Effective policy frameworks are essential when developing e-government projects. Participatory e-government practices that facilitate civic engagement depend upon a combination of direct and indirect information and communication technology (ICT) policies. Direct policies focus on infrastructure development and enhancing citizens’ ICT adoption and use. Indirectly, ICTs can be used to support policy processes through, for example, information dissemination and the provision of spaces for deliberation. This chapter examines Australian e-government initiatives, suggesting that local governments provide a useful context for online civic participation and engagement. However, local initiatives are often developed on an ad hoc basis and are largely limited to the provision of one-way information and service delivery features. Conversely, federal documentation addresses both direct and indirect ICT policy areas and stresses the value of online civic participation. Yet, there is a significant disconnection between federal ideals of engagement and the actual implementation of two-way participatory practices, with service delivery mechanisms again prioritised. This chapter suggests that greater online civic engagement may be achieved through a policy approach that combines national guidance and resources with local knowledge, while using policies to support ICTs and ICTs to support policy processes.

This study aims to analyse the potential of sharia bonds in the region as an alternative to local financing. This research is a kind of literary descriptive qualitative research using SWOT analysis. The results of this study indicate that in the area of sharia bonds is an alternative worth considering regional funding compared to other funding. Regional autonomy is a policy given by the central government to local governments. The granting of this right to autonomy will encourage the acceleration of economic development in the community. Local governments begin to regulate all affairs in their regions independently so that they will be faster in overcoming all existing problems, including problems of community welfare. The implementation of regional autonomy also gives full rights to regional governments, including in financial management in the regions. Effective, efficient, transparent and responsible financial management is an important basis for improving the community's welfare. Of course, increasing the financial performance of local governments will also increase the human development index. The performance of the local government needs to be assessed as a form of our supervision to the government. This government performance assessment can be measured through the ratio of regional independence, effectiveness and efficiency. In addition, proper management of existing resources in the area will be able to improve the welfare of the community. The purpose of this study is to empirically test the ratio of independence, effectiveness, efficiency to the human development index by controlling regional characteristics in the form of capital expenditures, operational expenditures, government size, regional original income, and population. The amount of data in this study were 29 districts and 6 cities in Central Java during 2015-2019. The results of this study state that the independence ratio, effectiveness ratio, and efficiency ratio can have a significant effect on the human development index. In addition, the control variables for regional characteristics in the form of capital expenditures, operational expenditures, government size, and population are able to influence the human development index. Meanwhile, local revenue has no effect on the human development index.

Many researchers have highlighted the necessity of disaster prevention countermeasures based on regional characteristics. However, in situations wherein disaster prevention measures are executed, often, no index (data) objectively indicates the risk of disaster considering regional characteristics. Therefore, disaster prevention measures are sometimes implemented without considering regional characteristics. As such, a way to extract and present disaster prevention countermeasures and examples that consider regional characteristics, including the risk of disaster are now needed. In the present study, we search for indices of the regional characteristics necessary to implement disaster prevention countermeasures and study a method to extract these countermeasures and examples based on the indices. In addition, the appropriateness of the method to extract the disaster prevention countermeasures and examples considering regional characteristics is verified through a questionnaire survey and interview.

Although sanitary household waste disposal was achieved in China, an efficient source separation system has not been built yet. The Unit Pricing System has been proved effective for household waste sorting by developed countries and regions, while rare developing countries have successfully introduced the system in their local context. The study, taking an interactive perspective of dominant factors of residents’ waste sorting and governments’ intervention, combines theoretical analysis with system simulation to dissect the evolution process of residents’ waste sorting and local governments’ Unit Pricing System policy making, and to provide a Unit Pricing System policy making tool to support policy implementations. The results suggest introducing a Unit Pricing System can significantly push ahead the household waste sorting behaviour for cities with relatively low initial status of environmental awareness, and immediately trigger sorting behaviours for cities with higher initial status of environmental awareness. The study can also benefit other developing countries when imposing waste sorting management instruments.
