Abstract Policymakers have increasingly embraced social enterprises as a vehicle to create job opportunities for the disadvantaged. However, there is limited research on social enterprises in the context of disability in relation to labour market integration. Drawing on the perspectives of representatives of work integration social enterprises and people with disabilities employed in these enterprises (n=21), this study examines whether and how work integration social enterprises promote inclusion for people with disabilities, and also explores the role of WISEs in enabling people with disabilities to transition into open employment. Thematic analysis revealed three key emergent themes: Cocooned inclusion but not transition; Reinforced normative demarcation; and WISEs as a deflection from institutionalizing proactive disability policy measures. This article argues that, although WISEs were able to provide job opportunities for people with disabilities, their purported function in enabling disabled people to transition into open employment remains constrained by factors beyond their control including prevailing norms and the absence of proactive disability employment measures. This article cautions against the over-romanticisation of WISEs as the primary means to ensure the rights of people with disabilities to participate in the labour market. Implications on disability employment policies in relation to social enterprises are discussed.

AbstractThe growing role of civil society organizations (CSOs) in welfare service provision is sometimes portrayed as a threat to welfare state universalism in Nordic societies. In Finland, CSOs co-produce integration services alongside comprehensive official integration programmes, compensating for gaps and shortcomings in those services. We identify three “gaps”, which are (1) limited availability of services in terms of time and target group, (2) lack of direct labour market contacts and (3) limited flexibility to serve individual needs. We assess how CSOs target these gaps with their service offerings through qualitative interviews with policy implementers, CSO workers and migrants. However, CSOs’ role in labour market integration is inherently limited by their services being small scale, short term and project based. We find that due to their independence and limited role, CSOs operate synergistically with official services, extending rather than undermining universalism.

The study examines the role of online discussion forums (ODFs) in the learning process, using Garrison, Anderson and Archer's (2000) Community of Inquiry (CoI) model, particularly on the development of metacognitive skills, higher-order thinking skills and collaborative learning, all of which provide the impetus for workplace skills, such as analytical skills and teamwork. To achieve that, the study adopts the qualitative content analysis method to examine learners’ text submissions in the ODF. An ODF was set up on www.easyclass.com (an online learning management system), and students were invited to post their submissions in the forum bi-weekly for three months. A series of prompts from the course instructor were given to the learners in the ODF bi-weekly after the f2f classroom interaction. The prompts were designed to elicit students' responses, which would provide evidence of students’ learning, such as application of theory to practice, the abstraction of major ideas from a text, appropriate inferences and synthesis of ideas, etc. The analysis of the findings demonstrated evidence of metacognitive awareness, which was facilitated by the asynchronous nature of the discussion forum, as it gives learners sufficient time to engage in thorough research and careful thought before posting their submission. The findings also demonstrated that peer-to-peer knowledge dissemination is best stimulated using the ODF, as it gives learners opportunities to participate actively and to collaborate with their peers in the learning process.

This article focuses on two dimensions of labour market integration, sorting into different industries (niching) and sorting into workplace establishments (segregation) by share of migrant workers. We seek to understand to what degree these two dimensions of immigrants’ lack of labour market integration—niching and segregation—overlap with each other. The study is based on Finnish individual, panel and relational registry data, and we focus on the three largest immigrant groups—Estonians, Russians and Swedes—who have arrived from countries with different wealth levels to the Helsinki metropolitan area. By applying generalised structural equation modelling, we estimate industrial niching and workplace segregation—measured as a degree of overconcentration of immigrants in particular industries and workplace establishments, respectively—jointly. Our main findings show a strong overlap between niching and segregation for all ethnic groups. Segregation and niching levels are the highest among Estonians, but very similar for Russians and Swedes. These findings do not support the cultural similarity argument in immigrant labour market integration. Rather, immigration policy and origin country wealth level may be determinant. Additionally, we found that females are more likely than males to be employed simultaneously in niched industries and segregated workplace establishments, supporting the thesis of gender-based networks.
