The commercial infrastructure formation is a key challenge of creating a common electric power market for the Eurasian Economic Union member states (Russia, Belarus, Kazakhstan, Kyrgyzstan and Armenia) provided for in the Treaty on the Eurasian Economic Union. The comparative analysis of electricity trading arrangements in the Eurasian Economic Union states have been presented in the article. It has been shown, that there are notable differences between combined power markets of these group of states in terms of the organization of trade relations (participants, infrastructure services, rules on trade and pricing policies). It has been established, that only the characteristics of the Russian electric power market fully comply with the requirements of program documents for the Eurasian Economic Union common electric power market. The appropriate recommendations on measures to adapt the power markets of other Eurasian Economic Union States to these requirements have been given

Over the recent years the Russian Federation has been actively promoting the idea of establishing supranational economic unions such as the Eurasian Economic Union (EAEU). The paper presents the short review of the Union formation, the prospects of development and studies the possibility to converge national types of economic activity into a general mechanism. The aim of the research is to analyze operating conditions of national electric power complexes and to reveal the factors interfering the formation of common power market of the Eurasian Economic Union. The research was carried out on the basis of historical, economic, statistical, comparative, logical, factorial, and system analysis methods, which has made it possible to reveal the main obstacles impacted on the formation of the common market. As a result of the analysis, the potential of national economies, the volumes of development and consumption of electric energy, the structure of generating capacities, the cost of electric power of the states and the principles of functioning of the national power markets were presented. In course of the research it has been established that the formation of common electric power market will face the following challenges: the scale of separate national industries in relation to other national electric power complexes; divergent national industry structures influencing the final cost of electric energy tariffs; lack of technical capacity to converge national electric power complexes into a common electric power market, etc. The paper presents the mechanisms for the solution of the specified problems.

The purpose of this article is to identify trends in the development of integration processes in the Eurasian Economic Union (EAEU) and present the level of trade and economic relations between the participating countries through an analysis of mutual trade between the member countries of the Union. Studying the movement and structure of trade relations between the EAEU member states, there has been identified those economic areas the development which can hence contribute to the expansion of mutual trade. To present the level of trade complementarity between member states, the author calculated the trade complementarity indexes in accordance with the commodity structure of trade of each country with other EAEU member countries and presented their estimates. Finally, some obstacles to the balanced development of mutual trade of the EAEU member countries has been laid out and a number of ways of eliminating them has been then presented.

The article is devoted to the analysis of the features of excise tax revenues to the budget of the Russian Federation. The analysis of the negative impact on the economy of the distribution of illegal tobacco prod-ucts - cigarettes, as well as the impact of new substitutes for this product. The issues of harmonization of the excise policy of the countries of the Eurasian Economic Union and the regulation of the tax policy in the field of excise taxes on tobacco products, the introduction of new excise taxes on electronic substitutes are considered. These measures are aimed at creating sustainable export-import foreign trade relations and a single market of legalized smoking products. The article is aimed at developing recommendations on strengthening the economy of tobacco production in the context of the creation of the Eurasian Economic Union, as well as on increasing tax revenues from them.
