The objective of the research is to explore the aim, application and strategy perceived as important in the development of an outbound open innovation policy for exploitation of intellectual creation, design and creativity in Malaysian public universities (MPUs).  Under existing intellectual property, innovation and commercialization policies, a large portion of intellectual design, creation and creativity in MPUs remain unexploited. Hence, the need to develop a new set of aim, application and strategy to promote the exploitation of intellectual design, creation and creativity in MPUs. The research conducts a survey involving respondents representing the Technology Licensing Office of 15 MPUs. The research also analysed outbound open innovation policies from five universities in Australia, UK, US and South Africa. These policies provide the basis in the development of the survey instrument of the research. The survey instrument contains nine items outlining the aim, application and strategy for exploitation of an outbound open innovation policy. The survey findings indicate that eight of the items are perceived as important for the development of the policy. The findings of the survey provide a beneficial input for the development of an outbound open innovation policy for exploitation of intellectual design, creation and creativity in MPU.   Keywords: Creation, Creativity, Design, Innovation, Institutional Policy

This article reports a study that aims to formulate an outbound open innovation strategy for the exploitation of publicly funded research intellectual property in Malaysia. The outbound open innovation strategy is proposed due to the inability of the existing intellectual property commercialization strategy of Malaysian public universities to optimize the exploitation of publicly funded research intellectual property. The current strategy assumes that the best exploitation route is by way of commercialization to enable the public universities to monetize the publicly funded research intellectual property. This strategy creates a legal barrier since publicly funded research intellectual property is locked up behind proprietary rights and a rigid licensing regime. In contrast, outbound open innovation strategy allows publicly funded research intellectual property to be exploited through permissive licensing. This study employs a mixed-methods approach involving semi-structured interviews and survey questionnaires with technology licensing officers of Malaysian public universities. The output of this study is an outbound open innovation strategy which connects innovation to the intellectual property system and improves the socio-economic impact of publicly funded research intellectual property.

Open innovation (OI) involves the deliberate use of external and internal knowledge flows by organisations in order to accelerate their innovations and expand the markets for the external use of innovations. Despite the relevance of OI for firms’ competitiveness, firms’ abilities to leverage and combine internal and external knowledge flows cannot be taken for granted. In this context, innovation policies can play a crucial role in stimulating firms’ OI strategies. The objective of this research is to examine the degree to which existing public innovation policies promote open innovation by companies. In doing so, we review the set of innovation policy instruments developed by governments within the Spanish national and regional innovation systems and examine the extent to which they support open innovation by companies, either by facilitating firms’ open innovation practices or by acting on the external factors that influence them. Our results show that innovation policies in Spanish national and regional settings partially promote firms’ open innovation, since governments base their actions on the interaction between science, industry and government, sometimes with intermediaries that promote it. We propose the development of instruments to encourage firms to implement open innovation practices in such a way that they complement the existing ones and can fully achieve the benefits associated with open innovation.

In Brazil, the Technology Licensing Office (TLO) are responsible for managing the innovation policy of Scientific and Technological Institutions (STI). However, when analyzing the functioning of the TLO is possible to observe that these are organizations that still require capacitation to perform with efficiency and efficacy of its functions. Thus, the aim of this paper is to report the application of a model for the management of Intellectual Property (IP) in the TLO of the Instituto Nacional de Pesquisas Espaciais (INPE-TLO), in Brazil, which was conducted through an action research. The application of such a model is intended to empower INPE-TLO to perform its functions relating to the protection and commercialization of technologies in order to promote the transfer of technologies created by research and development units of the INPE to the productive sector. As preliminary results, it is possible to highlight the development of an action plan to realignment the flow of activities as well as to customize the model proposed to culture and INPE-TLO structure.

This paper analyses factors in open innovation activity in the Korean new information and communications technology (ICT) industry, with a focus on cooperation network strategy and intellectual property (IP) management capability, by applying multiple regression models with data collected from 300 companies within the industry. The results of this analysis suggested that the intensity and variation of a company’s technological cooperation with a new ICT company has a statistically meaningful impact on its innovation. In particular, the impact depended on the type of cooperation network. Though IP management capability was also shown to have an important influence on a new ICT company’s innovation, the impact of specific actions for IP management varied by the specific type of innovation results. This study suggests that new ICT companies need to construct technological innovation networks using multiple external sources and enhance their IP management capability in order to increase their technological innovation performance. The factors influencing technological innovation are elements of open innovation, indicating the open technological innovativeness of the new ICT Industry.
