This study proposes an intelligent algorithm that can realize information fusion in reference to the relative research achievements in brain cognitive theory and innovative computation. This algorithm treats knowledge as core and information fusion as a knowledge-based innovative thinking process. Furthermore, the five key parts of this algorithm including information sense and perception, memory storage, divergent thinking, convergent thinking, and evaluation system are simulated and modeled. This algorithm fully develops innovative thinking skills of knowledge in information fusion and is a try to converse the abstract conception of brain cognitive science to specific and operable research routes and strategies. Furthermore, the influences of each parameter of this algorithm on algorithm performance are analyzed and compared with those of classical intelligent algorithms trough test. Test results suggest that the algorithm proposed in this study can obtain the optimum problem solution by less target evaluation times, improve optimization effectiveness, and achieve the effective fusion of information.

In order to maintain the training quality and ensure efficient learning, the introduction of a scalable and well-adapted evaluation system is essential. An adequate evaluation system will positively involve students in the evaluation of their own learning, as well as providing teachers with indicators on the student's strengths, the specific encountered difficulties and the false or misunderstood studied parts. In this context, we present, in this article, a novel intelligent evaluation methodology based on fuzzy logic and knowledge based expert systems. The principle of this methodology is to reify abstract concepts of a human expertise in a numerical inference engine applied to evaluation. It reproduces, therefore, the cognitive mechanisms of evaluation experts. An im-plementation example is presented to compare this method with the classical one and draw conclusions about its efficiency. Furthermore, thanks to its flexibility, different kinds of extensions are possible by updating the basic rules and adjusting to possible new architectures and new types of evaluation.

Science parks have played an important role in promoting innovation, entrepreneur‐ship, growth of knowledge‐based companies and in turn economic growth within their regions. In this paper, an evaluation system for measuring innovation capability for science parks has been developed, including Innovation Organization Sub‐System (IOSS, mainly for high‐tech firms), Innovation Support Sub‐System (ISSS, e.g., technology intermediaries) and Innovation Environmental Sub‐Systems (IESS). Based on the empirical study on Qingdao Science Park (1994–2008), this paper has demonstrated the use of the system for evaluation and measurement of innovation capabilities for a science park. The findings reveal that the evolution law explained by the evaluation system fitted with three components is consistent with the actual evolution process of the Qingdao Science Park. It confirms that this evaluation system bears a good explanatory power for the development of Science Park. In addition, recommendations to improve the capabilities of continuous innovation for science parks are also given. Santrauka Mokslo ir technologijų parkai yra labai svarbūs diegiant naujovęs, skatinant verslumą ir žiniomis gristų bendrovių augima. Tai savo ruožtų skatina ekonominį regionų augimą. Šiame straipsnyje aprašoma sukurta mokslo ir technologiju parkų inovacinio pajėgumo įvertinimo sistema, kurioje yra organizacijos inovacijų posistemis (skirtas daugiausia aukštųjų technologijų įmonėms), inovacijų paramos posistemis (skirtas, pavyzdžiui, technologijų platintojams) ir inovacijų aplinkos posistemis. Minėta įvertinimo sistema buvo pritaikyta remiantis Qingdao mokslo ir technologijų parko (1994–2008) empirine tyrimo studija. Išvados rodo, kad inovacinio pajėgumo tyrimo įvertinimo sistema pagal tris komponentus atitinka faktine Qingdao mokslo ir technologijų parko raidą. Tai patvirtina įvertinimo sistemos naudingumą vertinant mokslo ir technologijų parkų plėtra. Straipsnyje pateikiamos rekomendacijos, kaip pagerinti naujovių diegimą mokslo ir technologijų parkuose.

Abstract The development of the knowledge-based economy requires undertaking many actions aimed at increasing competitiveness of enterprises. These actions include, among others, the execution of strategic research programs, which are characterized by a great number of levels, a multitude of objectives and results, and high budgets. In order for the program to be managed correctly, it is necessary to have a complex and effective evaluation system dedicated to such types of programs. The article presents a global case study analysis of the evaluation of strategic research programs. The author examines the evaluation criteria and methods used in the evaluation processes at different structural levels of the programs and different times. After getting the results from the analysis, then the author indicates the gaps, which appeared during the evaluation process, and indicates what steps should be taken in order to improve the evaluation process of a strategic research program.
