The article is devoted to the study of theoretical bases of activity of special (free) economic zones as a form of territorial-branch organization of economy of regions. The definitions and functional types of special (free) economic zones according to the legislation of Ukraine have been clarified. The characteristic of existing domestic special (free) economic zones is given and the main indicators of their functioning are given. The basic goals, tasks, initial criteria, reasons and conditions of creation of special economic zones and influence of their activity on the organization of regional economic systems are investigated. The classification of special economic zones is given. The main advantages and disadvantages of the specified form of territorial-branch organization of economy based on the study of foreign and domestic experience of their functioning are revealed.

Industrial clusters and special economic zones, which are forms of regional development tools, have been considered. Within the framework of research clusters and special economic zones according to a number of criteria have been compared, measures of state support for such territories have been described, a comparison of special economic zones of industrial-production and technical-implementation types, industrial and innovative territorial clusters operating within the same region has been made. According to the results of the study, the advantages of industrial clusters located on the territories of special economic zones schematically have been reflected, consisting in large amounts of support provided by the Federal and regional levels of Executive power, developed infrastructure, tax and customs preferences. As part of the study methods of bibliographic and logical analysis, and also a systematic approach were used.

The presented study analyzes the modern models of geographically distributed organizational and economic systems and specific aspects of strategic management of these systems.Aim. The study aims to examine the specific aspects of strategic management of such modern forms of geographically distributed organizational and economic systems as clusters and special economic zones.Tasks. The authors examine the nature and features of the major modern forms of geographically distributed organizational and economic systems, namely, clusters and special economic zones; identify innovative models within these forms: priority development areas, industrial, commercial, and technological parks, technopolises, innovation centers, etc.; substantiate methodological approaches to the strategic management of these innovative formations in general as well as formation of the corresponding organizational management structures and a set of strategies of different hierarchical levels.Methods. This study uses general scientific methods of cognition and strategic management methods to examine geographically distributed organizational and economic systems and their innovative models and to propose a set of hierarchical strategies for the development of innovative formations.Results. In the current context of formation and development of the Russian digital economy, clusters and special economic zones are becoming increasingly widespread forms of geographically distributed organizational and economic systems. This has facilitated the emergence of various innovative models of the corresponding systems: priority development areas, industrial, commercial, and technological parks, technolopolises, innovation centers, technology transfer centers, business incubators, etc. In view of these models, the authors present the specific aspects of their strategic management and provide recommendations on the structure and functions of strategic management bodies – supervisory boards and managing companies. The authors also propose a system of strategies of different hierarchical levels for such formations, including areas for the application of advanced digital and marketing technologies.Conclusion. Economic development has led to the emergence of new forms of geographically distributed organizational and economic systems – clusters and special economic zones. The study substantiates methodological approaches to the strategic management of these innovative formations in general as well as formation of the corresponding organizational management structures and a set of strategies of different hierarchical levels.

In the context of a steady increase in the mutual dependence between the economic systems of various countries, the identification and quantitative analysis of key parameters determining the quality of development of the economic environment of individual states are becoming increasingly relevant; at the same time, it is certain that, not least, the qualitative level of the country's economic development is determined by the effective functioning of the territories of innovative development, that is, free economic zones.The report provides a detailed description of the subject area, namely, the classification of modern Russian SEZs and an overview of the main factors of their development; a set of factors is proposed for analyzing the impact of the functioning of SEZs on regional and macroeconomic indicators with the aim of further developing a methodology for assessing the effectiveness of the functioning of free economic zones.

Subject. The article explores the economic component of sustainable development through the classification of industries from the perspective of assigning the output goods to fixed or current assets, using different types of resources and assessing their condition. It considers factors of production affecting the achievement of the result and determining the development of economic systems at the meso- and micro-hierarchical level. Objectives. The aim is to assess the function of economic systems of different hierarchical levels on the tool-making facilities case. Methods. We apply an approach using general and special methods of comparative and statistical analysis, synthesis and analogies. Results. The paper analyzes the development of the Russian tool-making industry on the basis of resource-oriented approach to assess the functioning of economic systems at various levels. We review interrelations between resource use efficiency, types of sustainable development of economic systems at various hierarchical levels and strategic security of the country. Conclusions. Any development can be considered sustainable, if there is an increment in the intensive development of economic systems at all three levels.
