge of government in society. In addition, public policies can make people more fully participate in a government system. This function has been adjusted to the understanding of democracy and people's sovereignty where the people must carry out their duties as government participants in Sungai Penuh City. The formulation of the research problem is, What is the Function of the DPRD in the Public Policy Making Process (Case Study in Sungai Penuh City)? The research objective is to determine the function of DPRD in the Public Policy Making Process (Case Study in Sungai Penuh City). This research uses a qualitative approach where data is obtained through field interview guides to 5 informants referring to 5 research indicators, namely 1. Agenda setting process 2. Policy formulation process 3. Policy adoption process 4. Policy implementation process and 5. Policy evaluation process. The data obtained in the field were analyzed based on the classification of the informants' answers which were described in the results and discussion of the research which was then carried out by the interpreter of the researcher. It is known that the function of DPRD in the Public Policy Making Process (Case Study in Sungai Penuh City) of the five research indicators four indicators are well implemented, namely for the indicators of the policy formulation process, the policy adoption process, the policy implementation process, and the policy evaluation process while the process indicators The formulation of policies has not been carried out properly and this is in line with the theory of Purwo's opinion which the author makes as a proposal in research indicators. For this reason, the authors suggest that the function of DPRD in the Public Policy Making Process in Sungai Penuh City can be improved so that it can be maximized in carrying out its function in policy making.

This paper makes a brief description and analysis of policy formulation and planning process adopted by the local government of Nepal. The main objective of the paper is to study the exercise of policy making and planning of Annapurna Rural Municipality in Kaski District of Gandaki Province, Nepal. The study is based on telephone interviews and person-to-person interviews with elected representatives of the rural municipality and secondary sources of data. Annapurna Rural Municipality has so far formulated more than 23 policies (acts, rules and regulations) for addressing the interest of its citizens. Of these policies, four are acts, two regulations, nine procedural laws and eight codes of conduct. Moreover, official policy makers have a prominent role in public policy making while the unofficial policymakers have little influence on the public policy making. There is no provision of direct participation of people in the policy formulation process. Also, the local government has not developed a practice of taking assistance from hired experts while formulating public policies that demand technical expertise and knowledge. It is observed that the planning process followed by the rural municipality consists of seven steps: tole level assembly, ward level meeting, assembly of Ward, decisions forwarded to office of rural municipality, recommendation by the executive committee, approval by assembly of rural municipality and implementation by executive bodies like the office of rural municipality, ward office, etc. The results indicated that the rural municipality has, to some extent, guaranteed the participation of its citizens in the planning and implementation activities. However, despite the bottom-up approach of planning being practiced, all people, irrespective of their political orientation, do not have equal opportunity to make their voice being heard to the planning process. However, it lacks inclusiveness.

The study examined the relationship between the Public Service Motivation and Organizational Citizenship Behavior. Location of research at the Department of Marine and Fisheries East Java Province. The population of the study was 75 employees and the sample used is 52 people. To test the pattern of model relationships established, the researchers used regresssion statistical method analysis.The results of this study prove that the Public Service Motivation has a significant and positive influence on Organizational Citizenship Behavior, as well as partially indicate that Commitment to Public Interest, Solidarity and Patriotism have a significant and positive impact on Organizational Citizenship Behavior, but Involvement in Public Policy Making has no significant effect to Organizational Citizenship.         Keywords:Organizational Citizenship Behavior, Public Service Motivation, Public Policy Making, Commitment to the Public Interest and Civic Duty, Compassion, and Self-sacrifice.

To assist the government in determining its mandate, citizens should be involved as they best know their needs. The significance of citizen engagement in the process of policy formulation is rooted in among others, the fact that public policy outputs and effects affect those to whom the policy is targeted at. This study aimed to determine the effect of public participation in the public policy making process in Mombasa County, Kenya. The objectives of the research were; to establish the modes of citizen participation used in public policy making process in Mombasa County, Kenya; to determine the main factors that influence citizen participation in public policy making process; to establish the implication of citizen participation in public policy making process and to determine the extent of citizen/ public participation in public policy making process. The study was guided by Good Governance Theory.  The study utilized descriptive survey research design. The study targeted 560 County government and civil society representatives including women leaders, youth leaders and people living with disabilities representatives. The study used Yamane formulae to determine the sample size of 233 respondents. Purposive sampling was employed to select respondents. Data were collected through primary sources which include questionnaire, and interview schedule; while the secondary data were collected from the documentary sources. Data analysis involved both quantitative and qualitative methods. Quantitative data were analyzed descriptively and inferentially, and presented through frequency tables, pie chart and bar graphs. Qualitative data were analyzed by themes and presented through narration and pros forms. The findings of the study established that the main factors that affect citizen participation in formulation of public policy include direct benefits (financial, material), tangible or non-tangible to long or short term, among others. Other factors such as culture, history, government policy and social, political and economic structures influence community participation. Also, the findings of the study revealed that citizens are well acquainted with public policy processes and there is effective county government guidelines and clear standards enhance public policy making processes. The study findings revealed that involvement in policy formulation is positively related to performance. Also, consultation enables easy supervision of work. The research also concluded that education is essential for both parties who are participating towards high quality public policy formulation as it would certainly reduce unnecessary manipulation and the problem brought on by lack of knowledge, accountability and transparency and understanding of each party’s requirements. The study recommends that County Government of Mombasa should establish a participatory framework that allows citizens to monitor and evaluate development outcomes in the counties to ensure better decision making and implementation for subsequent projects and plans.
