The article on the basis of archival sources, most of them introduced into scientific turnover for the first time, examines the legal regulation and realities of involvement of civilian population in demining of territories in the West of the Russian Soviet Republic in 1942–1946. Demining was the most important measure of the authorities, a condition for the establishment of peaceful life, the revival of the economy, the implementation of state plans. The scarcity of material and human resources available to the state led to the mobilisation of civilians for this task, especially – young people of pre-conscription age. Despite the voluntary participation in demining, regional and district authorities widely used their administrative resources both in the recruitment of demining teams through the Osoviakhim grassroots structures and military enlistment offices, and to facilitate their work. Faced with the inability of district teams of the Society for the Assistance of Defence, Aircraft and Chemical Construction (Osoaviakhim) to complete demining alone, the leadership of the western regions of the Russian Soviet Republic insisted that the most difficult areas be cleared by sapper units of the Red Army. By the end of 1946, the joint work of Osoaviakhim deminers and military sappers had completed the clearance of the territories of the West of the Russian Soviet Republic.

This study aimed to investigate the reality of administrative practices at Irbid National University ‎from the academic staff point of view considering the total quality management. The study ‎sample consisted of (84) academic members. The study found a significant increase of the level ‎of administrative practices as well as, statistical differences between the level of administrative ‎practices that are attributed to variables like gender and were in favor of females, university ‎variable in favor of Arabic universities Graduates, the academic rank in favor of professor, the ‎current position in favor of a Dean and Head of Department, and years of experience in favor of ‎‎10 years and more.‎

Abstract The approach to providing long-term services and supports (LTSS) has changed dramatically over the last three decades in both the financing and delivery arenas. In the U.S., long-term strategies have varied by state in organizational structure, scope of delivery and administrative practices. In the past two decades an additional change has emerged with over half the states adopting some form of managed LTSS. This shift has deepened the divide in state approaches to LTSS system design and delivery. The shift to managed LTSS has been largely fueled by ideological expectations and concerns about growing Medicaid costs: Empirical research findings have played a minimal role. For example, the large CMS evaluation conducted in this area did not include Medicaid data or encounter data from the managed care plans as part of the study efforts. However, the managed LTSS experiment does create an opportunity to compare costs and outcomes of these different models of financing and delivery. This symposium will present preliminary evaluation findings from two states, Ohio and Pennsylvania, which are generating data to assess both the implementation and outcomes of these alternative LTSS models. To set the context an initial paper will discuss the expansion of managed LTSS programs across the nation and examine how these efforts compare to the development occurring in the European LTSS systems. The third presentation will discuss the results of the Community Catalyst dual eligibles’ managed care demonstration program monitoring project.

Abstract The modern concept of race is usually traced back to proponents of a “natural history of mankind” in the European Enlightenment. Starting from allegorical representations of the four continents in the late sixteenth and seventeenth centuries and the eighteenth-century visual genre of castas paintings, I suggest that modern conceptions of race were significantly shaped by diagrammatic representations of human diversity that allowed for tabulation of data, combinatorial analysis, and quantification, and hence functioned as “tools to think with.” Accounting for racial ancestry in terms of “proportions of blood” not only became a preoccupation of scholars as a consequence, but also came to underwrite administrative practices and popular discourses. To contribute to a better understanding of the history of race relations, historians of the race concept need to pay more attention to these diagrammatic aspects of the concept.

It has been conventional to locate the origins of public health in early efforts to combat epidemics and to regulate the sanitary environment accompanying urban life and to trace its history in the gradual evolution of such measures in relation to politics, administrative practices, public laws, and medical science’s changing aetiology. Such an historical account provides important insights and understanding but it is also de-limited in one significant sense. Public health is cast in a responsive role in relation to the processes of economic development. However, the nature of the relationship between public health and global economic development can appear very differently when it is viewed over the long-term, encompassing the whole process of modern economic transformation from the singular matrix of its origins in the early modern society and economy of England, c.1600–1800. This chapter will show that state policies to promote the social order, security, and health of the population in fact pre-date and crucially underpinned the process through which the modern world’s economic transformation originated—in early modern England.

The integrated Disclosure aims to provide a comprehensive picture of the performance of the organization, and because the quality of the Disclosure is a critical aspect of the integrated reports, so the research aims to show the impact of the diversity of the board of directors on the quality of the integrated reports and the promotion of the social responsibility of the organization, and to make decisions about disclosure and integration in the information provided in order to benefit from it In building integrated visions about the organization, assuming that the diversity of the board of directors has a significant relationship to the extent to which the quality of integrated Disclosure is achieved, that the most important findings of the research stipulate that the diversity of the board of directors contributes to social responsibility and integrated disclosure, and the strengthening of organizational culture and administrative practices, and the research recommends, The need to interact with the environment and the communities in which the organization operates, to enable it to provide environmental, social or ethical information, along with financial, strategic and governance information in an annual report. The preparation of integrated Reporting is a new form of reports that aims to provide a comprehensive picture of the performance of the economic unit, and because the quality of reporting is a critical aspect of integrated reports, so the research aims to demonstrate the impact of cultural dimensions on the quality of integrated reports from the point of view of stakeholders, assuming that the dimensions Cultural has a significant relationship with the extent to which the quality of integrated reporting is achieved, that the most important findings of the research states that cultural dimensions have a role in enhancing the quality of integrated reporting, that cultural dimensions have very important effects on ethics, social responsibility of economic units, organizational culture and administrative practices, The research recommends, in light of the different cultural dimensions between different business environments, whether national or international, the need to interact with the environment and the societies in which the economic unit operates, to enable it to provide environmental, social or ethical information, along with financial, strategic and governance information in an annual report.

Abstract China's political system has been characterized by two institutions since the 1980s: an explicit “layer-by-layer administrative hierarchy” and the “appointment of cadres one level down.” There have, however, been two departures from these administrative practices. First, some provinces have “empowered prosperous counties” by placing them in a dual-reporting relationship with both prefecture-level cities and provinces. Second, some provinces have restored personnel control going “two levels down” by appointing key officials at the county and urban district levels of government. These deviations evolved as responses to China's GDP-centric policy environment during the early reform era. Based on field interviews and nationwide analysis of city-level personnel data, this article argues that such adaptations have generated unintended conflicts between provinces and prefecture-level cities. While prior studies of evolutionary change in China highlight the relationship between state and non-state actors, this study demonstrates how interactions among state actors themselves may fundamentally transform the dynamics of administrative governance.

Objective: Marketing and digital transformation in the public institutions of higher education in Greece, have key role in the context of the digital revolution. The study aimed at investigating the perceptions and views explicitly or implicitly of the management of Greek public universities regarding the need to adopt new practices such as marketing and its digital transformation and to find out the factors that shape perceptions. Research Design & Methods: The study adopted a quantitative method conducting in-depth interviews with rectors and vice-rectors of 10 representative Greek Universities. Findings: Results indicated that administrators believe that marketing and its digital transformation have great impact in attracting students and that the duration of the operating time of a university is directly related to the formation of perceptions about marketing and digital transformation in the context of Digital Darwinism. Implications & Recommendations: Universities will be able to understand the extent of their reaction to the adoption of new applications such as marketing. Contribution & Value Added: The present study is primarily a useful tool for public university administrations in their efforts to adopt marketing practices to understand which areas to focus on in order to effectively implement marketing and its digital transformation. The study also provides them with the tools to easily recognize their degree of maturity in terms of their culture and perceptions towards the application of marketing practices. In addition the study enriches the literature on the management field of higher education institutions. It highlights factors such as the duration of operation, the geographical location and the size of a university compared to administrative practices.

The case of the English ski instructor Simon Butler working in France is the best example of the malfunctioning of the professional-qualifi cationsrecognition system in Europe. The practice of European and national administration as well as the jurisprudence of the CJEU and French courts shows how important and complex the subject of qualifi cation recognition is. A review of administrative practices and an analysis of case law show the positive and negative sides of the EU’s qualifi cation recognition system. The European Commission is carrying out numerous activities aimed at improving said system. The latest solutions make the idea of qualifi cation without borders a reality. The most important task is to examine the changes and legislative proposals of the European Union, analyse the case of Simon Butler and present proposals for changes against the background of activities undertaken throughout the Union. They should be realised through legal research methods and non-reactive social methods.
