ABSTRAK: Penelitian ini bertujuan untuk mendeskripsikan (1) kemampuan guru mata pelajaran Bahasa Indonesia dalam membuat soal tes berbasis Higher Order Thinking Skills (HOTS) tingkat SMP se-Kecamatan Karangnunggal Kabupaten Tasikmalaya dan (2) menganalisis kesesuaian soal tes yang dibuat oleh guru mata pelajaran Bahasa Indonesia ditinjau dari kriteria soal Higher Order Thinking Skills (HOTS). Penelitian ini dilaksanakan di tiga Sekolah Menengah Pertama (SMP) yang berada di Kecamatan Karangnunggal Kabupaten Tasikmalaya dengan menggunakan metode deskriptif kualitatif.Sumber data dalam penelitian ini adalah guru mata pelajaran Bahasa Indonesia yang secara keseluruhan berjumlah 7 orang. Sumber data dari SMP N 1 Karangnunggal sebanayak 2 orang, dari SMP Negeri 3 Karangnunggal sebanyak 2 orang dan dari SMP IT Karangnunggal sebanyak 3 orang. Data yang diperoleh berupa soal esai dan pilihan ganda yang dibuat oleh setiap responden.Pemerolehan data dalam penelitian ini menggunakan instrumen tes.Data tersebut dikaji dengan teknik analisis deskriptif. Hasil pengkajian pertama diperoleh kemampuan guru mata pelajaran Bahasa Indonesia dalam membuat soal tes berbasis HOTS dalam bentuk esai maupun pilihan ganda masih rendah. Hal tersebut terbukti dari jumlah keseluruhan soal yang masih berada pada ranah ingatan (C1).Hasil pengkajian yang kedua diperoleh bahwa bentuk soal pilihan ganda ataupun esai belum memenuhi kriteria soal HOTS yang baik.Hal itu terbukti dari masih banyaknnya soal pilihan ganda ataupun esai yang belum menggunakan stimulus yang menarik dan kontekstual, mengukur kemampuan kognitif level analisis, evaluasi, maupun mencipta serta belum mengandung jawaban yang tersirat.KATA KUNCI: Higher Order Thinking Skills (HOTS); Kemampuan Guru; Soal Tes>ABILITY OF INDONESIAN TEACHERS IN MAKING TEST BASED HOTS (HIGHER ORDER THINKING SKILLS) IN JUNIOR HIGH SCHOOL DISTRICT KARANGNUNGGAL�ABSTRACT: This research is aimed to describe (1) the ability of Bahasa Indonesia teachers to construct the questions based on HOTS for Junior High School students in Karangnunggal district Tasikmalaya and (2) the analysis of examination questions that are made by Bahasa Indonesia teachers considering the criteria of HOTS. This research was conducted at 3 Junior High School in Karangnunggal district by using qualytative descriptive method. The data source in this research is teachers of Bahasa Indonesia which amount 7 teachers. The data source are 2 teachers from SMPN 1 Karangnunggal, 2 teachers from SMPN 3 Karangnunggal, and 3 teachers from SMP IT Karangnunggal. The data gained are essay questions and multiple choice questions which are made by each respondent. The aquisition of the data in this research is using test. Those datas are examined by using descriptive analysis technique. The result of first assesment is that the ability of Bahasa Indonesia teachers to construct the quesrions based on HOTS in essay and multiple choice form is skill low. That statment is proven from the whole numbers of questions that is in memory domain (C1). The second assesment results that the assay and multiple choice from have not fulfilled the criteria of a good HOTS questions. That statment is proven from the essay and multiple choice questions that are still lack of interesting and contextual stimulants, measure that analysis level, evaluation level, and creating level of cognitif ability and also have not contained implicit answer.KEYWORDS: Higher Order Thinking Skills (HOTS); Teachers Ability; Test Question.

This research deals with the development of the assessment’s instrument based on higher order thinking skills to measure dimension of persuasive text skills on students of class VIII in junior high school Muhammadiyah 7 Medan. The type of this research is research and development. The sampling technique used in this study is purposive sampling technique. The result shows that the process of developing assessment instruments is based on Higher Order Thinking Skills on Indonesian language subjects in junior high school Muhammadiyah 7 Medan through 4 stages, there are: (1) Preparation of Tests, (2) Selection of Media (3) Selection of Formats (4) Initial design results by composing stories board, make layouts by paying attention to the color and composition and fill the layout with activities in the form of, activity 1 contains the mapping of KI, KD, and indicators, as well as 10 multiple choice questions and 5 description questions. Activity 2 contains the mapping of KI, KD, and indicators as well as 15 multiple choice questions and 5 description questions and scoring, answer keys, glossary and bibliography.

The aim of this study is to produce a higher-order thinking skills assessment instrument on the material of the hearing and sonar system for Junior high school students that are valid and reliable. Indicators of higher-order thinking skills (IKBTT) are developed based on the cognitive dimension of Bloom's Taxonomy which includes the skills to analyze (C4), evaluate (C5) and create (C6). The assessment instrument developed was a multiple choice test with open reasons. Multiple choice test with open reason is a multiple choice question with four answer choices completed with the reason for choosing an answer. The instrument is equipped with an assessment rubric in the form of a holistic rubric to assess the relationship between multiple choice answers and reasons for choosing answers. The results of the validation of material aspects, construction, and language show that the products developed are very feasible with an average score of 85.7%. The instrument was empirically tested with the number of subjects trying as many as 59 students of 8th grade Junior high school. Based on the results of empirical trials of multiple choice questions with open reasons obtained 25 valid questions with multiple choice reliability of 0.745, and reason reliability of 0.929. The number of questions produced based on C4 cognitive dimensions were 12 questions (48%), C5 cognitive dimensions were 9 questions (36%), and C6 cognitive dimensions were 4 questions (16%). This study produced an instrument for assessing higher-order thinking skills in the material of the hearing and sonar system for Junior high school students that were valid and reliable.

21st-century learning emphasizes several important abilities, one of which is the ability of Higher Order Thinking Skills (HOTS). This ability can be possessed by students by familiarizing students with HOTS-based questions. The purpose of this study was to develop HOTS-based questions on environmental learning based on green consumerism. The research method used is research and development using Borg and Gall Model. The study was conducted in November 2018 at State Junior High School 1 South Tambun. The validation results show that the assessment on green consumerism-based environmental learning developed has a very valid category according to the experts, and is valid and reliable after measurement. This is because the questions developed are relevant to the current environmental conditions. The results of HOTS male students 44.98 and female students 46.61. The average score of Male and Female 45.79 are still relatively low and need to be improved. The conclusion is that the questions developed have a valid, reliable and appropriate category of use in the process of learning science in junior high school.

This study is aimed describe the process of developing higher order thinking skills based poetry text assessment tools. Students need to be trained in their thinking skills by giving students the type of Higher Order Thinking Skills (HOTS) that can be used to improve students' thinking skills. This research was conducted in Junior High School Brigjend Katamso II Medan. The result shows that Preliminary studies were research and gathering preliminary information, namely needs analysis. The needs analysis in this research development began by distributing questionnaires to the needs of eighth grade students of Junior High School Brigjen Katamso II Medan, amounted to 35 students and 2 Indonesian language teachers of Junior High School Brigjen Katamso II Medan. The results of the needs analysis were as follows: That 100% of the teachers stated that they knew the assessment tools and 70% knew the steps in preparing the assessment tools. However, only 0% of teachers test their assessment tools before use so that 100% of teachers need a valid, effective and practical assessment tool.

The Indonesian curriculum year 2013 requires students to have Higher Order Thinking Skills (HOTS) that match the competence needs in 21st century. Based on international assessment, Indonesia’s student rank is insufficient because the student is not familiar with solving problems requiring reasoning and analysis, including topic of algebra. This research aims to produce HOTS questions about algebra at Junior High School, which is valid, practical, and effective. This research is development research which consists of two stages, namely preliminary and formative evaluation. The participants in this study were grade 7 and 8 students in one Junior High School at Banda Aceh, Indonesia. The instruments were validation sheets, student response questionnaires, practicality test questionnaires, and HOTS questions. The result shows that the HOTS algebraic questions were meet the criteria: valid because all validators stated that the HOTS questions are suitable to use and the average value of the validation was reach very valid criteria; practical because all validators suggested that the learning tools can be applied in the class; effective because students’ response toward problems was positive dan the ability of students to solve questions is diverse. Thus, these HOTS questions can be used at the junior high school level.

This research aims to determine the student’s higher order thinking skill (HOTS) after learning using the PMRI through LSLC is done approach to the material of number patterns in class VIII. This type of research is descriptive. The subjects of this study were students of class VIII.5 Junior High School number 18 Palembang amounting to 31 students. Data collectin techniques used were observations, giving test questions amounted to one questons in the form of descriptions, and interviews. After conducting the research, there have been many indicators of higher order thinking skills raised by students even though there are still some students who don’t bring up indicators. In addition, by using the PMRI approach and the LSLC system, students become mutually learning and active in learning. The conclusion of this research is the ability of HOTS students in class VIII.5 is enough, which can be seen from the scores obtained by students in the test questions that are in the range of grades 41-60. In addition, the emergence of the analysis (C4) indicator most often appears as much as 63.33%, evaluation (C5) as much as 30% and the creation (C6) indicator is the least indicator that appears as much as 20%.
