The baseline and barriers to the formation of energy-saving policy and energy efficiency in Ukraine were analyzed in the article. The current state of energy supply and energy use in the country was estimated. The mechanisms of energy efficiency policies in the developed countries of the world and the possibility of their application in Ukraine were evaluated. The critical analysis of energy efficiency policy in Ukraine was represented, as a result of this analysis the recommendations for energy efficiency improvement were developed.

This research presents an energy efficiency improvement solution for supermarkets with the use of low-E glass doors for open refrigerators and a digital semi-hermetic compressor to fix the speed of semi-hermetic compressors. The impact of a door’s installation causes its load to be reduced by 40%, and the compressor shuts down frequently, which decreases its lifetime. In order to ensure that energy-saving solutions do not affect maintenance costs, the installation of a digital semi-hermetic compressor is proposed to lower costs and save energy. Our economic results from tests carried out at a 3000 square meter supermarket, which was open from 6:00 am to 12:00 am and in which we installed 82 doors on 15 open refrigerators, showed a 1.1-year payback period with an energy saving rate of 192,220 kWh/year for store No.1 (R22) and in which we installed 80 doors on 15 open refrigerators, showed a 1.4-year payback period with an energy saving rate of 171,185 kWh/year for store No.2 (R404A). The energy-saving effects of the digital semi-hermetic compressor, which fixes the speed of the semi-compressor and solves the problem of impact from fridge door installation, showed a 2.9-year payback period with an energy saving rate of 26,890 kWh/year for store No.1 (R22) and showed a 2.9-year payback period with an energy saving rate of 26,571 kWh/year for store No.2 (R404A). The results of store No.1 (R22) and store No.2 (R404A) showed no differences. This research is an extension of an energy-saving project that can be carried out on a continuous basis, increasing the efficiency of energy use and being a sustainable source of energy conservation.

University buildings are relatively energy-intensive. In Sweden, universities usually operate in rented buildings. In this study, interviews were carried out among three categories of stakeholders in a Swedish university to understand their perceptions of energy use and challenges to improve energy efficiency. As per most interviewees, the university’s top management and Akademiska Hus, which owns the buildings, have the main responsibility to reduce the buildings’ energy and carbon footprint. The heads of departments raised the concern on the non-availability of energy data to take actions to reduce energy use. The use of sensors and information technologies to monitor space use, energy use, and indoor environment are attractive to different stakeholders. The implications of the interview results are discussed.

For the Russian economy, the most crucial prerequisite for its moving towards sustainable development would be strong improvement of performance of the domestic enterprises and production complexes. It is obvious that this issue should be addressed with due consideration of the special aspects relevant to social and economic growth of various Russian areas, along with creating a respective cluster-based infrastructure. Therefore, all arrangements aimed at performance efficiency improvement should be reconciled with the social and economic development strategies designed for a particular area, and should be well considered when working out strategic development plans for the regional industrial and territorial clusters, as well as particular enterprises and production plants. This paper includes an analysis of the dynamics pattern of the main indicators characterizing the energy use efficiency in regard to the largest enterprise forming the core of the petrochemical cluster in one of the Russian regions. The study furthermore shows the determined factors bringing the greatest impact on the production energy efficiency improvement. The authors also describe the prospects for production energy intensity reduction against the backdrop of the electric energy and power market liberalization, and explain how accommodation of the industrial clusters’ activities to the changes taking place in the macroeconomic environment for business entities may determine the need for addressing a whole range of fundamentally new issues of methodological, methodical and organizational nature, which are relevant to development of a cluster behaviour strategy in response to the competitive electric energy market.
