Subject. The article updates the issue of information security associated with the extremely intense import of goods of information and communication infrastructure (ICT) and low volume of production of similar goods in the Russian Federation. Objectives. The aim is to develop principles of formation of customs tariff tools to regulate the import of ICT goods in the Russian Federation. Methods. The study employs the content analysis of existing approaches to defining the customs service concept, and general scientific methods of research. Results. The paper presents a unique approach to the development of tools for customs tariff regulation of imports, formulates an original definition of customs service, highlights the contradiction between the current model of implementation of the escalation principle, established by the World Trade Organization, underpins the need to differentiate the rates of import customs duties for the said group of goods. Conclusions. Due to the current specifics of the use of customs and tariff instruments, not all of them are applicable as measures to regulate the import of ICT goods. Currently, the most effective tools for regulating the import of information and communication technology goods are the unified customs tariff and the commodity nomenclature of foreign economic activity.

Subject. I consider parameters of the condition of higher education organizations that are formed under the influence of institutional impact of the State, in the aspect of giving the former the status of a driver of innovative development. Objectives. The aim of the study is to review the institutional framework for regulating the innovation activity of higher education organizations. Methods. The study employs the method of dialectical cognition, as well as historical, structural-functional, systems research methods. Results. The paper presents an overview of institutional framework for regulating the innovation activity of universities, resulting from the growing importance of higher education organizations in the development of innovative economic relations at the present stage. It analyzes government initiatives aimed at achieving the goals based on national interests. The paper provides a list of councils and funds supporting and stimulating the development of innovative activity of educational organizations in Russia. Conclusions. The innovative development of the national economy as an essential condition for its competitiveness, which is implemented against the background of the growing role of educational organizations in this process, determines the urgency of permanent improvement of the institutional framework for regulating the innovative activity of educational organizations.

Subject. The article addresses the Russian capitalism. Objectives. The purpose is to identify parameters of building the Russian capitalism. Methods. The study draws on the systems approach, using the methods of statistical, neural network, and cluster analysis. Results. The study revealed the parameters of building the Russian capitalism, like the structural balance of public administration, volatility in the growth rate of exports and imports of goods and services, a decrease in the growth rate of exports and imports of goods and services, net government lending and borrowing, GDP per capita, general government expenditure. The optimal cluster for building the Russian capitalism is the relationship between Russia and the United States in the context of GDP per capita in national currencies. The study expands the scope of knowledge and develops the competencies of the government of the Russian Federation to ensure the economic growth. Conclusions. The unveiled parameters of building the Russian capitalism, as well as understanding the reasons for the emergence of the Russian State capitalism as a form of merging of the American market economy and Chinese planned economy enable the government of the Russian Federation to effectively orient its actions towards economic growth.

Subject. The article investigates the problems related to the implementation of Russia's obligations under the Paris Agreement. Objectives. The aim is to examine the possibilities of implementing Russia's obligations under the Paris Agreement, analyze institutional, legal, international, political and methodological aspects of fulfilling these obligations, identify problems and prospects for realizing the interests of Russian exporters in international markets, and opportunities for the development of economic and innovative potential, including the analysis of implementing the national climate doctrines in the field of greenhouse gas emissions reduction. Methods. The study employs methods of institutional, comparative, graphical, and statistical analysis, and methods of systematization and classification. Results. I established the degree of development of the institutional and legal framework for implementing climate agreements, characterized their international and political aspects, classified methodological problems of decision-making and performance of decarbonization programs, proved the need to renew production assets, and demonstrated the nature of implementation of national climate doctrines stimulating the development of innovations. Conclusions. The process of building the institutional and legal framework for regulating climate relations is not completed yet. A number of methodological problems hinder the achievement of fairness and objectivity of economic and political decision-making at the global and regional levels. The paper establishes a critical level of ageing the production capacities of Russian enterprises, and offers conditions and promising directions of the Russian economy development during energy transition.

Subject. The article investigates the basic principles of business valuation and ways to increase it within the development of the production and economic system of an industrial enterprise. Objectives. We focus on examining the possibilities of business valuation and the parties interested in its implementation, consider modern approaches and corresponding methods used in valuation activities, propose directions for increasing the market value of an industrial enterprise, and assess their economic feasibility. Methods. The study rests on the content analysis of available domestic and foreign sources. We employ general scientific methods, i.e. analysis, synthesis, deduction, induction, analogy, and special methods, like empirical, quantitative and qualitative analysis, situational and systems analysis, comparative, financial, and economic analysis. Results. We reveal the need to improve the efficiency of enterprise management in the context of economic instability in the country, resulting in an increase in its market value. We considered an industrial enterprise operating in the construction sector that was seriously affected by the pandemic. Using this case, we demonstrate the implementation of the lean production concept, which has proven to be successful. Conclusions. In the current economic conditions, Russian enterprises are forced to look for new ways of development and to improve the efficiency of business management. The optimal solution for an industrial enterprise can be the ‘lean production’ cost-saving concept. If implemented, the concept shows decent results, strengthens the enterprise’s position in the market, and increases its fair value.

Subject. The article addresses a methodological approach to determining the feasibility of including an event that ensures the achievement of strategic targets in the implementation plan of a strategic planning document (i.e., a national project or a government program). Objectives. The purpose is to develop a methodological approach to create a balanced list of measures, which, if implemented, will have a positive effect on achieving strategic guidelines for sustainable socio-economic development and strengthening the economic security. Methods. The study rests on expert estimates for calculating the index of activities quality. The calculation of the index is based on the assessment of the index of incoming resources, the index of process, the index of outcome. The approach enables to consider elements associated with the initiation of a particular event, its successful implementation, and achievement of a specific outcome. Results. The study creates an approach to defining the degree of elaboration of the event and the feasibility of including it in the implementation plan of the strategic planning document. The method of expert estimates enables to neutralize some uncertainties and costs caused by initial data quality, empirical estimates of the degree of obtained results’ accuracy, and allocated resources. Conclusions. The working out of organizational, legal, and regulatory measures is only one element of strategizing. Further research should develop methodological approaches to the definition of targeted and critical values of the strategy system to implement a high-quality and operational monitoring.

Subject. The article addresses the standards for greenhouse gas emissions that are currently considered as an effective tool for stimulating the development of alternative transport technologies. However, quantitative evaluation of their effectiveness is not available, which is partially explained by the lack of statistical information from different countries. Objectives. The purpose is to build econometric models of the influence of these standards on the electric car market development. Methods. The annual reports of the International Energy Agency on the development of the electric car market and the data of the Global EV Data Explorer statistics center serve as the information base of the study. We analyzed time series for indicators of sales of electric cars in different countries and built mixed models, considering the auto-regression component, which helps describe the internal dynamics of the electric car market. Results. The obtained regression coefficients in models for various countries can be used as interval evaluations for forecasting the growth of electric car sales in Russia, given the necessary conditions for developing a charging infrastructure and creating a system of incentives to match the cost of electric cars to that of traditional vehicles. Conclusions. These interval evaluations may be useful for further decisions on the development of charging infrastructure, planning for resource use for electricity generation, calculating optimal subsidy or tax relief to support electric cars, evaluating the economic consequences of introducing the new standards on CO2 emissions, etc.

Subject. The article considers the use of chatbots in company activities. Objectives. We perform a retrospective analysis of the development of virtual assistants, determining the areas, in which chatbots can become an effective tool in business. Methods. The study draws on general scientific research methods. Results. We investigate the development of the phenomenon of chatbots, show the history of the most significant virtual assistants, highlight their features, advantages and disadvantages. We also present types of activities, in which companies actively use chatbots, analyze the key results from the use of this tool by enterprises and organizations, evaluate prospects for further development of the technology, establish that the use of advantages of digital marketing enables companies to become customer-oriented, personalize offers for customers and reduce costs. Conclusions. The use of chatbots makes it possible to increase the competitiveness of the company and become the first step towards the introduction of more advanced digital marketing tools. The practical application of this study we see in the use of information in the development and implementation of chatbots in the business ecosystems of enterprises and organizations, which will avoid costs and significantly reduce the likelihood of errors.

Subject. The article investigates identification of risks that prevent the achievement of national development objectives and implementation of national projects, as the methodological approach to their assessment is still in the process of formation. Objectives. The purpose is to develop conceptual and methodological approaches to monitoring of risks of missing the national development targets in the strategic planning system of the Russian Federation. Methods. The research methodology rests on the theoretical basis of indicative analysis. In its logic, the risks of failure to achieve the targets of national development of the Russian Federation can be tracked through monitoring the achieved and predicted values of target indicators within their valid values. Results. The paper specifies factors that have a significant impact on the achievement of the national target ‘Digital Transformation’, defines quantifiable values of the target indicator ‘The Share of Households with Broadband Internet Access’ and limits of its permissible values. We presented a forecast, showing the most likely behavior of the analyzed indicator in the strategic perspective until 2030, revealed that the target value of the indicator, defined at the level of 97%, significantly exceeds the results of trend forecasting, which is indicative of a high risk of non-achievement of target by the key date. Conclusions. Determination of risks of failure to achieve the digital transformation of national development objectives should become an essential stage in the procedure for monitoring the implementation of strategic planning documents in Russia.

Subject. This paper discusses the assessment of economic effects of project implementation in the defense industry. Objectives. We investigate economic effects in the defense industry from the bottom, i.e. we calculate methods for analyzing specific project in specific conditions. Methods. The study rests on the rules for licensed trade, tax and accounting practices. Results. We offer tables to assess the effect of job creation, license and tax payments in international transactions. Conclusions. The economic effect of defense projects is very ambiguous, as it depends on the country, the existence of the national defense industry, and indicators in question. Given the high interest to defense technologies in the military technology recipient country, it is possible to remove technology transfer transactions from the general regulation, and create special conditions for projects implementation.
