The chapter outlines the main features of the post-crisis regulatory regime for banks in the European Union. It traces the evolution of the approach taken by EU legislators which transformed the deregulation which prevailed prior to the Great Financial Crisis (GFC) into a regulatory regime which though far from financial repression known in the 1970s, is oriented towards functionally prioritizing financial stability and banks’ functions in the broader economy. This is achieved through co-responsibilization of the banking sector for public objectives, explicit regulation of structure and operations as well as far-reaching powers granted to new oversight authorities. The chapter explains the features of such a new bespoke regulatory regime for EU cross-border banking drawing on the new framework for bank crisis prevention and management, that is EU resolution law.

The European Union (EU) research policy was founded on the idea of cooperation among countries after the end of World War II, and consequently it has been influenced in increments. But it also has advantages because of its specificity. So the EU becomes not just the simple sum of all the member states’ contributions but something different, based on a variety of scales and actors, including a vision (and sometimes a mission). This is the reason why the research policy should be examined both in its evolution as such and in light of the relevant steps considered crucial for the development. At least three possible approaches are feasible: (a) a sort of vertical reading in historical development; (b) the attention paid to the terminologies used or to the glossary; (c) the focus on keywords and their role in accompanying the choices, in particular the origin and the development of the European Research Area (ERA). The transition from the current Framework Programme Horizon 2020 (H2020) to the new one planned starting from 2021 (Horizon Europe) is a way to integrate the three approaches by analysing the contents in terms of novelties and continuity. The focus on the evolution of the relevance of ERA can be also considered as a way to illuminate the challenges facing European research policy. In fact, the demand for greater collaboration in European research is determined by the increased international competition and the growing role, as a driver, of innovation in society and the economy. This must be reflected in the choices the new Framework Programme must make.

European Union (EU) is fostering the quintuple helix approach as it recognizes sustainable development and innovation as important development priorities. The quintuple helix represents a new framework which includes new knowledge, more stakeholders with sustainable development at its center. The EU has put in place different policy measures, regulations and funds to support designing and implementation of innovation strategies and sustainable development in all Member States. The objective of this paper is twofold as it includes identifying key features of helix innovation model and its evolution over time, and exploring EU efforts to transform to the quintuple helix system. The purpose of this paper is to explain the new context of development where innovation and sustainability should be considered as key elements. Using the example of the European Union, this paper studies policies and measures that the EU has put in place in order to support innovations as well as inclusive, smart and sustainable development, which are significant parts of the quintuple helix approach.

This chapter covers a new stage in EU policy towards Mercosur and Latin America. This stage started with a new framework of policies within which agreements between the European Union and Latin American countries, including the Mercosur countries, were made. By explaining EU-Mercosur agreements within the general context of EU-LA relations it is possible to bring some clarity to the EU level of engagement with Mercosur in relative terms so it is neither over nor underestimated. In doing so it will show how EU-Mercosur relations were the most important ones within the EU-LA framework. As has been established before, the level of engagement will be explained by discussing two aspects of it, “ambition” and “commitment”. This chapter shows that there is a medium level of “ambition” and a high level of “commitment” which helps to explain the outcome of a medium level of engagement. In relation to this stage, in the literature it has been accepted that, in 1990, the EU’s means of dealing with Latin America changed (Aldecoa Luzarraga 1995; Bizzozero 1995; Laporte Galli 1996; Birochi 1999). Detailed explanations for this have not yet been offered. Some indicate that these changes were due to wider changes in the international arena. With the end of Cold War, the EU was given a chance to develop a global vision and a space in which to do it (Aldecoa Luzarraga 1995; Birochi 1999). The internal changes in the European Union, especially its increased integration, have also been mentioned in this regard (Aldecoa Luzarraga 1995).
