Private life it is essential is a right, along with other rights, shapes the human being, giving it value and identity. In this consensus, the legislator through the Romanian civil code sought to impose a series of deeds aimed at infringing on private life. Thus, the listed facts can be considered as violations of private life only subject to the presented of Civil Code (Romanian Civil Code, 2009). This means that the facts indicated in art. 74 of Civil Code they cannot be qualified under any circumstances as violations of private life, but only if they are not among the violations allowed by the international conventions and pacts ratified by Romania. More specifically, those acts do not attract civil liability (payment of compensation, etc.) if they have infringed the particular life allowed under the Convention and the jurisprudence of the ECHR. The private life must be protected and guaranteed by establishing and identifying actions that are prejudicial. The article is a study that in of regulations standards demonstrate violations of the right to life. Comparative development of ECHR case law pointed out that although there is a solid legislative framework, the right to life can be violated.

The purpose of this study is to provide a snapshot of the agro-waste production in Puglia, Molise, Albania and Montenegro, some of the regions belonging to EUSAIR (ADRIATIC-IONIAN REGIONS) correlating this aspect to the possible use of agro-waste in the building sector. EUSAIR is a functional area, facing the Adriatic sea, treating the marine, coastal and terrestrial areas as interconnected systems. In the first part of the paper, the state of the art about the current consumption of agricultural biomass is carried out referring to the ongoing research lines. It was shown that a great number of international studies have demonstrated that the agro-waste plays an important role in several fields. Moreover, several researchers conducted studies on hygrothermal, physical and acoustical properties of building materials made with biomass proving the potentiality to use this kind of by-product. Then, the state of the art regarding the production and current way of disposal of the agro-waste in the regions of the EUSAIR above mentioned was performed in order to outline the possible by-products which are suitable to be re-used in the building sector. The correlation existing between the agro-waste and the possible use in the building sector is finally presented, focusing on the legislative framework currently existing in each of the regions.

With the Bioeconomy Strategy, Europe aims to strengthen and boost biobased sectors. Therefore, investments in and markets of biobased value chains have to be unlocked and local bioeconomies across Europe have to be deployed. Compliance with environmental and social sustainability goals is on top of the agenda. The current biomass provision structures are unfit to take on the diversity of biomass residues and their respective supply chains and cannot ensure the sustainability of feedstock supply in an ecological, social and economical fashion. Therefore, we have to address the research question on feasible strategies for mobilizing and deploying local, low-value and heterogeneous biomass resources. We are building upon the work of the IEA Bioenergy Task40 scientists and their expertise on international bioenergy trade and the current provision of bioenergy and cluster mobilization measures into three assessment levels; the legislative framework, technological innovation and market creation. The challenges and opportunity of the three assessment levels point towards a common denominator: The quantification of the systemic value of strengthening the potentially last remaining primary economic sectors, forestry, agriculture and aquaculture, is missing. With the eroding importance of other primary economic sectors, including fossil fuel extraction and minerals mining, the time is now to assess and act upon the value of the supply-side of a circular bioeconomy. This value includes the support the Bioeconomy can provide to structurally vulnerable regions by creating meaningful jobs and activities in and strengthening the resource democratic significance of rural areas.

Abstract Background Substandard and Falsified (SF) medical products are a growing global concern. They harm the individual patient, the healthcare system and the economy. The World Health Organisation (WHO) has highlighted contributing factors globally: insufficient national medicine regulation, poor enforcement of existing legislation, weak stakeholder collaboration and the rise of novel viruses, such as the COVID-19. The study aimed to assess the legislative and policy framework and institutional relationships governing pharmaceuticals and anti-counterfeiting strategies. Methods The study was explorative and consisted of two phases. The first phase was between 2016 and 2017. It looked at document analysis (annual reports and press releases from 2011 to 2016) from government institutions involved in medicines regulation and law enforcement for SF seizure reports between 2004 and 2017. The second phase was between 2016 and 2018 through in-depth semi-structured interviews (seven in total) with selected stakeholders. Results First Phase—the data collected and reported by various departments was sporadic and did not always correlate for the same periods indicating, a lack of a central reporting system and stakeholder collaboration. In South Africa, counterfeiting of medicines mainly involves the smuggling of non-registered goods. The most common counterfeit items were painkillers, herbal teas, herbal ointments, while some were medical devices. Furthermore, Customs identified South Africa as a transhipment point for SF infiltration to neighbouring countries with less robust regulatory systems. Second phase—interview transcripts were analysed by thematic coding. These were identified as the adequacy of legislation, institutional capacity, enforcement and post-market surveillance, stakeholder collaboration and information sharing, and public education and awareness. Conclusion Document analysis and interviews indicate that South Africa already has a national drug policy and legislative framework consistent with international law. However, there is no specific pharmaceutical legislation addressing the counterfeiting of medicines. Law enforcement has also been complicated by poor stakeholder engagement and information sharing.

Translocation of plants is used globally as a conservation action to bolster existing or establish new populations of threatened species and is usually communicated in academic publications or case studies. Translocation is also used to mitigate or offset impacts of urbanization and development but is less often publicly published. Irrespective of the motivation, conservation or mitigation, on ground actions are driven by overriding global conservation goals, applied in local or national legislation. This paper deconstructs the legislative framework which guides the translocation process in Australia and provides a case study which may translate to other countries, grappling with similar complexities of how existing legislation can be used to improve accessibility of translocation records. Each year, across Australia, threatened plants are being translocated to mitigate development impacts, however, limited publicly accessible records of their performance are available. To improve transparency and opportunities to learn from the outcomes of previous mitigation translocations, we propose mandatory recording of threatened plant translocations in publicly accessible databases, implemented as part of development approval conditions of consent. The contribution to these need not be onerous, at a minimum including basic translocation information (who, what, when) at project commencement and providing monitoring data (outcome) at project completion. These records are currently already collected and prepared for translocation proposals and development compliance reporting. Possible repositories for this information include the existing national Australian Network for Plant Conservation translocation database and existing State and Territory databases (which already require contributions as a condition of licensing requirements) with new provisions to identify and search for translocation records. These databases could then be linked to the Atlas of Living Australia and the Australian Threatened Plant Index. Once established, proposals for mitigation translocation could be evaluated using these databases to determine the viability of mitigation translocation as an offset measure and to build on the work of others to ensure better outcomes for plant conservation, where translocations occur.

Increasing greenhouse effects and global warming have been threatening the environment. Cities have directed their development strategies towards smart policies aiming to improve the quality of life of their inhabitants through sustainable environment and energy resources. Therefore, it became a very critical strategy to redefine urban energy sources and apply green technologies in all means of city lives for sustainable cities and reaching Sustainable Development Goals. In this chapter, background information for the role of cities in climate change and environmental pollution globally will be explained. Then a theoretical framework for smart cities and their important features focusing on technology innovation, smart governance, energy efficiency, waste management, as well as green buildings, smart grid-smart lighting, and smart mobility will be analyzed. Finally, sustainable development policy suggestions for sustainable plans and programs at the urban level within the current legislative framework will be put forth.
