Natural resource managers need up-to-date information about how people interact with public lands and the meanings these places hold for use in planning and decision-making. This case study explains the use of public participatory Geographic Information System (GIS) to generate and analyze spatial patterns of the uses and values people hold for the Browns Canyon National Monument in Colorado. Participants drew on maps and answered questions at both live community meetings and online sessions to develop a series of maps showing detailed responses to different types of resource uses and landscape values. Results can be disaggregated by interaction types, different meaningful values, respondent characteristics, seasonality, or frequency of visit. The study was a test for the Bureau of Land Management and US Forest Service, who jointly manage the monument as they prepare their land management plan. If the information generated is as helpful throughout the entire planning process as initial responses seem, this protocol could become a component of the Bureau’s planning tool kit.

This article examines the organizational reputation of the Bureau of Land Management (BLM) using Daniel Carpenter’s reputation and power theory as a theoretical and methodological base. Federal Land Policy and Management Act (FLPMA) is utilized to guide and organize case selection, as it is the legal mandate behind BLM authority and represents the fullest extent of the agency’s activities. The findings of this case study indicate that the BLM has a negative reputation in all but the legal-procedural dimension. Three implications are identified: (a) FLPMA serves only to define the procedural-legal aspect of public planning process, (b) the inability of FLPMA to define a purpose to public lands management has its root in the large scope of activity required of the BLM by FLPMA, and (c) finally, retention has placed the BLM and the federal government in a precarious position of an owner rather than custodian of the public lands.

Natural resource managers often use quantitative methods to characterize and manage ecosystems. A firm understanding of these methods, ranging from simple counts to complex models, is critical in conducting accurate population and community assessments. Students can gain an advantage in understanding these methods through early exposure and contextual examples. This fictional case study follows three American Fisheries Society club members who perform an ecological assessment of a landowner’s ponds. The club members use multiple sampling methods and analyses to answer the landowner’s questions. In this study, students are introduced to common assessment metrics, such as community patterns (richness, diversity, evenness, and similarity), abundance estimates (mark-recapture, depletion, swept-area, and line-transect), size structure (proportional stock density), and growth estimates (absolute, relative, and instantaneous growth rates; von Bertalanffy growth model). Students will also interpret results and identify physical or biological factors that may influence those results. After completing this case study, students will be able to describe the need for population and community assessments and apply these assessments to various scenarios.

SummaryThe use of local knowledge observations to generate empirical wildlife resource exploitation data in data-poor, capacity-limited settings is increasing. Yet, there are few studies quantitatively examining their relationship with those made by researchers or natural resource managers. We present a case study comparing intra-annual patterns in effort and mobulid ray (Mobula spp.) catches derived from local knowledge and fisheries landings data at identical spatiotemporal scales in Zanzibar (Tanzania). The Bland–Altman approach to method comparison was used to quantify agreement, bias and precision between methods. Observations from the local knowledge of fishers and those led by researchers showed significant evidence of agreement, demonstrating the potential for local knowledge to act as a proxy, or complement, for researcher-led methods in assessing intra-annual patterns of wildlife resource exploitation. However, there was evidence of bias and low precision between methods, undermining any assumptions of equivalency. Our results underline the importance of considering bias and precision between methods as opposed to simply assessing agreement, as is commonplace in the literature. This case study demonstrates the value of rigorous method comparison in informing the appropriate use of outputs from different knowledge sources, thus facilitating the sustainable management of wildlife resources and the livelihoods of those reliant upon them.

Access to land and resources has not, in itself, been sufficient for improving the wellbeing of Indigenous people living in remote regions of Australia. Much of the land has limited potential for mainstream market-based economic development. However, some Indigenous Australians have been able to use wildlife commercially to realise economic opportunities and to enhance their capacity to engage in natural resource management on their land. In this paper, a case study is presented of one such enterprise which has managed a crocodile egg-harvesting operation from a remote township for almost 15 years. Using a sustainable livelihoods approach to conduct field observations and semi-structured interviews, key factors were identified that had contributed to the longevity of this operation. These were minimal anti-use sentiment, demonstrably sustainable harvests, the market, the institutional context, parent-organisation support, activating and enhancing capitals and capabilities, and locally relevant enterprise activity. The crocodile egg-harvesting activity investigated is an example of a community-governed natural resource-based enterprise that has been able to engage Indigenous people in market-based economic activity in remote northern Australia. The findings have potential value to Indigenous peoples and communities, development practitioners, policy-makers and natural resource managers interested in the sustainable use of wildlife and Indigenous economic development.
