 Increasing urbanization has been a major challenge to tackle issues relating to population growth, housing, infrastructure development and urban management in Nepal. Initiatives have been taking by the stakeholders of urban sectors in different course of action plans. New town development, smart city development, preparation and implementation of various strategic plans and action plans are some of the initiatives undertaken by the Ministry of Urban Development, Government of Nepal. At present, the Ministry of Urban Development is preparing intervening plans and programmes to 40 towns for planned urban development in Nepal. Some of these towns are already in pace of development and some others are in infancy stages. Balance urban development strategy so far is a strategy of government of Nepal however theory of political economy of development is inherently coming in selection of the towns, and basically in implementing the plans. Therefore, most of the prepared action plans are in question of effective implementation. Among the prioritized new towns of Nepal, some of these towns particularly smart cities are in very infancy stages of infrastructure development in which ‘smartness’ itself falls into huge dilemma. Therefore, more challenges are added in implementing the smart cities into action plan. However, new towns of Hilly and Tarai-Madhesh area will definitely provide the opportunities to cater population and create more opportunities. In this context, this study focus on the new town development and their spatial distribution in Nepal through the collection of primary information and review of previous literature.

Due to Melbourne's ongoing growth, there is continuous pressure on its transportation infrastructure. Further, to maintain its position as one of the most livable cities in the world, Melbourne needs to always look at ways to optimize technology and lifestyle while being conscious of its effects on the environment in order to encourage a sustainable development agenda. Such a stance is part of Melbourne's future sustainable urban development strategy including ‘Melbourne 2017-2050.' As a part of such strategy, this article discusses the possibility of underground urban structures (UUS) to further alleviate Melbourne's continuous urban development problems. Four case studies, Lujiazui, Hongqiao, Montreal, and Helsinki, were studied. These four case studies have some comparability with Melbourne's CBD. Particularly, both Montreal and Helsinki have relevance to Melbourne which is appealing. Predominantly, these two cities' main objective of UUS matches that of Melbourne's long-term urban planning goals. Noticeably, improving the livability along with reducing building operational costs are central to Melbourne's 2017-2050 planning and beyond. According to Melbourne 2017-2050, as a sustainable urban development focus, the city's high livability needs to be maintained together with finding alternative ways to reducing building operational costs. This research would thus serve as a springboard to further investigate the UUS for Melbourne city.

While cellular automata (CA) has become increasingly popular in land-use and land-cover change (LUCC) simulations, insufficient research has considered the spatiotemporal heterogeneity of urban development strategies and applied it to constrain CA models. Consequently, we proposed to add a zoning transition rule and planning influence that consists of a development grade coefficient and traffic facility coefficient in the CA model to reflect the top-down and heterogeneous characteristics of spatial layout and the dynamic and heterogeneous external interference of traffic facilities on land-use development. Testing the method using Nanjing city as a case study, we show that the optimal combinations of development grade coefficients are different in different districts, and the simulation accuracies are improved by adding the grade coefficients into the model. Moreover, the integration of the traffic facility coefficient does not improve the model accuracy as expected because the deployment of the optimal spatial layout has considered the effect of the subway on land use. Therefore, spatial layout planning is important for urban green, humanistic and sustainable development.

There is currently a phenomenon of global urbanization, where in Europe intermediary cities play a major role by concentrating more than 40% of the European urban population. These types of cities have specific challenges regarding their sustainability and are key to meeting the objectives set out in the UN 2030 Agenda (United Nations, UN), due to their local character and proximity to the citizen. The intermediary cities of Andalusia in Spain, its urban sustainable development and its relationship with water are the object of analysis in this article. They are analyzed through the winning plans in the first call of the Spanish “Integrated Sustainable Urban Development Strategy ” (ISUDS). In this process, the citizens are the main actors through their participation in the elaboration of the ISUDS, in which they express the scope of the “hydrosocial contract ” of citizenship. The research presented in this article analyzes the latter through a methodological framework applied to the ISUDS, which shows the unequal interest of Andalusian intermediary cities when integrating water into their sustainable development. The article ends with a series of recommendations that make it possible to bring these cities closer to the “water sensitive cities ” stage.

The article is an attempt to rethink the interaction between urban communities, Urban governance bodies, architects and town planners in matters of urban development strategy for the case of Ulyanovsk city.A number of problems, such as low functional appeal of the central space, the lack of urban development strategies, formal participation in the development and adoption of urban development programs requires a new approach in the current socio-economic environment. Entering the setting of project objectives for the development of the central city area is not possible without an analysis of the current situation, the development of urban planning strategies and discuss, which is difficulty realizable within the existing administrative structure. Consolidation of efforts to make decisions on urban planning strategies available with the participation of stakeholders: Urban governance bodies, architects, people, and creating an environment of interaction: social complex, the Center for Urban Initiatives (CUI). As part of the CUI is to develop, negotiate and influence decisions on urban development strategies and integration in the development of the city and the creation of a comfortable urban environment.Create a full environment for the public and professional discussion on urban prospects can solve some urgent problems of the city.
