Abstract One of the basic installations of the Republican State Enterprise “Institute of Nuclear Physics” of the Ministry of Energy of the Republic of Kazakhstan is a critical assembly, which is a zero-power reactor. Desalinated water and beryllium serve as moderators and neutrons reflectors. The energy spectrum of neutrons in the core is thermal. The main purpose and area of application is the modeling and study of the neutronic characteristics of the cores of water-moderated research reactors of various types. The paper presents the results of experimental measurements of the spatial-energy distribution of neutrons in the dry, central channel of the critical assembly. Measurements of the neutron flux were carried out using activation foils for three energy groups of neutrons: thermal, epithermal, and fast. The measured thermal neutrons flux in the irradiation channel is ~ 3·108 cm‒2s‒1, and fast neutrons flux (with energies above 0.7 MeV) is ~ 8·108 cm‒2s‒1. The fraction of thermal neutrons in the integral flux was 0.23%, and the fraction of fast neutrons was 0.62%. In the axial distribution of thermal and fast neutrons, the maximum value of the neutron flux is 50 mm below the midplane of the core.

The review article systematizes information and studies the  history of designing tractors and prime-movers at the State Enterprise «Kharkiv Design Bureau for Mechanical Engineering named after A. A. Morozov» and their manufacture by the State Enterprise «Malyshev Plant » from the origin of such production in Kharkiv to the present time. The role of Kharkiv in providing the country with special equipment is revealed. Detailed biographical information about chief designers of this technique (B. N. Voronkov, N. G. Zubarev, M. N. Shchukin, A. I. Avtomonov, M. D. Borisyuk, A. D. Motrich, M. P. Kalugin, P. I. Sagir, B. I. Kalchenko) provided, their role in the development and improvement of designs of special-purpose machines is indicated. The main technical characteristics of basic models of tractors and prime-movers are presented. The main problems in the production of these types of equipment are mentioned. The article contains information about various modifications of AT-T, their main differences and purposes are indicated. May 5, 2021 marked the 76th anniversary of the foundation of Zaporizhzhia Machine-Building Design Bureau Progress State Enterprise named after Academician H. Ivchenko (Ivchenko-Progress SE). On May 5, 1945, by order No. 193 signed by the People's Commissar of the Aviation Industry of the USSR O. Shahurin a research and development bureau (RDB) was established at the State Union Plant No. 478 in Zaporozhye to develop new and update earlier designed medium and low power aircraft engines for civil aviation.

This paper took non-financial listed companies on A-shares from 2014 to 2018 as samples to empirically test the relationship between corporate financialization, financing constraints, and environmental investment. The empirical results showed that the degree of corporate financialization is negatively related to environmental investment, and the negative relationship between long-term financial assets and environmental investment is more significant. Financialization has a “crowding out” effect on environmental investment when the firm is a non-state enterprise or a small-scale enterprise. Financialization has a “reservoir” effect on environmental investment when it is subject to less financing constraints. Further analysis revealed that both long-term and short-term financial assets have an inhibiting effect on environmental investment when environmental regulations are stringent. This paper provides a theoretical reference for companies to make investment decisions on financial assets and to improve their ability on environmental investment and green sustainability.

In recent years, Ukraine has received not only new legislation, a new regulator, but also a new National Intellectual Property Authority. On the initiative of the Ministry of Economy of Ukraine, the Cabinet of Ministers of Ukraine 13.10.2020 № 1267-r, in pursuance of subparagraph 1 of paragraph 7 of section II «Final and transitional provisions» of the Law of Ukraine of 16.06.2020 № 703-IX «On Amendments to Certain Laws of Ukraine on the Establishment of a National Intellectual Property Authority» determined that the state enterprise «Ukrainian Institute of Intellectual Property» performs the functions of the National Intellectual Property Authority. Given that the state structures considered six options for the formation of a new national body, the definition of a temporary state enterprise «Ukrainian Institute of Intellectual Property» as the National Intellectual Property Authority, on the one hand was the best solution, and on the other, the intellectual property protection system to some laws of Ukraine on the establishment of a national intellectual property body, has undergone significant changes, which could not affect the entire system of intellectual property protection in the state. The paper analyzes the changes taking place in recent years in the coal industry of Ukraine and the world and examines measures for innovation in energy. The main goals, challenges and prospects of fair transformation of coal regions are revealed by analyzing the current state of the coal industry of Ukraine and world trends. The instruments of the state policy on providing the fired workers of the coal regions with jobs in case of liquidation / transformation of mines are defined and the alternatives of the policy of promoting the employment of the fired workers for making effective decisions are established. Peculiarities and factors of creation of technological or eco-technological parks on the basis of coal enterprises are studied. It is concluded that one of the effective solutions for the fair transformation of coal regions can be the transformation / transformation of the mine as a state enterprise into a park system by involving energy companies. The implementation of investment projects using the infrastructure of the mine for other activities is promising. Significant work should be done on job creation programs and training / retraining / retraining of workers, design of industrial parks and implementation of innovative projects.

In 2015, the seismic monitoring in Kazakhstan was conducted by two Organizations: Seismological Experience-Methodical Expedition of the Ministry of Education and Science of the Republic of Kazakhstan (SEME), and the Republican State Enterprise Institute of Geophysical Research of the Ministry of Energy of the Republic of Kazakhstan (IGR). The paper presents detailed information on seismic observation networks. The joint catalogue based on the data of two organizations was compiled. It includes 489 earthquakes having energy class KR=6.6–12.2. The largest earthquake occurred on January 20, 2015 near the Semipalatinsk Test Site. The earthquake had magnitude MPVA=5.3, energy class KR=12.2, and was felt in a range of Kazakhstan settlements.

Self-government is one of the most popular terms in left-wing political thought. In the second half of the twentieth century, it was used and discussed both in Western liberal democracies and in the communist bloc. The Soviet leader Mikhail Gorbachev used this notion from the mid-1980s onwards, forming part of his wider policy of perestroika. Although the Czechoslovak leaders were not interested in political reforms and were largely sceptical about economic changes, the Soviet example resonated with the public and impacted on official discussion in Czechoslovakia. In this context, the Czechoslovak parliament adopted the Act on State Enterprise in July 1988, which was preceded by the discussion of the Proposal on the Act on State Enterprise (1987). This article draws attention to Czechoslovak dissident milieus and the response to the parliament’s proposal. It focuses on the Slovak philosopher Miroslav Kusý (1931-2019), who articulated the most substantial critique of the official plans. While accepting the principle of self-government, he argued that the proposal was subject to fundamental misinterpretations. In assessing his arguments, the article traces a particular intervention within the wider debates on state socialism in the 1980s.

In the modern world, the priority is the development of clean urban electric transport. The constructive solutions used in the construction of the tram wheel in the past years are outdated and do not meet modern requirements. One of these problems is the destruction of asphalt coating in the places of road coverage to tram rails, which worsens the operational characteristics of tram crossings. The reasons for this problem can be attributed to the following: Not enough asphalt concrete near the rails; low adhesion of asphalt and metal from which rails are made; dynamic loads and vibrations arising from trams and motor transport; bad base of tram train and others. One of the options for increasing reliability and durability is to use as a road covering of tram plates. This solution is used in Ukraine and the European Union. German company RailBeton developed solutions for railway crossings - BetoCross. This system is a modular construction of reinforced concrete slabs, which are pulled together by steel strips. With the help of a system of fastenings and bearings, the flooring is fastened to rails, which provides vertical and horizontal stability of their position and stabilization under the influence of loading. To reduce the dynamic influence, the plates are based on reinforced concrete sleepers through the intermediate layers of the elastostomer. The load from the automobile transport is transferred to the broken beam. In addition to the positive features, the BetoCross system, due to the large number of connections, ties and bearings, requires frequent maintenance and maintenance. The Ukrainian state enterprise "Starokostiantyniv plant ZBSH" developed a similar technology, reinforced concrete plates with the help of a screw fastening through rubber gasket fixed to a special bridge type wallpaper. At a step of wallpaper 0,6 m the plate is attached to each wallpaper from two sides, with the length of the plate itself is 2,7 m. that is, on one plate there are five points of fastening on each side. Loads from the automobile transport, similar to the German technology, are transferred to the rubble balast and the basis. These technological solutions have found their application on railway crossings, and need some improvement for use in urban electric transport. The article reviews the constructive decision on the organization of the mentioned site, which is proposed by RS ENGINEERING in Kharkov. In the proposed solution instead of the crushed balast used monolithic reinforced concrete slab with supporting elements. The arising loads from the rolling stock and transport are transferred through the supporting elements to the concrete slab, which redistributes them on the rubble basis. As a road cover are used reinforced concrete plates covering RS-Slab. The plates are divided into 3 types: Road, interroad and external, which in turn have several sizes. The plates are bound to the supporting elements by means of screws in four points. To reduce dynamic influence between the film and the reference element, a rubber elastomer is laid. Depending on the size of the plates have different number of cutting sites. Also because of the design features possible option when the slab simultaneously relies not on all the supporting sites, these options should be taken into account when calculating the scale and choosing a class of concrete. This solution allows to solve the problems of road surface destruction on the side of the rails, keeps more load from transport, compared to asphalt. At the same time, there are factors that need to be studied in detail when designing and before implementing the solution in mass production. These include: Investigation of the influence of violation of standard assembly plates on the stress-deformed state of the element; determination of thickness and acceptable physical characteristics of the gasket on the plate supports; detailed development of a node for fixing plates. The use of reinforced concrete plates as a road coating has a number of advantages before asphalt concrete: Resistance to destruction on the rails; installation regardless of weather and temperature conditions; resistance to loads from trucks. At the same time, this decision has certain peculiarities that require detailed study, which is a branch of further research.

The main legal forms of control and supervision over the preservation and effective use of state property by participants in economic relations, which are considered as one of the elements of the legal regime of state property, are studied. According to the results of the study, the following main legal forms of control and supervision over the preservation and effective use of state property by participants in economic relations are identified: a) control by authorized bodies over compliance with the contract concluded with the head of the state enterprise; head of the preservation and effective use of state property; b) control by the State Property Fund of Ukraine over the use of leased integral property complexes of state enterprises and leased state property; c) accounting and financial reporting of business entities, as well as control and supervision over their condition and reliability; d) audit of financial statements; e) state financial audit; f) internal control and internal audit in the budget process. It is noted that the current legislation does not make a clear distinction between the functions of control and supervision, especially in cases where it concerns the powers of authorized public authorities, which in accordance with Part 2 of Art. 19 of the Constitution of Ukraine are obliged to act only on the basis, within the powers and in the manner prescribed by the Constitution and laws of Ukraine.
