Explanatory concepts of internal, exit and entrance medical tourism have been given. The data environment analysis of Russia and other countries-participants of the market of medical tourism has been carried out. The key directions of international medical tourism have been defined. Based on the analysis, the conclusions about the prospects of Russia’s participation in this market have been made, recommendations for improving the system of medical services to foreign citizens have been given. The key perspective directions of medical tourism to Russia have been determined.

This article explores how international medical tourism, the acquisition of medical services in another country for various reasons, has changed from ancient times, to Renaissance and post-Renaissance Europe, and to the present. It examines the sociocultural, medical, and environmental factors driving medical tourism, as well as how medical tourism has in turn influenced humanity. We take a look at the current trends in medical tourism with examples of the most popular destination countries. Finally, we will address potential future developments in medical tourism and the associated issues.

To develop an efficient medical tourism system, it is currently necessary to identify the main participants in the system and clearly define their activities and interactions. The article determines the main participants in the system of medical tourism organization, describes their characteristics in terms of functions and objectives, and proposes the organisation concept of the interaction with international medical institutions and the scheme of the interaction between the main participants of medical tourism. The authors consider the main trends and prospects of the development of medical tourism on the basis of digital platform enabling to render the services for search and provision of quality medical services.

Aim of the study. Analysis of medical tourism’s organizational features based on the example of the large medical organizations in the United Kingdom, South Korea, Italy and China. Materials and methods. The data were collected by the authors by interviewing the heads of medical organizations and their deputies in the United Kingdom, South Korea, Italy and China (3–4 respondents per medical organization) using the developed questionnaire to identify the main mechanisms and tools for organizing the export of medical services. SWOT-analysis (Strengths; Weaknesses; Opportunities; Threats) was performed in order to comprehensively evaluate the received information. Results. Along with weaknesses and threats that slow down the development of medical services exports, strengths (internal factors) and opportunities ( external factors) that contribute to the development of medical tourism were also identified: the widespread popularity of the brand of medical organizations abroad which is associated with the provision of premium medical services; versatility and ability to conduct high-tech surgical operations; the presence of a separate premium class building and an international department for working with foreign patients and promoting a medical organization in the world market; well-established business relationships with assistance companies; foreign medical personnel who speak foreign languages and possess necessary skills to treat foreign patients; developed electronic medical care system; developed system of quality control of medical care; the presence of branches in other countries; the presence of a medical visa in the system of legislation; established cooperation with many countries at the embassy level; state licensing and accreditation for the provision of medical services to foreign citzens; the availability of a state website on the provision of medical assistance to foreign citizens; the possibility of the age of value added tax. Conclusion. We identified main patterns in the organization of export of medical services that can be applied to develop this direction in medical organizations of the Russian Federation during the analysis the strengths and weaknesses of four large medical organizations abroad, as well as external factors that affect the work of these medical organizations.

The purpose of this study is to make an attempt to assess the innovation activity on the achieved result , expressed in indicators that determine the socioeconomic level of country development, as it is the purpose of innovation In the applied method of calculating the evaluation of the effectiveness of innovation (Data environment Analysis) these indicators were the results, while the indicators of innovation were considered as a "resource". Rental indicators, Gini index and others , reflecting (directly or indirectly) the result of innovations was also taken into account. The results showed values that were less inconsistent with the estimates for other related indexes and indicators , while the evaluation with existing methods gave more inaccurate results. This suggests that the proposed method gives a more objective assessment of the innovation level in the country and more accurately determines the country 's place in the world ranking. The main source of the world economy development today is the innovation, an integrated assessment of which on a national scale can itself act as an indicator of the level of economic and — in a broader sense — the socio-economic level of the country development . From this point of view, an objective assessment of the innovation development level, as well as the development and proposal of methods for its evaluation are still relevant. Up-to-date assessment methods mainly assess the potential of countries to develop innovations, while their achieved level should be assessed, since, with significant differences in the development of countries , these potential opportunities can be realized to varying degrees.

The article examines the trends in the development of the medical services market in the Republic of Crimea for the period 2015–2020. The analysis of the number of medical organizations by form of ownership, size and types of activity, capacity and technical equipment, provision of medical personnel, the volume of medical services in the context of public and commercial segments was carried out. In the period under study, there was an increase in the medical services market, due to an increase in the number of private medical organizations, the volume of mandatory medical insurance funds under the basic program. The expansion of the base and capacity of the sanatorium-resort complex, the growth of domestic medical tourism, laboratory services and telemedicine were identified as promising areas of market development.
