At the last International Medical Congress held in London, Mr Gladstone made the memorable remark that “Doctors are the future leaders of nations.” This saying, however, by no means applies to therapeutists, but to biologists. Modern biology has revealed fresh methods of knowledge, and given new directions to all sociological studies. The psychology of the future will be an applied science of cerebral anatomy and physiology. And so with criminal psychology, for it is the most natural course to start primarily in the study of the science of crime, and in the science of its prevention, from the criminal act itself, which is no other than a manifestation of the psychology of the criminal. And to study the innate qualities of the criminal, his education, the biographical details of his life—education in the widest sense)—that is the train of thought of the criminal anthropological school.

This article explores how international medical tourism, the acquisition of medical services in another country for various reasons, has changed from ancient times, to Renaissance and post-Renaissance Europe, and to the present. It examines the sociocultural, medical, and environmental factors driving medical tourism, as well as how medical tourism has in turn influenced humanity. We take a look at the current trends in medical tourism with examples of the most popular destination countries. Finally, we will address potential future developments in medical tourism and the associated issues.

Explanatory concepts of internal, exit and entrance medical tourism have been given. The data environment analysis of Russia and other countries-participants of the market of medical tourism has been carried out. The key directions of international medical tourism have been defined. Based on the analysis, the conclusions about the prospects of Russia’s participation in this market have been made, recommendations for improving the system of medical services to foreign citizens have been given. The key perspective directions of medical tourism to Russia have been determined.
