Cooperation between Hong Kong and the Shanghai Cooperation Organisation in the Belt and Road Initiative

Existing literature has placed a strong emphasis on foreign linkages for the sustainability of island territories. However, studies have largely focused the effect of Western linkages, leaving the rise of Asian linkages unexplored. Such an investigation is of increasing significance given China’s rise in global politics and its ambitious Belt and Road Initiative (BRI). This article explains island territories’ inclination towards this newfound Chinese influence by comparing two Danish island territories and two Chinese island territories and argues that island territories with strong international linkages tend to face more challenges to accept the BRI, as demonstrated by the cases of Greenland and Hong Kong with stronger US strategic, military, and diplomatic linkages; and vice versa for the Faroe Islands and Macau with relatively weak international linkages. This paper contributes to the literature by moving beyond internal factors, including island types, sizes, and peripheralities, to explore how external factors, namely foreign linkages in international politics, from an alternative geopolitical perspective.

Abstract The Belt and Road Initiative alongside the Shanghai Cooperation Organisation are the latest phase of China’s return to the Eurasian landmass after the collapse of the Soviet Union. China has reshaped Eurasia in several ways, which includes the common definition of this concept, which had largely been perceived as a chiefly Russian entity. This is rooted in Halford Mackinder’s The Geographical Pivot of History, which depicted the Eurasian landmass as a threat to Britain’s maritime hegemony with the advent of rail. While the traditional focus had been on Eurasia as the Russian empire, Mackinder also alluded to a Eurasian empire created by ‘Chinese organised by Japanese’ as a result of the latter’s development during the Meiji Restoration. While this did not come to pass, it has become an imperative to consider the notion of an Asian power in Eurasia due to China’s rise. The purpose of this paper is to argue that China is as much a Eurasian power in the vein of Mackinder’s theories as Russia is, with the BRI providing a potential opportunity to further integrate with Eurasia. In addition, the initiative is also symbolic of China’s bid to create an alternative order both in Eurasia and the wider world as part of its global role to challenge the dominance of the United States, which raises the spectre of Mackinder’s warning over a challenger emerging from the Eurasian Heartland.

President Xi, focusing on building a new pattern of all-round opening up to the outside world and promoting the common prosperity and progress of all countries, put forward a major proposal for the construction of the Silk Road Economic Belt and the maritime Silk Road in twenty-first Century. The bay area economy, as an important coastal economic form, is the highlight of the current international economic map, and is a significant symbol of the world's first-class coastal city. The international first-class bay areas, such as New York Bay area, San Francisco Bay area and Tokyo Bay area, are characterized by openness, innovation, livability and internationalization. The Guangdong-Hong Kong-Macao Greater Bay Area has four world-class cities, name Guangzhou, Shenzhen, Hong Kong and Macao, and the Pearl River Delta city cluster. It has an open economic structure, efficient resource allocation ability, strong agglomeration and spillover function and development international communication network plays a core function of leading innovation and gathering radiation. It is an important growth pole for promoting the economic development of the maritime Silk Road and a leader in technological change. With the help of Portugal's geographical position on the maritime Silk Road and market access advantages within the EU system, the Greater Bay Area should further deepen scientific and technological cooperation, improve the ability of scientific and technological innovation of both sides, let the scientific research subjects of the bay area help Portugal's scientific and technological development, and enhance Portugal's scientific and technological position in the EU. From the perspective of the Belt and Road Initiative, combined with the basic situation and cooperation of China, especially Guangdong, Hong Kong and Macau, and the development of science and technology in Portugal, this article explores the technological fields, policy measures that are suitable for scientific and technological cooperation between the two sides, and puts forward corresponding suggestions to contribute to the technological development of China, Portugal and the global economic and social sustainable development.
