AbstrakThis article elaborates two law discourses regarding cooperative (koperasi)status and anti monopoly restriction. Under the Constitution of the RepublicIndonesia the cooperative as people business lInit is facilitated by economicpolicy. The policy has been aimed to delivery wider portion througheconomic system which closes to people. It has been known as peopleeconomic system with motlo wider spread and national democratic economy.The author concedes to giving any exclusion to cooperative disregardstoward anti monopoly law. Exclusion itself is explicitly reflected any legalprotection from the State to people economic. It protection by shields andgives opportunity for cooperatives and small business units to develop andbecomes strong in their business proportionally.

The application of competition policy to nationalized industries (state enterprises) has been strengthened recently in the United Kingdom. Section 11(1) of the 1980 Competition Act broadened the Monopolies Commission oversight of state enterprises. In practice, the Commission will conduct an efficiency audit of each major nationalized industry every four years. The Commission will focus its review on the quality of services, manpower utilization and productivity, and pricing, distribution and purchasing methods of the state enterprise. These efficiency audits have been fairly well received. Their cost-effectiveness and the follow-through on the Commission's recommendations remain to be demonstrated.

The Health and Family Welfare Department, Government of Gujarat, is implementing a program named Technology for Community Health Operation or TeCHO+ addressing state’s priority health issues. This program envisages replacing the existing mother and child tracking system or e-Mamta application in the state. This program is based on ImTeCHO—Innovative Mobile Technology for Community Health Operations—which was piloted in Jhagadia, Bharuch district of Gujarat in 2013. The program showed improvements not only in terms of coverage of maternal and newborn care packages averting malnutrition but also was cost-effective. This paper details the protocol for health technology assessment to assess the impact of TeCHO+ program on data quality, improvement in service delivery coverage, reduction in morbidity and mortality as well as assess the cost-effectiveness. The study will be conducted in five districts of the state. A mixed-method approach will be adopted. Data will be validated in a phased manner over a period of 3 years along with an assessment of key outcome indicators. Additionally, key informant interviews will be conducted and cost data will be gathered to perform cost-effectiveness analysis. The study will inform policymakers about the impact of TeCHO+ program on quality, access and cost-effectiveness of healthcare services.

Purpose The purpose of this paper is to propose a methodology for the comparison of business units and to illustrate its implementation. Job stress is introduced as a mediator variable. A postal company is taken as a case study and its three business units are compared. The units (i.e. employees who have direct contact with customers) analyzed are postal clerks, couriers and call center operators. Design/methodology/approach Quantitative data were collected using two questionnaires: the first to assess the state of predefined organizational parameters, and the second to measure the stress levels of employees. The χ2 test of independence (χ2 test) and Fisher’s exact test are used to calculate correlation. Work stress score and stress distribution index, which are proposed in this study, are used to quantify the levels of stress, the state of organizational parameters and possible improvement points, as well as to compare the business units. Findings According to the results, the most demanding job is that of couriers, followed by postal clerks and call center operators. Originality/value The proposed model could be used to assess and improve businesses and to reduce the stress levels of employees. Further, a model for the comparison of business units might be a useful tool for managers in defining working hours, breaks, length of holiday periods and even in creating a wage structure.
