The article is devoted to the consideration of the most important problem of increasing intercountry technological cooperation in the context of the transition to Industry 4.0 - the instruments of this process. It is shown that these instruments should be considered systematically, taking into account new and actualization of some old risks of intercountry technological cooperation. In modern circumstances, the dominant factor in this process is the consistent development of the digital society. The study pays special attention to the disclosure of the essence of the digital society and the digital economy, the development of the concept of "surveillance capitalism". The problem of interaction of digital and analogue economies in the context of the transition using the potential of intercountry technological cooperation to Industry 4.0 is considered, and the need to preserve and develop non-digital (analog) modern technologies in industry is emphasized.

The authors suggest two models of establishing independent international scientific collaboration, being, in fact, a particular form of international scientific and technological cooperation within ‘Megascience’ projects.

This article analyzes why, during the post-Cold War period, Tokyo became aware of the need to reconsider its hard-line relations with Moscow, which had been developed in previous decades. Even in the period preceding the collapse of the USSR, Tokyo did not conceal its intentions to use the difficult socio-economic situation in the USSR and then in Russia to obtain territorial concessions. Even then, however, the Russian side mostly determined the agenda of the Russian-Japanese dialogue, which was largely due to serious mistakes made by Japanese politicians. After Russia emerged from the economic and political turbulence that began unexpectedly for the West and Japan in the 2000s, Tokyo’s new hopes were connected with concessions on the “territorial case” because of Russia’s interest in Japanese investments and technological cooperation, especially for the development of the Far East and adjacent areas. Nevertheless, even here Tokyo faced a fiasco. Before the arrival of the Abe era in late 2012, Japan’s foreign policy toward Russia became increasingly “reactive,” and even later Tokyo’s high-profile initiatives related to the Russian-Japanese agenda often turned out to be old proposals from Moscow that had been made during the time of Michael Gorbachev, and favorable moments for their implementation were largely missed.

The purpose of the study is aimed at performing a verification of the teaching conditions for effective communicative competence formation of the future IT professionals. Creating conditions of success, motivation enhancement, use of engaging group work, encouraging students’ participation in project work are the key factors and conditions for effective communicative competence formation. Scientific literature analysis, "communicative competence" concept clarification; analysis of pedagogical conditions of IT students’ communicative competence formation is discussed in details. Research methodology used is questionnaire, interview, quantitative and qualitative data analysis and processing of the results as well as analysis of class observation in AITU done within the IT students’ communicative competencies research. The national technological development strategy focuses both on the development of science-intensive technologies and technological cooperation and partnership. The need of society in IT specialists with a high personal and professional culture is determined by the need of a sufficient level of communicative competence to build professional relationships in workplace.

Abstract In the late 1970s, after the tumultuous period of the Cultural Revolution, the policy of the government of the People’s Republic of China (prc) in terms of scientific and technological exchanges and cooperation with the United States changed from rejection and exclusion to active participation and promotion. In this process, ideas and views played an important role. The outlook of the Chinese leadership and particularly Deng Xiaoping on science redefined China’s national interests, turning the promotion of Sino-U.S. science and technology cooperation into an active policy of the Chinese government. During the 1970s, the two countries conducted large-scale intergovernmental cooperation in the field of civil science and technology, signed the agreement on scientific and technological cooperation and dozens of memorandums of understanding and protocols, and finally, in 1979, established a long-term scientific and technological cooperation system. The article explores Sino-American relations through the prism of scientific and technological cooperation, showing how this contributed to creating long-term friendly relations beyond other high politics issues.

The article reveals the factors that determine the need to expand the Belarusian-Romanian technological cooperation in the context of the new industrialization of the two countries, namely: the change in the dynamics of foreign trade under the influence of the growing domestic demand of developing countries; reducing the share of intermediate goods and services in international trade; the growing impact of new and emerging technologies on world trade; the need for a new industrialization within the social paradigm Industry 4.0; an unprecedented degree of concentration in several countries of the most important raw materials required for the modern stage of industrialization; an unprecedented rise in global social inequality.

<p>This paper examines two key questions to put the COVID-19 pandemic into a broader perspective: What does our past tell us about pandemics? What can it teach us for the future? Moreover, the paper considers three independents but interconnected analytical perspectives. The first one is about advancing our species on the planet and examining the great technological transformations from a historical viewpoint. The second perspective consists of a reflection on food taboos and their relationship to biodiversity issues and zoonotic processes. The third perspective involves a thoughtful exploration of big men, multilateralism, and the society of risk. In addition to overcoming the pandemic’s economic impact, the main challenges of the post-COVID-19 world will be overcome by its ideological implications and the need to strengthen both multilateralism and scientific and technological cooperation solidarity among people.</p>

The subject of the study is the legal aspects of the development of industrial and technological cooperation of the EAEU member-states in pharmaceutical sector aimed at ensuring import substitution and going global through reinforcement of export potential. The goal of this article lies in elaboration of the conceptual model of legal regulation of industrial and technological cooperation of the EAEU member-states in pharmaceutical sector. The author explores the global challenges faced by the pharmaceutical sector of the EAEU countries, framework regulation of its technological modernization on the national level, questions of formation of the system of strategic and legal grounds of industrial and technological modernization of the sector within EAEU, as well as the mechanisms which legal regulation would contribute to building the technological and industrial capacity. The conclusion is made that the legal model of industrial and technological integration in pharmaceutical sector is represented by the structured system of legal grounds that reflects the structure of the legal structure of EAEU and is similar to the legal models of other vectors of industrial and technological integration. It implies the combination of international treaty framework and provisions contained the legislative acts of the EAEU. The novelty of this work lies in comprehensive analysis of legal issues of theoretical and applied nature that emerge in the process of this vector of integration. The author&rsquo;s special contribution consists in modeling the legal space of sectoral integration and forecasting the trajectory of its further development.

While Japanese Prime Minister Suga Yoshihide pledged to loyally inherit Abe Shinzo’s foreign policy, his administration’s emerging policy has undergone a major shift in recent months. The new foreign policy has swayed from one that is relatively more independent and balanced to one that is more responsive to America’s competitive China policy, an intensive security agenda, tightened scrutiny of economic and technological cooperation with China, and open intervention in issues that China deems as domestic affairs. This article seeks to make an initial assessment of the nature, scope and prospects of the Suga administration’s China policy.
