Abstract Protected areas can be parts of larger ecosystems, and land use changes in the unprotected part of the ecosystems may threaten the biological diversity by affecting the ecological processes. The relationship between protected areas and their surroundings has been influential in understanding the role of spatial planning in nature conservation. This article focuses on the problem that Turkey’s protected areas are vulnerable to pressure and threats caused by land use changes. Spatial planning serving as a bridge between nature conservation and land use is the solution for effective nature conservation in Turkey. Thereby, the aim of this article is to develop a conceptual framework which offers spatial planning as an effective tool to bridge the gap between land use change and nature conservation. In this context, first literature review is conducted, and systematic conservation planning, evidence-based conservation planning, bioregional planning and national system planning are presented as effective planning methods in nature conservation. In addition to literature review, official national statistics and Convention on Biological Diversity’s country reports are utilized to shed light on Turkey’s current state. Finally, a conceptual framework is defined, the main differences with the current situation are revealed. The results indicate that an effective planning system for Turkey’s protected areas incorporates a holistic, target-oriented system defining the spatial planning process for protected areas. The spatial planning system to be developed in this context is also used by decision-makers in evaluating the ecological effectiveness of existing plans.

Cross taxa congruence was investigated between butterfly taxa and ecological community for fine spatial scale (10 × 10 km² UTM grids) in north-eastern part of Turkey. The study area was evaluated within the scope of systematic conservation planning, and analyses were performed for sets of priority protected areas composed using complementarity-based site selection software Marxan. Cross taxa congruence was subsequently examined both in species richness and ecologic complementarity. Accordingly, it has been observed that the cross-taxon congruence between butterfly taxa and ecological community was relatively better than the results of previous studies. Another remarkable finding is that ecological community was a more robust surrogate than butterfly taxa. Although the results are valuable for conservation studies, they highlight the fact that a simple surrogate-based site selection would be inadequate to represent overall biodiversity.  The weakness of congruence patterns among surrogates would also lead to gaps in biodiversity conservation. These findings therefore draw attention to the necessities of incorporating surrogates of distinct ecology or some other surrogates like environmental parameters into conservation planning. Otherwise, there may be mistakes regarding species representation and the vast majority of species may be misrepresented in protected areas and protected area plans. At this point, it should be emphasized that understating cross taxa congruence and/or relationships is a key component for efficient biodiversity conservation.

AbstractSpatial prioritizations and gap analyses are increasingly undertaken to allocate conservation resources. Most spatial prioritizations are conducted without specifying the conservation instruments to be implemented and gap analyses typically assess formally protected areas but increasingly include private land conservation instruments. We examine conservancies to see if these voluntary instruments contribute towards achieving goals of South African conservation planning initiatives. We conducted a nationwide survey and interviews with conservancy members in Gauteng and the Eastern Cape. Conservancies have potential for assisting South Africa to achieve conservation planning goals at national and local scales but their inclusion in spatial prioritizations and gap analyses predicates improved protection for nature, operational refinement and increased support. We sound a warning to conservation planning initiatives that incorporate voluntary instruments on private land, and present recommendations for strengthening such instruments to make them more effective. Our findings may assist conservation planners elsewhere to design more effective conservation planning initiatives focused on private land.

AbstractConservation of large carnivores is challenging as they face various threats, including habitat loss and fragmentation. One of the current challenges to tiger Panthera tigris conservation in India is the conversion of habitat to uses that are incompatible with conservation of the species. Bringing more tiger habitat within a protected area system and in the process creating a network of connected protected areas will deliver dual benefits of wildlife conservation and protection of watersheds. Focusing on the southern Indian state of Karnataka, which holds one of the largest contiguous tiger populations, we attempted to address this challenge using a conservation planning technique that considers ecological, social and political factors. This approach yielded several conservation successes, including an expansion of the protected area network by 2,385 km2, connection of 23 protected areas, and the creation of three complexes of protected areas, increasing the protected area network in Karnataka from 3.8 to 5.2% of the state's land area. This represents the largest expansion of protected areas in India since the 1970s. Such productive partnerships between government officials and conservationists highlight the importance of complementary roles in conservation planning and implementation.

SUMMARYConservation planning relies heavily on representativeness patterns. In Chile, this has not been assessed at the species level. This study evaluates floristic representativeness in the National System of Protected Areas (SNASPE). Species rarefaction and non-parametric estimators were used to extrapolate total representativeness. Given that conservation planning in Chile is mainly based on protecting vegetation types, the effectiveness of using vegetation types as a surrogate of plant species was evaluated based on richness and complementarity. The study found available information for 42% of the 96 protected areas of continental Chile. According to this information the SNASPE protects at least 48% of the native vascular flora. The southern area protects the largest number of species, most of which are non-endemic natives. The largest number of endemic protected species was found in the central-northern area. The SNASPE in its full range is projected to protect 64% of the vascular flora of Chile. Richness and complementarity surrogacy analyses showed weak effectiveness of vegetation types as a surrogate of plant species, although complementarity performed slightly better than richness. Surrogacy effectiveness was lower for endemic species, probably due to their narrow distributions that are more easily missed when vegetation types are considered instead.

SUMMARYProtected areas (PAs) have been selected using either subjective or objective criteria applied to an extremely limited subset of biodiversity. Improved availability of species distribution data, better statistical tools to predict species distributions and algorithms to optimize spatial conservation planning allow many impediments to be overcome, particularly on small islands. This study analyses whether 219 species are adequately protected by PAs on Pico Island (the Azores, Portugal), and if they are as efficient as possible, maximizing species protection while minimizing costs. We performed distribution modelling of species’ potential distributions, proposed individual conservation targets (considering the context of each species in the archipelago and their current conservation status) to determine the efficiency of current PAs in meeting such targets and identify alternative or complementary areas relevant for conservation. Results showed that current PAs do not cover all taxa, leaving out important areas for conservation. We demonstrate that by using optimization algorithms it is possible to include most species groups in spatial conservation planning in the Azores with the current resources. With increasing availability of data and methods, this approach could be readily extended to other islands and regions with high endemism levels.
