Regional autonomy is a policy given by the central government to local governments. The granting of this right to autonomy will encourage the acceleration of economic development in the community. Local governments begin to regulate all affairs in their regions independently so that they will be faster in overcoming all existing problems, including problems of community welfare. The implementation of regional autonomy also gives full rights to regional governments, including in financial management in the regions. Effective, efficient, transparent and responsible financial management is an important basis for improving the community's welfare. Of course, increasing the financial performance of local governments will also increase the human development index. The performance of the local government needs to be assessed as a form of our supervision to the government. This government performance assessment can be measured through the ratio of regional independence, effectiveness and efficiency. In addition, proper management of existing resources in the area will be able to improve the welfare of the community. The purpose of this study is to empirically test the ratio of independence, effectiveness, efficiency to the human development index by controlling regional characteristics in the form of capital expenditures, operational expenditures, government size, regional original income, and population. The amount of data in this study were 29 districts and 6 cities in Central Java during 2015-2019. The results of this study state that the independence ratio, effectiveness ratio, and efficiency ratio can have a significant effect on the human development index. In addition, the control variables for regional characteristics in the form of capital expenditures, operational expenditures, government size, and population are able to influence the human development index. Meanwhile, local revenue has no effect on the human development index.

The structure of Regional Development Budget (hereafter APBD) of Papua Province, which is mostly sourced from  Government transfers tends to increase every year. This requires prioritising the use of capital expenditure that can improve the welfare of the community. However, it is an irony that the poverty rate in Papua Province ranks first in Indonesia as indicated by the Human Development Index (HDI), below the national average HDI. The objective  to analyse the structure of the APBD (General Allocation Fund - hereafter DAU, Special Allocation Fund - hereafter DAK and Revenue Sharing Fund - hereafter DBH) and financial performance of Papua's Human Development Index in 2013-2018 with capital expenditure as an intervening variable. Quantitative approach is used with secondary data type, which is processed using the IBM SPSS Amos application.  This study indicate that the increasing APBD structure will be able to increase the HDI but capital expenditure does not mediate the APBD structure to the HDI. Furthermore, financial performance has no impact on increasing the HDI as the capital expenditure does not mediate financial performance on the human development index.

The Human Development Index (HDI) is one of the data and information used by local governments to measure the achievement of human development. HDI is formed by three basic dimensions, namely a long and healthy life, knowledge, and a decent standard of living. This study explain whether there is an influence and to obtain the magnitude of the influence of the expected number of years of schooling, the average length of schooling, and the per capita expenditure together on the Human Development Index in Central Java Province. This study was completed using multiple linear regression analysis with the help of SPSS 1.6 (Statistical Package for Social Sciences) software. The results of this study indicate that the expected length of schooling, average length of schooling, and per capita expenditure have a significant effect on the human development index, which is 97.8% and only 2.2% is influenced by other factors.

Penelitian ini bertujuan untuk menganalisis secara emperik pengaruh kinerja keuangan pemerintah daerah terhadap indeks pembangunan manusia, pertumbuhan ekonomi dan menganalisis secara empirik apakah pertumbuhan ekonomi mampu memediasi kinerja keuangan terhadap indeks pembangunan manusia. Penelitian ini dilakukan pada sepuluh Kabupaten/Kota di Provinsi Maluku Utara, dengan menggunakan data yang bersumber dari BPS provinsi Maluku Utara maupun BPS kabupaten/kota, data Laporan Bank Indonesia dan Laporan Kementerian/Lembaga dari tahun 2014-2018. Teknik analisa data dalam penelitian ini menggunakan analisis regresi dengan metode Analisis Jalur (Path Analisis). Hasil penelitian menunjukkan bahwa dari lima hipotesis yang diajukan, tiga hipotesis terdukung dan dua hipotesis tidak terdukung.Kata kunci: Kinerja Keuangan Daerah, Indeks Pembangunan Manusia, Pertumbuhan Ekonomi This study aims to analyze emperically the influence of Regional Government Financial Performance on the Human Development Index, Economic Growth and analyze empirically whether Economic Growth is able to mediate Financial Performance on the Human Development Index. This research was conducted in ten districts/ cities in North Maluku Province, using data sourced from BPS North Maluku province and BPS districts/ cities,data Bank Indonesia Report and Ministry/ Institution Report from 2014-2018. Data analysis techniques in this study useregression analysis with the Path Analysis method. <p>There are many potentials in the sector of <em>silvoagriculture, silvopastura </em>and <em>silvoagrofisher</em>y at Kandri and Cepoko district as “green belt” areas of Semarang. Unfortunately, these potentials do not give a significant impact on society yet. This is due to the lack of farmer’s institution system, limited human resource, and infrastructure. The Triple Helix approach involving academician, businessman, and government is found to be less optimal. The study aims to assess the effectiveness of the model used for empowering the farmers at dry land area through the Quadruple Helix approach as the development of Triple Helix one involving academician, businessman, civil society, and government. The locus of the research area is Kandri and Cepoko district at Gunungpati subdistrict in Semarang City of Central Java Province, Indonesia. This research employed qualitative and quantitative approaches. In the qualitative approach, the data are analyzed using an interactive model. While the quantitative approach, Human Development Index (HDI) analysis is employed. The results find that farmers' empowerment program is conducted through the Quadruple Helix approach by involving academicians, businessmen, local governments and civil society groups at the villages. Then, the HDI calculation results show that the index of human development in Kandri has decreased 0.09444. Before the program, it was amounted from 0.82367 to 0.72923. Whereas, the human development index of farmers in Cepoko before the program has increased from 0.83142 to 0.84085. Its increase reaches 0.09425. This indicates that the farmer group at Cepoko district is more resistant to national economic issues such as the weak exchange rate than the farmers in Kandri disctrict. Therefore, this study makes recommendation that farmers should organize integrated farming by establishing integrated economic region so that they can make use of existing resources efficiently and effectively.   </p>

In the last ten years the Human Development Index (HDI) in Tabalong Regency, South Kalimantan Province has always been at the bottom of all regencies/cities, namely between 9th and 10th, this is very sad because it is contrary to the condition of Tabalong District which is rich in Natural Resource. In connection with this the local government is trying to find ways to improve HDI so that it can catch up with other regions. Gerbang Emas Bersinar Program, which began in 2015 by local governments targeting mainly in the fields of economy, health education and people's welfare, was able to improve the HDI of Tabalong Regency, which had always been ranked lower in the last few years, always in the top 5. This research will explain how tGerbang Emas Bersinar Policy can contribute to the improvement of HDI in Tabalong Regency.

This study aims to analyze the effect of capital expenditure in the form of regional government budgets to obtain fixed assets, the Human Development Index and Unemployment to the Poverty Level in Gorontalo Province. The data used are secondary data obtained from the Gorontalo Province Central Bureau of Statistics and the Registration Management Information System (Simreg Bappenas) during the period 2010-2015, the unit of analysis is 5 districts 1 city in Gorontalo Province. The research estimate uses panel data multiple regression analysis with the Fixed Model Effect (FEM) method. The results of the study indicate that (i) The amount of capital expenditure allocated by each region in Gorontalo Province shows a positive and significant influence on the Poverty Level in the 2010-2016 period. (ii) The Human Development Index, which is a benchmark for the achievement of an area in three basic things such as life expectancy, education level, and a decent level of life, turned out to have a positive and significant influence on the District / City Kemskinan Level in Gorontalo Province. (iii) Unemployment has a positive but not significant effect on the District / City Poverty Level in Gorontalo Province in the period 2010-2016.Keywords: Capital Expenditures, Development Index, Unemployment, Poverty

West Borneo's rank of human development index (HDI), which currently is one of the five ithe lowest position of all of Indonesia, requires attention from all parties. Education, one of the indicators assessed in this HDI, certainly has an important role. Vocational education, which produces skilled and ready-to-work graduates, has a big role in accelerating West Borneo's human development. This article aims to examine the importance of implementing evidence-based education or orginally evidence-based practices (EBPs) especially in vocational education. The implementation of evidence-based education can bridge the gap between the findings of research in the field of education and the practice of education in the field or school. The study in this article is qualitative research, which uses documents as information or data to be analyzed. Findings show that the mapping of the number of vocational education institutions and existing industries was very necessary to conduct. In addition, collaboration between local researchers and academics, the world of industry and local governments has a high urgency to do.

This study aims to analyze the effect of Local Own Income, Balanced Funds, Capital Expenditures and Human Development Index on Economic Growth in Surakarta City 2010-2017.The method of determining the sample used in research is the saturated method. The analytical methodology used in the study was carried out with multiple regression with the SPSS 25 program. The results obtained from the research showed that local revenue, balanced funds and capital expenditures did not partially affect economic growth in the city of Surakarta during the 2010-2017 period. Meanwhile, the Human Development Index has a partial effect on Economic Growth in the City of Surakarta during the 2010-2017 period.
