Changes in the past two decades have improved the position of the deaf in Brazil: Brazilian Sign Language (Libras) is an officially recognized language, deaf children can go to school, and bilingual education is available to deaf students. However, many deaf children do not attend school, and enrollment rates in high school and higher education are low. Moreover, the language policy views of the Brazilian deaf movement and the Brazilian Ministry of Education do not align. The deaf movement pleads for bilingual deaf schools, whereas the Brazilian government follows an inclusion policy. This chapter presents an overview of the position of the deaf in Brazil and their participation in education, considering national deaf policy and its implications for and impact on deaf education. Teaching practices in bilingual education are discussed, and recommendations and challenges for Brazilian deaf education are considered.

As tecnologias de informação proporcionaram avanços na comunicação para usuários com necessidades especiais, tais como os surdos, que utilizam a língua de sinais (LIBRAS) para trocar informações. Atualmente, é obrigatória a oferta de ensino bilíngue (Libras – Português) aos alunos surdos. Em materiais educacionais digitais para deficientes auditivos é comum identificar o conteúdo sendo apresentado por diferentes elementos de mídia, como vídeos, imagens e texto em movimento de maneira simultânea. Desta forma, o presente artigo verificou os principais focos de atenção do usuário surdo tendo em vista a tipografia em movimento em materiais didáticos bilíngues. Para tanto, realizou um estudo por meio do rastreamento ocular com o auxílio do equipamento eye trackingna interação de um usuário surdo com conteúdos educacionais desenvolvidos pelo Instituto Nacional de Educação para Surdos (INES) juntamente com uma entrevista. Como resultado percebeu-se a dificuldade na compreensão das informações simultâneas, a preferência pelo conteúdo apresentado em Libras, bem como a possibilidade de melhorias nos materiais didáticos destinados ao público surdo.*****Information technologies have provided advances in communication for users with special needs, such as deaf people, who use sign language to exchange information. Currently, the offer of bilingual education in Brazil is compulsory for deaf students. In digital educational materials for the hearing impaired is common to identify the content being presented by different media elements, such as videos, images and moving text simultaneously. Therefore, the present paper verified the main attention focuses of the deaf user in view of the typography in motion in bilingual didactic material. To do so, a study was carried out using ocular tracking with the aid of eye-tracking equipment in the interaction of a deaf user with educational content developed by the National Institute of Education for the Deaf (INES - Brazil) together with an interview. As a result, the difficulty in understanding the information presented by different elements of the media simultaneously was perceived. Also, the preference for the content presented in Libras was identified, as well as the possibility of improvements in the didactic material destined to the deaf public.

Resumo: A ampliação do acesso de estudantes surdos à Educação Superior torna necessário um aprofundamento na reflexão sobre como as práticas pedagógicas dirigidas a estes sujeitos influenciam no seu processo de permanência nesse nível de ensino. Este artigo tem por objetivo discutir acerca das estratégias de mediação pedagógica para a permanência de acadêmicos surdos no ensino superior. A partir desse objetivo o texto tece algumas abordagens filosóficas da educação de surdos e desconstruindo “velhos” paradigmas, a partir do advento da Lei da Libras como reconhecimento linguístico. Nesse contexto defende-se a compreensão do sujeito surdo como produtor de conhecimento, portanto, um sujeito social, cultural, cognoscente e político. O procedimento metodológico utilizado para discussão desta temática configurou-se em uma pesquisa bibliográfica, Revisão de Literatura Exploratória, que partiu de uma análise estrita de fontes de estudos já elaborados como livros, artigos e periódicos que tratam sobre os aspectos das estratégias pedagógicas, letramento, cultura e das interações em relação à aprendizagem. Para discussão das estratégias de medição pedagógica voltadas para a permanência de estudantes surdos na Educação Superior autores como COULON (2008); PERLIN (2002); PIMENTEL (2006, 2007, 2012); QUADROS e SCHMIEDT (2006); e VYGOTSKY (1998) dentre outros são utilizados, e apontam como resultados a consolidação de um ensaio teórico e pedagógico que permite a compreensão da temática em questão com vistas a fomentar aprendizagens significativas a fim de favorecer o processo de permanência destes sujeitos.Palavras-chave: Mediação pedagógica, permanência na Educação Superior, estudantes surdos,LibrasAbstract: The expansion of the access of deaf students to Higher Education makes it necessary to deepen the reflection on how the pedagogical practices directed to these subjects influence in their process of permanence in this level of education. This article aims to discuss pedagogical mediation strategies for deaf academics in higher education. From this objective, the text weaves some philosophical approaches to the education of the deaf and deconstructs "old" paradigms, from the advent of the Brazilian Sign Language (known as “LIBRAS”) as a linguistic recognition. In this context it is defended the understanding of the deaf subject as producer of knowledge, therefore, a social, cultural, cognoscent and political subject. The methodological procedure used to discuss this theme was set out in a bibliographic research, Review of Exploratory Literature, which started from a strict analysis of sources of studies already elaborated as books, articles and periodicals that deal with aspects of pedagogical strategies, literacy, Culture and interactions in relation to learning. For discussion of pedagogical measurement strategies aimed at the permanence of deaf students in Higher Education, authors such as COULON (2008); PERLIN (2002); PIMENTEL (2006, 2007, 2012); QUADROS and SCHMIEDT (2006); and VYGOTSKY (1998), among others are used, and point out as results the consolidation of a theoretical and pedagogical essay that allows the understanding of the subject in question with a view to fomenting significant learning in order to favor the permanence process of these subjects.Keywords: Pedagogical mediation, permanence in Higher Education, deaf students, Brazilian Sign Language ( Libras ).

The Norwegian National Curriculum in 1997 introduced four subject curricula for deaf students as part of new legislation giving deaf students who have acquired sign language as their first language the right to instruction in the use of sign language and through the medium of sign language. A few years later, new hearing technologies contributed to substantial changes in the educational context. This situation has challenged the school system, schools, and teachers. The chapter is organized in three sections. First, the educational system and the process leading to the introduction of new legislation is presented. The second section deals with information about the use of curricula for deaf students. The last section discusses issues of students’ achievements, classroom processes, and national policies.

The article discusses the extent to which multiculturalism has had an impact in the emerging reforms in higher education in Brazil, against the backdrop of the rise of a new non-Conservative, Labour-oriented government whose political agenda is marked by a discursive stand against conservatism, neo-liberalism and neocolonialism. Building on a postcolonial critical multicultural approach and on the need to include ideology in discussions concerning educational reform, it argues that educational policies should work towards valuing cultural diversity and challenging discriminatory practices without falling into dichotomies that freeze subject and institutional identities and fail to consider their mobility, hybridization and contingency. It then proposes alternative perspectives to consider future policies in education that take multiculturalism on board in a transformational perspective.

Purpose This paper aims to analyze strategies that promote sustainability in higher education institutions (HEIs), focusing on the case study of a federal institute of higher education in Brazil. Design/methodology/approach The research was based on a scientific literature review on sustainability in HEIs, to identify the recurrent actions for sustainability in these institutions; and a case study of a federal institute of higher education in Brazil, to illustrate how these actions are being implemented by HEIs. Findings Concerns about sustainability, prompted by the Brazilian federal legislature, led federal HEI to change its internal processes, infrastructure and organizational culture toward sustainability. Practical implications The findings presented in this study, more specifically the sustainability plan of the Federal Institute for Education, Science and Technology of Santa Catarina, aligned with the recommendations proposed, can be used and replicated in other HEIs. Originality/value Scientific literature about organizational changes led by sustainability concerns, in HEIs specifically, still needs more attention in the academia. By addressing the case of a Brazilian public institution of higher education, this paper contributes to the literature on sustainability in higher education by reporting the process of implementation of a sustainability plan.

The use of LIBRAS (Brazilian Sign Language) during the classes helps in the learning of deaf students. By creating an illustrative Handbook we seek to facilitate the learning of the deaf student and advise teachers in the area of Biological Sciences. After the preparation of this material we verify how essential it is that other students have access to it, seeking to disseminate it.
