Application of the analytic hierarchy process to sustainability of water supply and sanitation services: the case of Algeria

Abstract The aim of this paper is to develop a methodological tool for comprehensive evaluation of sustainability of water supply and sanitation services (WSSs) considering all quantitative and qualitative effective factors using the analytic hierarchy process. The proposed method has a significant advantage that determines which aspects have more priority and which ones are less important; hence, it gives a very good guideline for planning and implementation of a country's projects for sustainable development in WSSs. Additionally, the application of the proposed method is shown for Algeria as a case study. six dimensions, 12 criteria and 50 indicators were defined as three different levels of hierarchy for this purpose. Moreover, the matrices of pairwise comparisons were obtained by judgments of 12 experts in different involved fields including policy makers, managers and scientists. According to the results, the most important dimensions were economic (38.3%) and technical (26.1%) aspects. Furthermore, the financial autonomy (18.7%) and technical performance (18.4%) had the highest and transparency (2%) and organization (2.8%) had the lowest weights among all criteria. In addition, indicators with a high overall weight are: operation and maintenance cost, grand balanced budget, reliability, small budget balance, opportunity cost and state subsidy rates for investments.

The marine economy has become a growth point for the regional economy. International resource exchange is mainly achieved through marine transportation. Ports play a vital role in marine transportation and also play an important role in some large-scale international rescue activities. When an emergency occurs in the port, the port emergency logistics system has an important impact on the collection and distribution of materials, which can effectively reduce the negative impact and economic loss caused by the emergency. Through in-depth analysis of the emergency logistics system, design the comprehensive evaluation system of the port emergency logistics distribution system, and based on the characteristics of the grey, fuzzy and difficult to quantify the influencing factors of the emergency logistics distribution system, apply the analytic hierarchy process and grey system theory to establish the gray level comprehensive evaluation model of the port emergency logistics distribution system. In this model, the analytic hierarchy process is used to determine the index weight, and then the grey theory is used to comprehensively evaluate the emergency logistics distribution system. Finally, the port is used as a case to verify the practicability and effectiveness of the model.

In this paper,it is mainly based on the characteristics of index of some equipment, analyses the correspondence between first class index and second class index, studies the calculation of weigh index. Several methods including linear weighted method, Comprehensive fuzzy evaluation method, and the fuzzy Borda method have been taken into account to improve the confirmable methods of judgment matrix in the Analytic Hierarchy Process (AHP). The analyses of three different eqiupment,A system,B system and C system, demonstrates that A system is the best unanimously.

With economic globalization and the informatization of social life, English has become a language extensively used around the globe. The research on the evaluation of English teaching quality is of crucial practical significance and theoretical value. Hence, student evaluation form for the college English classroom teaching quality that has been evaluated and has good reliability is used in this paper to expound the principles of the triangular fuzzy number evaluation method and the range method based on the analytic hierarchy process (AHP). Examples are used to analyze the differences between the two methods as well as their advantages and disadvantages. The comprehensive evaluation result of the teaching quality evaluation of a teacher by using the range method is excellent (85.500 points), and the comprehensive evaluation result by using the triangular fuzzy number method based on the analytic hierarchy process is good (64.818 points). The results show that the range method is better for the comprehensive evaluation of teachers' teaching quality. The statistical analysis results suggest that there are differences between the two methods in the evaluation of the classroom teaching quality in colleges and universities (t = 11.197, P < 0.0001). In the evaluation of the teaching quality by using the triangular fuzzy number evaluation method based on the analytic hierarchy process, the non-linear and fuzzy features of evaluation factors are taken into consideration comprehensively. The weight values of various evaluation indexes are calculated scientifically. The qualitative and quantitative evaluations are combined to obtain the evaluation result of the classroom teaching quality of teachers more objectively, which is of great significance in the practical teaching quality evaluation process.
